The third umpire (or TV Umpire [1] ) is an off-field umpire used in some cricket matches, particularly international matches. Their role is to make the final decision in questions referred to them by the two on-field umpires or the players.
The third umpire is also there to act as an emergency on-field umpire if required. [2]
The third umpire was conceptualized by former Sri Lankan domestic cricketer, and current cricket writer Mahinda Wijesinghe.
It debuted in Test cricket in November 1992 at Kingsmead, Durban for the South Africa vs. India series. Karl Liebenberg was the third umpire with Cyril Mitchley the on-field umpire, referring the run-out decision in this match. Sachin Tendulkar became the first batsman to be dismissed (run out) by using television replays in the second day of the Test scoring 11. [3]
The third umpire is appointed from the Elite Panel of ICC Umpires or the International Panel of ICC Umpires for Test matches, [2] ODIs, [4] and T20Is. [5]
For all Test matches, and for ODIs where DRS is used, the third umpire is appointed by the ICC, and is a different nationality to the two sides. For ODIs where DRS is not used, and for all T20Is, the third umpire is appointed by the home side's Governing body.
An on-field umpire can, at his own discretion, use a radio link to refer particular types of close decision to the third umpire, this is called an Umpire Review. When the full Umpire Decision Review System is not in use, the third umpire uses television replays (only) to assist him in coming to a decision. [6]
When the full DRS is in use, players can also initiate reviews of particular decisions by the on-field umpires, this is called a Player Review. These are judged by the third umpire, and the third umpire has the full range of technology available beyond simple replays, for both Umpire Reviews and Player Reviews.
In the case of injury or illness to one of the on-field umpires, the third umpire will take his place. The third umpire duties will then be taken on by the fourth umpire. [7]
For example, during the 4th ODI between Australia and India at Canberra in 2015–16, umpire Richard Kettleborough was injured during Australia's innings and was replaced by third umpire Paul Wilson. [8]

Rudolf Eric Koertzen was a South African international cricket umpire and former cricketer. A cricket enthusiast since his youth, he played league cricket while working as a clerk for South African Railways. He began umpiring in 1981, before becoming a full-time official eleven years later. In an international career spanning 18 years, he officiated in a record 331 matches and is only behind Aleem Dar in officiating as an umpire in most international matches.
Aleem Dar PP is a Pakistani cricket umpire and former first-class cricketer. He has been a member of the Elite Panel of ICC Umpires. Dar won the David Shepherd Trophy three years in a row from 2009 to 2011, after being nominated twice in 2005 and 2006. Aleem Dar, Marais Erasmus, Richard Kettleborough, Kumar Dharmasena and Simon Taufel were the only umpires to have received the award from its inception until 2017. Before becoming an umpire, Dar played first-class cricket as a right-handed batsman and a leg-break bowler for Allied Bank, Gujranwala, Lahore and Pakistan Railways teams.
The Elite Panel of ICC Umpires is a panel of cricket umpires appointed by the International Cricket Council to officiate in Test matches and One Day Internationals around the world. The panel was first established in April 2002 when the ICC decided to reform the way that international cricket was umpired. The main change was that both umpires in a Test match and one of the umpires in a One Day International were now independent of the competing nations, whereas before 2002 just one of the umpires in a Test was independent and in ODIs both umpires were from the home nation. The majority of these ICC appointments are fulfilled by the members of the Elite Panel, who are generally thought to be the best umpires in the world. As such the ICC hopes to ensure that umpiring standards are as high as possible. Members of the panel stand in around 10 Tests and 15 ODIs each year. The list of umpires in the panel is revised every year by the ICC Umpires Selection Panel.
Ian Lester Howell is a South African cricket umpire and former first-class cricketer. As a player, he played first-class cricket for Border and Eastern Province in South Africa. A left-hand batsman and a left-arm medium bowler, he played 119 first-class games, scoring 3,767 runs with 5 hundreds and 13 fifties at a batting average of 26.90. His top score was 115 not out. He took 243 first-class wickets with 5 five-wicket hauls with a best of 6/38 and a bowling average of 35.74.
Daryl John Harper, is an Australian former cricket umpire, who was a Test umpire between 1998 and 2011. He was a member of the ICC Elite Panel of Umpires from 2002 until 2011 when the ICC announced that Harper was being stood down at the termination of his contract in July 2011. In June 2011, following criticism from India during the India - West Indies Test series Harper retired from umpiring.
Christopher Blair Gaffaney is a former New Zealand cricketer who played for Otago. He became an umpire after retiring as a player. A right-handed batsman, he played in 83 first-class and 113 List A matches. Gaffaney is currently a member of the ICC Elite umpire panel and officiates in Tests, One Day Internationals and Twenty20 Internationals.
