Due to the importance of surface weather observations from the surface of the ocean, the voluntary observing ship program, known as VOS, was set up to train crews how to take weather observations while at sea and also to calibrate weather sensors used aboard ships when they arrive in port, such as barometers and thermometers. [1] An Automatic Voluntary Observing Ships (AVOS) System is an automated weather station that transmits VOS program reports.

A weather station is a facility, either on land or sea, with instruments and equipment for measuring atmospheric conditions to provide information for weather forecasts and to study the weather and climate. The measurements taken include temperature, atmospheric pressure, humidity, wind speed, wind direction, and precipitation amounts. Wind measurements are taken with as few other obstructions as possible, while temperature and humidity measurements are kept free from direct solar radiation, or insolation. Manual observations are taken at least once daily, while automated measurements are taken at least once an hour. Weather conditions out at sea are taken by ships and buoys, which measure slightly different meteorological quantities such as sea surface temperature (SST), wave height, and wave period. Drifting weather buoys outnumber their moored versions by a significant amount.
The National Weather Service (NWS) is an agency of the United States federal government that is tasked with providing weather forecasts, warnings of hazardous weather, and other weather-related products to organizations and the public for the purposes of protection, safety, and general information. It is a part of the National Oceanic and Atmospheric Administration (NOAA) branch of the Department of Commerce, and is headquartered in Silver Spring, Maryland, within the Washington metropolitan area. The agency was known as the United States Weather Bureau from 1890 until it adopted its current name in 1970.
A weather ship, or ocean station vessel, was a ship stationed in the ocean for surface and upper air meteorological observations for use in weather forecasting. They were primarily located in the north Atlantic and north Pacific oceans, reporting via radio. The vessels aided in search and rescue operations, supported transatlantic flights, acted as research platforms for oceanographers, monitored marine pollution, and aided weather forecasting by weather forecasters and in computerized atmospheric models. Research vessels remain heavily used in oceanography, including physical oceanography and the integration of meteorological and climatological data in Earth system science.

