Thulani Vincent Xulu is a South African politician who has represented the African National Congress (ANC) in the KwaZulu-Natal Provincial Legislature since 2019. He was formerly a local councillor in Msunduzi Local Municipality.

Life and career

Nicknamed "Two Ways", [1] [2] Xulu was born and raised in Caluza near Edendale in Msunduzi Local Municipality, which falls under KwaZulu-Natal's Umgungundlovu District. [3] He formerly represented the ANC as a local councillor in Msunduzi. [4] [3]

In October 2018, he was appointed the interim head of the ANC's Moses Mabhida regional branch in Umgungundlovu, the party's second-largest branch in KwaZulu-Natal; he was appointed as the convenor of the task team that was formed to lead the branch until it could elect a new leadership. [3] [4] He was viewed as the leader of a regional faction which was opposed to former Moses Mabhida Regional Chairperson Mthandeni Dlungwana and also to former Regional Secretary Mzi Zuma. [5] He led the branch until December 2021, when Mzimkhulu Thebolla, the Mayor of Msunduzi, was elected as the new Regional Chairperson. [6] [7]

While leading the Moses Mabhida branch, Xulu was elected to the KwaZulu-Natal Provincial Legislature in the 2019 general election, ranked 40th on the ANC's party list. [8] In September 2020, there was a minor scandal when the provincial government published its intention to sign a R180-million rental contract with a company owned by Xulu's 28-year-old daughter, Sindile. [9] [10] Another company which had bid on the contract, the Rebosis Property Fund, contracted forensic investigator Paul O'Sullivan to investigate the tender process. The investigation reportedly uncovered that Sindile's company had been registered just three weeks before the tender was advertised, did not own any property, and had submitted a bid about R100-million higher than Rebosis's bid. [9] [10] The opposition Inkatha Freedom Party called for the Xulu to be suspended and investigated, [9] but Xulu said that he had not been aware of or involved in the tender process. [9] [11]

Nomagugu Simelane-Zulu is a South African lawyer and African National Congress (ANC) politician who has been serving as the KwaZulu-Natal MEC for Health since May 2019. She became a Member of the KwaZulu-Natal Legislature in May 2014. She was the chair of the legislature's Agriculture Portfolio Committee from 2014 to 2019. Simelane-Zulu was previously involved in the African National Congress Youth League (ANCYL).

Nkululeko Ntuthuko Mahlaba is a South African politician and healthcare practitioner. A member of the African National Congress, he serves as the party's provincial treasurer in KwaZulu-Natal as well as the chairperson of the party's Mbuso Kubheka Region. Since August 2022, he has been the Member of the Executive Council (MEC) responsible for Human Settlements and Public Works in the KwaZulu-Natal provincial government. Mahlaba previously served as the executive mayor of the Newcastle Local Municipality from 2019 to 2021.

Mdumiseni Ntuli is a South African politician who represented the African National Congress (ANC) in the KwaZulu-Natal Provincial Legislature from May 2016 to July 2018. He left the legislature to serve as Provincial Secretary of the ANC's KwaZulu-Natal branch, an office he held between 2018 and 2022.

Zinhle Lindeka Immaculate Cele is a South African politician who was elected to the KwaZulu-Natal Legislature in the 2019 general election as a member of the African National Congress. In 2020 Cele was elected to chair the Cooperative Governance and Traditional Affairs (Cogta) Portfolio Committee in the provincial legislature.

Hlobisile Salvatoris Dlamini, also known by her married name Hlobisile Ngxongo, is a South African politician who has represented the African National Congress (ANC) in the KwaZulu-Natal Provincial Legislature since November 2010, excepting a hiatus from May 2019 to November 2020. She is a former Deputy Regional Chairperson of the ANC's Far North branch in Umkhanyakude District in KwaZulu-Natal.

Alpha Shelembe is a South African politician who represented the African National Congress (ANC) in the KwaZulu-Natal Provincial Legislature from 2014 to 2019. Between 2006 and 2011, he was a local councillor in Msunduzi Local Municipality, where he was Speaker from 2006 to 2010 and Deputy Mayor for a brief period in 2011. He resigned from the council in June 2011 after prolonged protests calling for his removal. He is also known for his activities as a local ANC leader in the party's Moses Mabhida branch in Umgungundlovu, including as the branch's regional chairperson between 2012 and 2014.