Michael Andrew Gough is an English cricket umpire and former cricketer. He was a right-handed batsman and a right-arm off-break bowler. As an international umpire, Gough is a member of the Elite Panel of ICC Umpires, representing the England and Wales Cricket Board.
Nigel James Llong is an English cricket umpire and former first-class cricketer. Until June 2020, he was a member of the Elite Panel of ICC Umpires and officiated in international matches - Tests, ODIs and T20Is. Earlier, he had played English domestic cricket during the 1990s with Kent County Cricket Club.
The Emirates Elite Panel of ICC Referees is composed of former international cricket players who are appointed by the ICC to oversee all Test match, One Day International and Twenty20 International cricket matches in the capacity of Match referee. The referees are ultimately in charge of all international cricket matches, and act as the ICC's representative at the grounds. In addition they are responsible for imposing penalties for infringements of the ICC Code of Conduct, and so being ex-international cricketers they can ensure that the punishments dealt out are just. The referees also form part of the ICC's umpire performance review, submitting reports about the umpires after each match.
Anthony Lloyd Hill, commonly known as Tony Hill, is a retired international cricket umpire from New Zealand. He was a former member of the Elite Panel of ICC Umpires.
The fourth umpire, is a cricket umpire. For all international matches a fourth umpire is required to perform duties like bringing on the new ball, carrying drinks on to the field for the umpires, checking the batteries in the light meter, observing the pitch during the lunch and tea intervals to make sure there is no interference, or bringing on new bails. The fourth umpire will take over the third umpire duties if something happens to one of the on-field umpires, as the rules state the third umpire will take over on-field duties.
Bruce Nicholas James Oxenford is a former Australian cricket umpire and a former cricketer. He has been an ICC international umpire since 2008, when he first umpired an ODI match. He went on to stand in his first Test match in 2010. On 26 September 2012, he was promoted to the ICC Elite Umpire Panel, the highest umpiring body in the game of cricket, replacing fellow Australian Simon Taufel, who retired from the panel to take up a newly created ICC supervisory and training position.
Marais Erasmus is a South African former first-class cricketer who is currently serving as an international cricket umpire. He is a member of the Elite Panel of ICC Umpires and stands in matches in all three formats of international cricket – Test matches, One Day Internationals (ODIs), and Twenty20 Internationals (T20Is).
Nitin Narendra Menon is an Indian cricketer and umpire. He was a right-handed batsman, representing Madhya Pradesh in List A cricket. He is now an umpire and has stood in matches in the 2015–16 Ranji Trophy and the Sheffield Shield in Australia. In June 2020, he was promoted to the Elite Panel of ICC Umpires, replacing Nigel Llong. His father Narendra Menon was also a cricketer and umpire.
The Decision Review System (DRS), formerly known as the Umpire Decision Review System(UDRS), is a technology-based system used in cricket to assist the match officials in their decision-making. On-field umpires may choose to consult with the third umpire (known as an Umpire Review), and players may request that the third umpire consider a decision of the on-field umpires (known as a Player Review).
Shaun George is a South African former cricketer who later became an international umpire. He is part of Cricket South Africa's umpire panel for first-class matches.
Sundaram Ravi is an Indian cricket umpire who was a member of the ICC Elite Panel of Umpires between 2015 and 2019. After making his Twenty20 International (T20I) umpiring debut in 2011, he officiated in over 100 international matches at Test, One Day International (ODI) and T20I level.

2.1.1.3 One (1) third umpire, who shall act as the emergency on-field umpire and officiate in regard to the DRS, appointed by the ICC from the ICC Elite Panel of Umpires or the ICC International Panel of Umpires, who shall not be from the same country as the participating teams.
2.1.7 In ODI matches where the DRS is used, the ICC will appoint a third umpire who shall act as the emergency on-field umpire and officiate in regard to the DRS. Such appointment shall be made from the 'Elite Panel' or the 'International Panel'.
2.1.5 In all T20I matches, the third umpire will be appointed by the Home Board and shall act as the emergency on-field umpire and officiate in regard to TV replays. Such appointment shall be made from the 'Elite Panel' or the 'International Panel'.
Appendix D, paragraph 1.1.6, THIRD UMPIRE (NON-DRS), Replays that can be used: The third umpire shall only have access to replays of any camera images. Other technology which may be in use by the broadcaster for broadcast purposes (for example, ball-tracking technology, sound-based edge detection technology, and heat-based edge detection technology) shall not be used during Umpire Reviews.
