The Uganda Senior Command and Staff College (USCSC) is a training facility for senior commanders in the Uganda People's Defense Force (UPDF), including the army, air force, and special forces.

Location

The facility is located in Kimaka, a suburb of the city of Jinja, approximately 82 kilometres (51 mi), by road, east of Kampala, Uganda's capital and largest city. [1] This location is adjacent to Jinja Airport, the civilian and military airport that serves the city of Jinja. The coordinates of Kimaka are 0°27'09.0"N, 33°11'55.0"E (Latitude:0.452490; Longitude:33.198600). [2]

History

The college was established in 2003. The first commandant was Major General Benon Biraaro. [3] The first group of students was admitted in 2004 to attend the senior command course that lasted one year. The first officers to graduate from the college included some of the most senior leaders of the UPDF. [4] The course has been given every year since and has been attended by the majority of the senior commanders in the UPDF. [5] As of June 2020, the commandant of USCSC was Lieutenant General Andrew Gutti. [6]

Courses

The most popular and widely attended course is the senior command course, conducted annually. The course is attended by senior officers from the UPDF and by senior military officers from other African countries including Kenya, Tanzania, South Sudan and Rwanda. [7] Other courses, including strategic courses in peacekeeping, have been in the planning stages. [8]

In 2018, the college graduated the first class of military officers who had undergone a year's education, graduating with a Master of Arts degree in Defence and Security. [9]

The Uganda Junior Staff College, is a staff college in Uganda. Typically, graduates are commanders in the Uganda People's Defence Force (UPDF). Other African countries also send their cadets to the college for training. Past graduates of the college have come from Kenya, Tanzania, Rwanda, South Sudan, and other African nations.

The Uganda Military Engineering College (UMEC), also University of Military Science and Technology (UMST), is a tertiary institution of higher learning, that instructs qualified military officers and technicians in various fields of engineering and science. The university is administered by the Uganda People's Defense Force (UPDF), under the auspices of the Uganda Ministry of Defence.

Major General Nathan Mugisha is a military officer in Uganda People's Defence Force. He is the current Deputy Ambassador of Uganda to Somalia. He was appointed to that position in June 2011. Prior to that, he served as the Commander of the African Union Mission to Somalia (AMISOM), June 2009 until June 2011, being the third military officer to serve in that capacity. Before taking the command of AMISOM he was commandant of the Uganda Senior Command and Staff College, at Kimaka, a suburb of Jinja.

Lieutenant General Andrew Gutti is a Ugandan military officer. He was the chairman of the General Court Martial of the Uganda People's Defence Force until 3 August 2022, when he handed over office to Brigadier General Robert Freeman Mugabe. Gutti was appointed to that position in May 2016, replacing the late Major General Levi Karuhanga.

Major General Elly Kayanja, is a Ugandan military officer in the Uganda People's Defence Forces (UPDF). Effective September 2014, he is the Head of Operation Wealth Creation Programme, whose objective is to improve the standard of living of rural citizens, through farming. Previously, he served as the Deputy Director of National Intelligence, under General David Sejusa. Prior to that, he served as the Director General of the Internal Security Organisation.

Benon Biraaro was a Ugandan military officer and a high-ranking commander in the Uganda People's Defence Force (UPDF). While still in the active military, he served as the commandant of the Uganda Senior Command and Staff College in Kimaka, Jinja. In 2016, he ran (unsuccessfully) for President of Uganda on behalf of his agrarian Farmers Party of Uganda.

Major General Richard Prit Olum, commonly known as Dick Olum, is a military officer in the Uganda People's Defence Force (UPDF). Effective 13 May 2024, he serves as commander of the "South Sudan Stabilization Mechanism", an observer force to ensure adherence to the peace agreements. Before that, he served as the Ugandan commander of the UPDF forces in the Democratic Republic of the Congo under the joint Uganda/DRC mission code named Operation Shujaa. He simultaneously served as the commander of the UPDF Mountain Division, based in Fort Portal, Kabarole District at the base of the Rwenzori Mountains. His appointment was made on 12 October 2022.

Lieutenant General Samuel Kavuma, commonly known as Sam Kavuma, is a Ugandan senior military officer. Since March 2024, he has bene serving as the Commander of the African Union Transition Mission in Somalia (ATMIS). Before that, from 24 June 2021 until 24 March 2024, he was the deputy coordinator of Operation Wealth Creation, a presidential appointment by Yoweri Museveni Immediately before that position, he served as the deputy commander of the Uganda People's Defence Force Air Force. Before that, Kavuma served as the Commander of the Uganda People's Defence Force Contingent in Somalia, as part of the African Union Mission to Somalia (AMISOM). He was appointed to that position in October 2014. He replaced Brigadier General Dick Olum, who served in that position from September 2013 until October 2014.

Major General Steven Sabiiti Muzeyi, is a Ugandan military officer and police officer, who served as the Deputy Inspector General of Police (DIGP) of the Uganda Police Force, the second-highest rank in that branch of the Ugandan government, from 4 March 2018 until 16 December 2020. He replaced Martin Okoth Ochola, who was promoted to Inspector General of Police. Immediately prior to his assignment as DIGP, Sabiiti, at the rank of brigadier, served as the Commander of the Military Police of the Uganda People's Defence Force (UPDF). Sabiiti was replaced as DIGP by Major General Paul Lokech. On Friday, 5 February 2021, Major General Sabiiti Muzeyi was appointed General Manager Luwero Industries, a subsidiary of National Enterprise Corporation (NEC).

<span class="mw-page-title-main">Don Nabasa</span> Ugandan military general

Major General Don William Nabasa, is a Ugandan military officer in the Uganda People's Defence Forces (UPDF). He currently serves as the Joint Staff Policy and Strategy in the UPDF. He was appointed to that position of 3 January 2025. Before that, he was the commander of the UPDF's Third Infantry Division, headquartered in Moroto.

Paul L'Okech was a senior military officer at the rank of Lieutenant General in the Uganda People's Defence Forces (UPDF), who was appointed Deputy Inspector General of Police of the Uganda Police Force on 16 December 2020. Between November 2017 and December 2019, he served on special assignment "to monitor on behalf of the guarantors of the South Sudan peace process, the assembling, screening, demobilization and integration of the armed forces of South Sudan".

Brigadier Charity Bainababo is a Ugandan military officer, legislator and former policewoman. She is the immediate past deputy commander of the Uganda Special Forces Command, the special military unit of the UPDF responsible for presidential and first family security. She also represents the Uganda People's Defence Force (UPDF) in the 11th Ugandan parliament.
