Tonisito M.C. Umali, Esq. (born November 24, 1970 in Caloocan, Metro Manila, Philippines) is a Filipino, who is the current Undersecretary for Legislative Liaison Office, External Partnerships Service and Project Management Service of the Department of Education of the Philippines. [1] He is formerly the Undersecretary for Legislative Liaison Office, External Partnerships Service and School Sports of the Department of Education of the Philippines and also formerly the Assistant Secretary for Legal and Legislative Affairs of the Department of Education of the Philippines. He is a member of the Integrated Bar of the Philippines after having obtained his Juris Doctor degree from Ateneo de Manila University. He is also licensed to practice law in the State of California as well as the United States (Federal) District Courts of Central, Eastern and Southern California.

Early life and education

Umali was born on November 24, 1970, to Antonio L. Umali and Milagros A. Casugbo in Caloocan City, Philippines. He attended elementary school at Notre Dame of Greater Manila where he was an honor student and high school at Quezon City Science High School where he was awarded the Gerry Roxas Leadership Award upon graduation. On September 6, 2017, at the golden anniversary of Quezon City Science High School, Umali was chosen as one of the high school's top ten Most Outstanding Alumni.

He pursued his undergraduate studies at Ateneo de Manila University and was conferred Bachelor of Science in Legal Management in 1992. Umali pursued his Juris Doctor degree also at Ateneo Law School where he completed his studies in 1997.

Umali successfully passed the Philippine Bar Examination in 1997, the same year he graduated from law school, and took oath and was admitted to practice law on May 6, 1998. He is currently a member of the Integrated Bar of the Philippines. He was also admitted to the State Bar of California in 2004 after passing the California State Bar examination.

On April 15, 2015, Umali was conferred Doctor of Public Administration, Honoris Causa by the Polytechnic University of the Philippines. [2] [3] [4]

Law practice

Umali worked for the law firm established by former Solicitor-General Francisco Chavez prior to the establishment of his own law office with his father Antonio L. Umali in 1999. As such, he assisted Chavez, among others, in the preparation of legal pleadings and/or during oral arguments before the Philippine Supreme Court on some cases involving questionable government transactions.

Umali also engaged in extensive civil, criminal, administrative, local government and election law practice. He focused in local government and election law cases when he joined the law office of former Solicitor General and Secretary of the Department Justice, Alberto C. Agra.

Furthermore, Umali served as a legislative officer to former Philippine Senator Nikki Coseteng. He also worked as a legal consultant to former Philippine Senate Majority Floor Leader Loren Legarda.

In 2004, Umali furthered his law career in the United States. He was admitted to the State Bar of California in 2004 and practiced civil, family, immigration, personal injury, and bankruptcy laws in the Los Angeles county region after passing the California State Bar examination. He featured often in Filipino-targeted news publications Weekend Balita [5] [6] and Asian Journal, dispensing advice to fellow countrymen living in the United States.

Academic career

An educator at heart, Umali is a part-time lecturer at the graduate program of University of the Philippines, National College of Public Administration and Governance (UP-NCPAG) and at the Polytechnic University of the Philippines (PUP), Master in Educational Management (MEM) and Doctor in Educational Management (DEM). He was a part-time lecturer and member of the faculty of the College of Economics and Politics of the Polytechnic University of the Philippines (PUP) while serving as legal consultant to some local chief executives, the League Municipalities of the Philippines (LMP) and the Office of Senator Loren Legarda. He was also a former law professor at the Law School of the Universidad de Manila, teaching Constitutional Law 1 and 2.

Umali is a Career Executive Service Officer (CESO II) after having passed and completed the CESO eligibility process in 2013. He was elected as the President of the Philippine Educators Association of CESOs and Eligibles (PEACE), Inc. and during the PEACE, Inc. second general assembly held in Ecotech Center, Lahug, Cebu City on November 10–12, 2014, he was elected as the President of the Board of National Union of Career Executive Service Officers (NUCESO) . Umali is also a National Chess Federation of the Philippines (NCFP) Director/Chairman of the Youth Committee. [7]

Department of Education

In joining the Department of Education, Umali brought with him a wealth of experience in drafting proposed legislative measures for both chamber of Congress, engaging in litigation practice, preparing court pleadings, providing legal opinions, doing research on legal matters and many more.

He started his career in the department as the Assistant Secretary for Legal and Legislative Affairs in September 20, 2010 and on October 17, 2017, was appointed to Undersecretary for Legislative Liaison Office, External Partnerships Service and School Sports. He is now Undersecretary for Legislative Liaison Office, External Partnerships Service and Project Management Service.

Umali, representing the Department of Education (Philippines), was a member of the governing board of Southeast Asian Ministers of Education Organization (SEAMEO) Quality Improvement of Teachers and Education Personnel (QITEP) in Language in Jakarta, Indonesia. [8] He is currently a member of the Development Academy of the Philippines (DAP) Board as representative of the Department of Education.

