The Marine Park and Reserves Unit (Hifahi akiba za Bahari ya Tanzania, in Swahili) of Tanzania was formed in 1994 under the Marine Parks and Reserve Act No 29, of 1994. [2] The headquarters are located in Upanga West ward of Ilala District in Dar es Salaam Region. Previously all marine life and biodiversity was under the Ministry of Livestock and Fisheries. The population along the 1400 km Tanzanian coastline has reached to over 10 million and the increase in number of people whose livelihood depends on the marine resource has also increased. The increase in population has caused various threats to the marine life due to over fishing, coral mining and unplanned increase in settlements. To protect the marine biodiversity the Government of Tanzania established the Marine Park and Reserves unit in 1994 with Mafia Island Marine Park as the first marine park. [3]

Marine Reserves had been first surveyed and have existed in Tanzania since the 1960s. However, the reserves and its biodiversity was not under any specific management or institution, but rather under the jurisdiction of the Department of Fisheries. There was no real interest or debate regarding the marine reserves until 1980. In 1980 the villagers of the Mafia district desired to establish a protected area around their island and this rejuvenated talks and national interest to establish Marine protected areas in the country. In the late 1980s and the beginning of 1990 the government began to draft legislature for the establishment of the Marine Parks and Reserves Unit. In 1994 the parliament passed the Marine Parks and Reserves Act which established the organization. The organization falls under the Ministry of livestock and fisheries and is responsible for electing a board. The Act for the first time in Tanzania, provided legal framework for the conservation and management for marine environments. The organization is responsible for regulating local fishing in the reserves and supervise commercial and tourist operations. With this framework Mafia Island Marine Park was declared the first Marine park in Mainland Tanzania in 1995. [2] [4]

As of December 2015 the Marine Parks and Reserves Unit has a mandate of 3 Marine parks and 15 Marine reserves on the mainland. A marine reserve is an area allocated to help towards the preservation of the coastal and marine biodiversity. Fishing and in habitation in a marine reserve is prohibited and only limited entry such as for tourism and research is permitted. While a marine park is a special version of the reserve where various community users and habitation is encouraged. However, it is highly regulated and continuous education of the community is provided to ensure longevity of the fauna. [5] [6]

Tariffs

The Marine Parks and Reserve Unit makes most of its revenue from licensing and park fees charged to tourists. 70% of this revenue gets put back into the authority and the remaining 20% goes towards the local communities and 10% goes towards the District authorities. The Great Barrier Reef Marine Park protects a large part of Australia's Great Barrier Reef from damaging activities. It is a vast multiple-use Marine Park which supports a wide range of uses, including commercial marine tourism, fishing, ports and shipping, recreation, scientific research and Indigenous traditional use. Most marine parks are managed by national governments, and organized like 'watery' national parks, whereas marine protected areas and marine reserves are often managed by a subnational entity or non-governmental organization, such as a conservation authority.

Mafia Island or Chole Shamba is an island of The Mafia Archipelago located in Mafia District in the southern Pwani Region of Tanzania across the Mafia Channel. The island is the third largest in Tanzanian ocean territory, but is not administratively included within the semi-autonomous region of Zanzibar, which has been politically separate since 1890. Mafia Island forms the largest part of Mafia District, one of the six administrative districts in the Pwani Region. As the Mafia Archipelago's main islan, is sometimes called Chole shamba in meaning Chole farmlands Swahili. This is in opposition to the historic settlement of Chole Mjini(Chole town) on Chole Island inside Mafia Bay. The island's population is over 40,000. The economy is based on fishing, subsistence agriculture and the market in Kilindoni. The island attracts some tourists, mainly scuba divers, birdwatchers, game fishermen, and people seeking relaxation.

A marine reserve is a type of marine protected area (MPA). An MPA is a section of the ocean where a government has placed limits on human activity. A marine reserve is a marine protected area in which removing or destroying natural or cultural resources is prohibited, marine reserves may also be "no-take MPAs,” which strictly forbid all extractive activities, such as fishing and kelp harvesting. As of 2007 less than 1% of the world's oceans had been set aside in marine reserves. Benefits include increases in the diversity, density, biomass, body size and reproductive potential of fishery and other species within their boundaries.

