it was his muscleman image that made Mohan’s name synonymous with terror in Bihar’s poverty-ridden Saharsa-Supaul belt for the past 20 years. He and Munna Shukla faced several criminal cases, many of them for murder, in various courts across Bihar. While Shukla still remains a dreaded figure around Muzaffarpur and Vaishali districts in north Bihar, Mohan is notorious in the Saharsa-Supaul belt as a criminal and sometimes as a kind of folk hero. [5]

The two overlapped completely in 1994 at the time of the lynching of a Dalit district magistrate near to Muzaffarpur during the funeral cortege of Chhotan Shukla. In 2007 they were sentenced to death for their involvement in the murder but Shukla's sentence was later overturned on appeal, when it was determined that he was present but uninvolved, and Singh's sentence was reduced to life imprisonment. While in jail for that offence in 2012, Shukla was studied for and was awarded a PhD by Babasaheb Bhimrao Ambedkar Bihar University. [7]

Brij Behari Prasad, also spelled Brij Bihari Prasad was an Indian politician. A member of the Rashtriya Janata Dal (RJD), Prasad served as Minister for Science and Technology in the Government of Bihar. He was arrested for alleged involvement in corrupt admissions to technical institutes and was murdered on 13 June 1998 at the Indira Gandhi Institute of Medical Sciences in Patna, where he was undergoing treatment. It was claimed that his death was in retribution for his involvement in assassination of gangster Chhottan Shukla and five other people, who were killed on 4 December 1994, while returning home from a campaign organised in context of 1995 Bihar Legislative Assembly elections. Shukla was a gangster from the Bhumihar community, whereas Prasad was a Bania. Supporters of Prasad were thought to be responsible for the killing of Shukla.

Ritlal Yadav or Ritlal Ray is a leader of RJD who won the Bihar Legislative Council election in July 2015 as an independent candidate. Ritlal was in jail in connection with multiple criminal cases, including murder charges. Ritlal is accused in over 33 cases. He was a former Member of Legislative Council (MLC), the post, to which he was elected in 2016. He was incarcerated in Beur Jail until August 2020. However he was then released from the jail on bail. Ritlal Yadav defeated BJP's Asha Devi Sinha in the 2020 Bihar Assembly elections.

Basawan Prasad Bhagat is an Indian politician based in Bihar, who was elected to Bihar Legislative Assembly twice from Kurhani Assembly constituency of the Muzaffarpur district of Bihar. Bhagat also served as minister in Government of Bihar under Lalu Prasad Yadav twice. He was allotted Ministry of Prison Affairs and Ministry of Law. He joined Bharatiya Janata Party in 2017 in the presence of Uttar Pradesh Deputy Chief Minister, Keshav Prasad Maurya.
