Urvarak Nagar Barauni, popularly known as HURL, Barauni is an Fertilizer plant and township in Barauni, District Begusarai in the Indian state of Bihar. Barauni Fertiliser Plant of Hindustan Fertilizers Corporation Limited (HFCL) is located here in 480 acres. [2]

Barauni Fertiliser Plant

In January 1961, Fertilizer Corporation of India Ltd. (FCI) was created out of the merger of Sindri Fertilizers and Chemicals Ltd. and Hindustan Fertilizer and Chemicals Ltd. Between 1961 and 1977, FCI created seventeen fertilizer units. Seven started operating while the remaining ten were at various stages of implementation.

In 1978 the Government of India set up a committee to reorganize its fertilizer industry. Per the committee's recommendation, the government approved the split of FCI and National Fertilizers Ltd. (NFL), into five separate entities. The newly formed Hindustan Fertilizer Corporation Ltd (HFC) took charge of the Namrup, Haldia, Barauni and Durgapur, while FCI were assigned the Sindri, Gorakhpur, Ramagundam, Talcher, Korba units and the Jodhpur Mining Organization. The other units were allocated to Rashtriya Chemicals and Fertilizers Ltd., National Fertilizers Ltd together with a planning and development company, Project and Development (India) Ltd.

On 13 July 2016, Union Cabinet approved revival of Barauni Fertiliser Plant by Hindustan Urvarak and Rasayan Limited (HURL). [3] [4] The contract for revival of Barauni fertiliser plant would be awarded to the SPV (special purpose vehicle) of NTPC, Coal India and IOC in November 2017. In November 2017, Bihar cabinet approved proposal to wave off stamp duty amounting to Rs 216 crore for leasing out 480 acre land of Barauni Fertiliser Plant belonging to Hindustan Fertilizers Corporation Ltd to Hindustan Urvarak and Rasayan Ltd for a period of 55 years for its revival. History

The township was built in the late 1970s to house the employees of The Hindustan Fertilizer Corporation of India Limited's, urea production plant. The installed capacity was 3.3 (lakh-MT). [6]

The Barauni Unit produces urea under the Brand Name "Moti". Production was on 1 January 1999 due to ongoing losses and insufficient subsidies.

Most employees were released via Voluntary Separation Scheme (VSS) in 2002–03. The remaining employees were dismissed during 2003–04.

Layout and facilities

The township is gated, with two entrances. Represented by Postal Code 851115 with a dedicated sub Post Office, it has over 1,500 housing units. Urvarak Nagar is a copybook example of a well laid out township. Situated by National Highway 31 and spread over an area of 280 acres, all arterial roads crisscrossing this township intersect each other at 90°. Amenities include two shopping complexes, a hospital, bank, recreation centers, guest houses and parks. A temple, a mosque, a church and a Gurudwara are also in the township.

Sports facilities include badminton, basketball, cricket, shuttle, soccer, tennis and volleyball. The township has two recreation centers, Vinod Kendra and Fertilizer Officer's Club (F.O.C.).

In the mid-1980s it has been linked to a cable network.

Schools

Kendriya Vidyalaya and DAV Public School are operated by the local administration and respective school committee. KG school closed by 2003.

Transportation

The company provides transport service to and from the factory and to several local destinations including district city Begusarai.

Barauni Refinery is an oil refinery located in Begusarai city in the state of Bihar, operated by Indian Oil Corporation (IOCL). It was the dream project of Shri Krishna Singh the first chief minister of Bihar. It was built in collaboration with the Soviet Union, with limited participation from Romania, at a cost of Rs. 49.4 crores and went on stream in July 1964. The initial capacity of 1 million tonnes per year was expanded to 3 million tonnes per year by 1969. The present capacity of this refinery is 6.100 million tonnes per year. Indian Oil Corporation has planned to expand its capacity from 6 million tonnes per year to 9 million tonnes per year at the cost of $1.94 billion.