As one of the former spokespersons of the Department of Education, he led the information campaign on basic education programs and projects and shed light on various issues and concerns confronting the Department. [9] [10] [11]

K+12 Basic Education Program

As Department of Education Assistant Secretary for Legal and Legislative Affairs, he was instrumental in the passage of Republic Act No. 10533 or the Enhanced Basic Education Act of 2013 also popularly known as the K to 12 Program and its Implementing Rules and Regulation (IRR). [12] [13] He served as the Chairperson of a Committee in charge of the transition issues on the implementation of said K to 12 law particularly on the law’s effects to private basic education schools and Higher Education Institutions (HEIs). [14] He has been active in the legislative and budget process in coordination with the members of Congress and local chief executives of the various local government units.

Anti-Bullying Act of 2013

Umali was invited during Senate and House of Representative committee hearings as a resource speaker and was thus instrumental in the passage of Republic Act No. 10627, otherwise known as the Anti-Bullying Act of 2013. [15]

Palarong Pambansa

Umali was the Officer-in-Charge of the after school sports program of the Department [16] wherein he introduced significant reforms on systems and procedures towards professionalism, fairness and transparency in the conduct of sports events. He is also the former Secretary-General of the Philippine Palarong Pambansa. [17]

Publication and radio

Umali was a regular contributor to Philippine news publications Bulgar and Business Mirror [18] [19] and appeared regularly on radio station DZXL 558 Radyo Mo Nationwide as a guest of Audrey Hidalgo on the radio show Markado from 2012 to 2014. He was also a regular guest of radio station DZRH's program "Barangay RH" with former Congressman Angelo Palmones. Umali is currently the host of the radio program "Eduk-Aksyon" in DZEC-AM Radyo Agila. [20]

Ateneo de Manila University

The Ateneo de Manila University, also known simply as the Ateneo de Manila or the Ateneo, is a private Catholic Jesuit research university in Quezon City, Philippines. Department of Education (Philippines)

The Department of Education is the executive department of the Philippine government responsible for ensuring access to, promoting equity in, and improving the quality of basic education. It is the main agency tasked to manage and govern the Philippine system of basic education. It is the chief formulator of Philippine education policy and responsible for the Philippine primary and secondary school systems. It has its headquarters at the DepEd Complex in Meralco Avenue, Pasig City.

Legal education in the Philippines is developed and offered by Philippine law schools, supervised by the Legal Education Board. Antonio Gabriel Maestrado La Viña is a Filipino lawyer, educator, and environmental policy expert. Ma. Merceditas Navarro Gutierrez, born on September 24, 1948, is a former Filipino government official and Ombudsman of the Republic of the Philippines. After graduating from the Ateneo de Manila University Law School in 1973, she quickly established herself as a valuable government figure. Aside from becoming a two-time Justice Secretary of the Philippine Justice Department, Gutierrez also became the first woman to head the post of Ombudsman. She assumed the position on December 1, 2005, and resigned from office on April 29, 2011.

Agnes Devanadera

Agnes Vicenta Salayo Torres-Devanadera, also known as Agnes VST Devanadera is the 41st Solicitor General or Attorney General of the Republic of the Philippines. She was appointed on February 22, 2007 by then-Philippine President Gloria Macapagal-Arroyo, succeeding Antonio Nachura who was appointed in January 2007 to the post of Associate Justice of the Supreme Court of the Philippines. Devanadera assumed office on March 2, 2007. She is the first woman to occupy the office. Before her appointment Devanadera was a Government Corporate Counsel. She also became a candidate for the position of Associate Justice of the Supreme Court of the Philippines that was being vacated by Ruben T. Reyes after his retirement on January 2, 2009.

Polytechnic University of the Philippines

Polytechnic University of the Philippines is a research and coeducational state university in the Philippines. It was founded on October 19, 1904 as the Manila Business School (MBS) and as part of Manila's public school system. It was eventually promoted to chartered state university in 1978, by virtue of Presidential Decree 1341. PUP has more than 20 campuses and extensions across Central Luzon, Southern Luzon and Metro Manila. With over 70,000 enrolled students, PUP claims to be the largest state university in the Philippines by student population.

Jonathan E. Malaya is a Filipino writer, author, businessman, and public official who is currently the Assistant Secretary for Capacity Development, Public Affairs and Communication, and administrator of Federalism of Department of Interior and Local Government. As an additional, he also manage PDP Laban Federalism Institute, as its Executive Director, the institute is a political think tank established by Senate President Koko Pimentel. He is also a member of the Technical Working Group advising the House of Representatives on proposed amendments to the Constitution. Jose Calida

Menardo Guevarra

Menardo "Boy" Ilasco Guevarra is a Filipino lawyer and public servant who is the 59th Secretary of Justice of the Philippines. He previously served as deputy executive secretary under the Rodrigo Duterte and Benigno Aquino III presidential administrations. Prior to his government stint, he was involved in private litigation practice as a founding partner of the Medialdea Ata Bello Guevarra & Suarez law firm since 1990. He was also an active faculty member at his alma mater Ateneo de Manila University, where he graduated in 1974. Guevarra's appointment to the Justice portfolio was confirmed by the Commission on Appointments on May 30, 2018.
