This was the standard light freight locomotive of the USRA types, and was of 4-8-2 wheel arrangement in the Whyte notation, or 2′D1′ in UIC classification.
A total of 47 locomotives were built under the auspices of the USRA.

The Whyte notation is a classification method for steam locomotives, and some internal combustion locomotives and electric locomotives, by wheel arrangement. It was devised by Frederick Methvan Whyte, and came into use in the early twentieth century following a December 1900 editorial in American Engineer and Railroad Journal.
Under the Whyte notation for the classification of steam locomotives, 2-10-0 represents the wheel arrangement of two leading wheels on one axle, ten powered and coupled driving wheels on five axles, and no trailing wheels. This arrangement was often named Decapod, especially in the United States, although this name was sometimes applied to locomotives of 0-10-0 "Ten-Coupled" arrangement, particularly in the United Kingdom. Notable German locomotives of this type include the war locomotives of Class 52.
The United States Railroad Administration (USRA) was the name of the nationalized railroad system of the United States between December 28, 1917, and March 1, 1920. It was the largest American experiment with nationalization, and was undertaken against a background of war emergency following American entry into World War I. During its brief existence, the USRA made major investments in the United States railroad system, and introduced standardized locomotive and railroad car classes, known as USRA standard. After the end of World War I, while some in the United States advocated for continuing nationalization, ultimately the railroads were returned to their previous owners in early 1920.
The Pennsylvania Railroad's class H8, H9s and H10s steam locomotives were of the 2-8-0 "Consolidation" type, the last three classes of such built by the railroad. The three classes differed only in cylinder diameter and thus tractive effort, each subsequent class increasing that measurement by an inch. The first H8 was built in 1907 and the last H10 in 1916; within a few years they were replaced on heavy freight assignments by 2-8-2s and 2-10-0. They became the railroad's standard light freight locomotive, replacing all other class H 2-8-0s, and a number remained in service until the end of PRR steam locomotive operation in 1957. 968 class H8 of various subclasses were constructed, along with 274 class H9s and 273 class H10s. A number of H8 locomotives were rebuilt to H9s specification.
Under the Whyte notation for the classification of steam locomotives, 0-8-0 represents the wheel arrangement of no leading wheels, eight powered and coupled driving wheels on four axles and no trailing wheels. Locomotives of this type are also referred to as eight coupled.
EMD F-units are a line of diesel-electric locomotives produced between November 1939 and November 1960 by General Motors Electro-Motive Division and General Motors-Diesel Division. Final assembly for all F-units was at the GM-EMD plant at La Grange, Illinois, and the GMDD plant in London, Ontario. They were sold to railroads throughout the United States, Canada and Mexico, and a few were exported to Saudi Arabia. The term F-unit refers to the model numbers given to each successive type, all of which began with the letter F. The F originally meant "fourteen", as in 1,400 horsepower (1,000 kW), not "freight". Longer EMD E-units for passenger service had twin 900-horsepower (670 kW) diesel engines. The E meant "eighteen" as in 1,800 horsepower (1,300 kW). Similarly, for early model EMD switchers, S meant "six hundred" and N meant "nine hundred horsepower".

Southern Railway 1401 is a 4-6-2 steam locomotive built in July 1926 by the American Locomotive Company (ALCO) of Richmond, Virginia, for the Southern Railway (SOU) as a member of the Ps-4 class, which was based on the United States Railroad Administration (USRA) Heavy Pacific design with some minor differences. It was assigned to haul the SOU's Crescent Limited passenger train between Washington, D.C., and Atlanta, Georgia.

Atlantic Coast Line 1504 is a 4-6-2 steam locomotive built in March 1919 by the American Locomotive Company (ALCO) of Richmond, Virginia, for the Atlantic Coast Line Railroad (ACL) as a member of the P-5-A class under the United States Railroad Administration (USRA) standard. No. 1504 was assigned to pull ACL's premier main line passenger trains during the 1920s to early 40s and even main line freight trains in the late 1940s until it was retired from revenue service at the end of 1952.
The Norfolk and Western Class Y3a was a class of 2-8-8-2 mallet articulated steam locomotive with a total of 30 locomotives built for the Norfolk and Western Railway in 1923.