NTPC, Barauni Or Barauni Thermal Power Station is an existing 720 megawatt coal-fired power station earlier owned by Bihar State Electricity Board (BSEB)and currently by NTPC Limited. The power station is located at Barauni in Begusarai district, Bihar, India. Barauni thermal power station in Bihar came into existence in association with the Russian collaboration and came into operation in the year 1962. Bihar Government was mulling over the idea to hand over Barauni Thermal Power Station to NTPC Limited. On 17 April 2018, Bihar state cabinet, headed by chief minister Nitish Kumar, gave its nod to handing over of Barauni Thermal Power Station to National Thermal Power Corporation. On 15 May 2018, Bihar Government signed a memorandum of understanding (MoU) to hand over the thermal plant to National Thermal Power Corporation for a 33- years lease. East Central Railway will provide uninterrupted supply of coal to thermal power station. NTPC completed the acquisition of 720 MW Barauni thermal power plant with effect from 15 December 2018. The units of Barauni power station will be progressively put under commercial operation.

Public Sector Undertakings (PSU) or Public Sector Enterprises (PSE) in India are government-owned enterprises in which 51 percent or more share capital is held by the Government of India or state governments or joint ventures between multiple Public Sector Enterprises. Depending on the level of government ownership, they can be broadly categorised as Central PSUs or State PSUs. ITI Township Mankapur, also known as Sanchar Vihar Colony, is a township and a Nagar Panchayat in Gonda district in the Indian state of Uttar Pradesh. It is a residential colony under the Mankapur Unit of ITI Limited. It is a constituency of Uttar Pradesh Legislative Assembly. It was established in the year 1983 for manufacturing Nation’s first Electronic Switching System (E-10B) in collaboration with M/S CIT-Alcatel. To cater to the New Technology demand, Mankapur started manufacturing OCB/CSN Exchanges from 1993-94 and supplied 3000 KL to BSNL/ MTNL. The plant started manufacturing Base Trans-receiver Station for GSM equipment in technical collaboration with M/S ALCATEL from July 2005. In the process of diversification, the plant produces Bank Mechanization Products like Note Counting and Fake Note Detecting machines. To further diversification efforts, the plant has built up a new infrastructure for manufacturing of LED Based Products like LED Solar lantern & LED street lights for rural applications and LED tube lights & decorative indoor lights for Grid Based urban applications.

Assam Petro-Chemicals Limited is a semi-governmental Indian company with major stakes held by Government of Assam, Oil India Limited and Assam Industrial Development Corporation (AIDC). The company was incorporated in 1971 and by 1976 had started production at their small methanol plant located at Namrup along with formaldehyde and a few urea-formaldehyde resins like urea-formaldehyde glue and urea-formaldehyde moulding powder. Post expansion in 1989 and 1998, the company expanded the methanol plant to the capacity of 100TPD and formaldehyde plant to 100TPD. The company announced in September 2017 that it would invest 1,337 crore (US$170 million) and expand to produce 500TPD methanol and 200TPD formalin and become the largest producer of methanol in India. The required feedstock for these plants are natural gas, urea and carbon dioxide. Natural gas, supplied by Oil India Ltd, is used as feedstock for methanol production. Urea and carbon dioxide are supplied by BVFCL Fertilizer Plant.

Hindustan Fertilizer Corporation Limited is a government-owned fertilizer manufacturing company headquartered in New Delhi. It is under the ownership of the Ministry of Chemicals and Fertilizers, Government of India. It mainly manufactures urea which is promoted and distributed by the company under the Moti Urea brand name. It has three manufacturing plants. The Namrup-II unit was closed up by the company in 1994 due to scant supply of natural gas. The corporation was part of the Fertilizer Corporation of India. It was spun off into a separate entity after re-organization of Fertilizer Corporation of India in early 1978 as per Government Of India's decision. It has manufacturing units at Durgapur and Haldia.