Marine protected areas (MPA) are protected areas of seas, oceans, estuaries or in the US, the Great Lakes. MPAs restrict human activity for a conservation purpose, typically to protect natural or cultural resources. Such marine resources are protected by local, state, territorial, native, regional, national, or international authorities and differ substantially among and between nations. This variation includes different limitations on development, fishing practices, fishing seasons and catch limits, moorings and bans on removing or disrupting marine life. The Golden Gate Biosphere Network is a voluntary coalition of federal, state, and local government agencies, nonprofit organizations, universities, and private partners within the Golden Gate Biosphere region. <span class="mw-page-title-main">Menai Bay Conservation Area</span>

The Menai Bay Conservation Area (MBCA) is located in Menai Bay, Zanzibar Tanzania. At 470 square kilometres (180 sq mi), it is Zanzibar's largest marine protected area. It was officially established as a conservation area in August 1997 in the traditional fishing area, known as Unguja Island, covering the tropical marine environment comprising extensive coral reefs, tropical fish, sea grasses, and mangrove forests. In addition to controlling illegal fishing, MBCA's alternative initiatives have included bee keeping, mangrove replanting, tree nurseries and tourism. The management of the MBCA falls upon the Fisheries Department and the bay's local villages. It is rated by the IUCN as Category VI Managed Resource Protected Area.

The Tanzania National Parks Authority commonly known as TANAPA is responsible for the management of Tanzania's national parks. TANAPA is a parastatal corporation and all its income is reinvested into the organization. It is governed by a number of instruments including the National Parks Act, Chapter 282 of the 2002 and the Wildlife Conservation Act No. 5 of 2009. TANAPA manages the nation's 22 National parks which covers approximately 15% of the land area and has the mandate to conserve and manage the wildlife in Tanzania, and to enforce the related laws and regulations in this industry. It manages the biodiversity of the country, protecting and conserving the flora and fauna. The organization does not have a mandate over the game reserves such as the Selous Game Reserve which is managed by the Tanzanian Wildlife Division and the Ngorongoro Conservation Area managed by the Ngorongoro Conservation Authority.

<span class="mw-page-title-main">Mafia District</span> District of Pwani Region, Tanzania

Mafia District Council(Wilaya ya Mafia, in Swahili) is one of six administrative districts of Pwani Region in Tanzania. It administers not only the main Mafia Island but the entire Mafia Archipelago. The District covers an area of 642.6 km2 (248.1 sq mi). The Sea of Zanj completely encircles the District. Rufiji District is located on the other side of the Mafia Channel to the west. The district is comparable in size to the land area of Saint Lucia. The town of Kilindoni serves as its administrative capital. The District is home to the largest concentration of Whale Sharks in Africa, Mafia Island Marine Park, Historic Chole Island Ruins, Kisimani Mafia and Kua Ruins; and Mlola Forest Reserve. According to the 2012 Tanzania National Census, the population of the District was 46,438.

<span class="mw-page-title-main">Marine policy of the Barack Obama administration</span>

The Marine Policy of the Barack Obama administration comprises several significant environmental policy decisions for the oceans made during his two terms in office from 2009 to 2017. By executive action, President Obama increased fourfold the amount of protected marine space in waters under United States control, setting a major precedent for global ocean conservation. Using the U.S. president's authority under the Antiquities Act of 1906, he expanded to 200 nautical miles the seaward limits of Papahānaumokuākea Marine National Monument in Hawaiʻi and the Pacific Remote Islands Marine National Monument around the U.S. island possessions in the Central Pacific. In the Atlantic, President Obama created the Northeast Canyons and Seamounts Marine National Monument, the first marine monument in the U.S. exclusive economic zone (EEZ) in the Atlantic.

The marine protected areas of South Africa are in an area of coastline or ocean within the exclusive economic zone (EEZ) of the Republic of South Africa that is protected in terms of specific legislation for the benefit of the environment and the people who live in and use it. An MPA is a place where marine life can thrive under less pressure than unprotected areas. They are like underwater parks, and this healthy environment can benefit neighbouring areas.

The East African coral coast is a marine ecoregion along the eastern coast of Africa. It extends along the coasts of Kenya, Tanzania, and northern Mozambique, from Lamu in Kenya to Angoche in Mozambique. It adjoins the Northern Monsoon Current Coast ecoregion to the north, and the Bight of Sofala/Swamp Coast ecoregion to the south.

Yambe Island is protected, uninhabited historic island located directly east of the city of Tanga in Tanga District of Tanga Region in Tanzania. It is the largest island in Tanga region. It is located entirely with the Tanga Coelacanth Marine Park (TCMP). The island is administered by Tanzania Marine Parks and Reserves. The island is also home to medieval Swahili ruins that have yet to be excavated.

The Tanga Marine Reserves System (TMRS) is a group of marine reserves in Tanzania, with the IUCN category II located within Tanga Region of Tanzania. The Tanga Marine reserves have every species of mangrove found in Tanzania. Rhizophora mucronata predominated in wave-protected locations, while Sonneratia alba was the main tree seaward. There are no sandy beaches that are appropriate for tourists, and there are no known sea turtle breeding grounds in the TMRs. All TMRs, though, serve as significant sea bird breeding areas. The Tanga Marine Reserves are : Kirui Island, Maziwe Island, Ulenge Island, Kwale Island and Mwewe Island.