The Global Climate Observing System (GCOS) was established in 1992 as an outcome of the Second World Climate Conference, to ensure that the observations and information needed to address climate-related issues are obtained and made available to all potential users. The GCOS is co-sponsored by the World Meteorological Organization (WMO), the Intergovernmental Oceanographic Commission (IOC) of UNESCO, the United Nations Environment Programme (UNEP), and the International Council for Science (ICSU). In order to assess and monitor the adequacy of in-situ observation networks as well as satellite-based observing systems, GCOS regularly reports on the adequacy of the current climate observing system to the United Nations Framework Convention on Climate Change (UNFCCC), and thereby identifies the needs of the current climate observing system.
The World Ocean Circulation Experiment (WOCE) was a component of the international World Climate Research Program, and aimed to establish the role of the World Ocean in the Earth's climate system. WOCE's field phase ran between 1990 and 1998, and was followed by an analysis and modeling phase that ran until 2002. When the WOCE was conceived, there were three main motivations for its creation. The first of these is the inadequate coverage of the World Ocean, specifically in the Southern Hemisphere. Data was also much more sparse during the winter months than the summer months, and there was—and still to some extent—a critical need for data covering all seasons. Secondly, the data that did exist was not initially collected for studying ocean circulation and was not well suited for model comparison. Lastly, there were concerns involving the accuracy and reliability of some measurements. The WOCE was meant to address these problems by providing new data collected in ways designed to “meet the needs of global circulation models for climate prediction.”
Weather buoys are instruments which collect weather and ocean data within the world's oceans, as well as aid during emergency response to chemical spills, legal proceedings, and engineering design. Moored buoys have been in use since 1951, while drifting buoys have been used since 1979. Moored buoys are connected with the ocean bottom using either chains, nylon, or buoyant polypropylene. With the decline of the weather ship, they have taken a more primary role in measuring conditions over the open seas since the 1970s. During the 1980s and 1990s, a network of buoys in the central and eastern tropical Pacific Ocean helped study the El Niño-Southern Oscillation. Moored weather buoys range from 1.5–12 metres (5–40 ft) in diameter, while drifting buoys are smaller, with diameters of 30–40 centimetres (12–16 in). Drifting buoys are the dominant form of weather buoy in sheer number, with 1250 located worldwide. Wind data from buoys has smaller error than that from ships. There are differences in the values of sea surface temperature measurements between the two platforms as well, relating to the depth of the measurement and whether or not the water is heated by the ship which measures the quantity.
Meteorological instruments or Weather instruments are the equipment used to find the state of the atmosphere at a given time. Each science has its own unique sets of laboratory equipment. Meteorology, however, is a science which does not use much laboratory equipment but relies more on on-site observation and remote sensing equipment. In science, an observation, or observable, is an abstract idea that can be measured and for which data can be taken. Rain was one of the first quantities to be measured historically. Two other accurately measured weather-related variables are wind and humidity. Many attempts had been made prior to the 15th century to construct adequate equipment to measure atmospheric variables.
Surface weather observations are the fundamental data used for safety as well as climatological reasons to forecast weather and issue warnings worldwide. They can be taken manually, by a weather observer, by computer through the use of automated weather stations, or in a hybrid scheme using weather observers to augment the otherwise automated weather station. The ICAO defines the International Standard Atmosphere (ISA), which is the model of the standard variation of pressure, temperature, density, and viscosity with altitude in the Earth's atmosphere, and is used to reduce a station pressure to sea level pressure. Airport observations can be transmitted worldwide through the use of the METAR observing code. Personal weather stations taking automated observations can transmit their data to the United States mesonet through the Citizen Weather Observer Program (CWOP), the UK Met Office through their Weather Observations Website (WOW), or internationally through the Weather Underground Internet site. A thirty-year average of a location's weather observations is traditionally used to determine the station's climate. In the US a network of Cooperative Observers make a daily record of summary weather and sometimes water level information.
The Ocean Prediction Center (OPC), established in 1995, is one of the National Centers for Environmental Prediction's (NCEP's) original six service centers. Until 2003, the name of the organization was the Marine Prediction Center. Its origins are traced back to the sinking of the RMS Titanic in 1912. The OPC issues forecasts up to five days in advance for ocean areas north of 31° north latitude and west of 35° west longitude in the Atlantic, and across the northeast Pacific north of 30° north latitude and east of 160° east longitude. Until recently, the OPC provided forecast points for tropical cyclones north of 20° north latitude and east of the 60° west longitude to the National Hurricane Center. OPC is composed of two branches: the Ocean Forecast Branch and the Ocean Applications Branch.

CLIMAT is a code for reporting monthly climatological data assembled at land-based meteorological surface observation sites to data centres. CLIMAT-coded messages contain information on several meteorological variables that are important to monitor characteristics, changes, and variability of climate. Usually these messages are sent and exchanged via the Global Telecommunication System (GTS) of the World Meteorological Organisation (WMO). Modifications of the CLIMAT code are the CLIMAT SHIP and CLIMAT TEMP / CLIMAT TEMP SHIP codes which serve to report monthly climatological data assembled at ocean-based meteorological surface observation sites and at land-/ocean-based meteorological upper-air observation sites, respectively. The monthly values included usually are obtained by averaging observational values of one or several daily observations over the respective month.
TEMP is a set of World Meteorological Organization (WMO) alphanumerical codes used for reporting weather observations of the upper regions of the atmosphere made by weather balloons released from the surface level. The WMO designates the FM-35 numerical code for surface TEMPs and the FM-36 numerical code for ship-based TEMPs.

The Mariners Weather Log is a triannual magazine that has been published by the United States Weather Bureau, the Environmental Science Services Administration, and the National Oceanic and Atmospheric Administration since 1957. It documents significant storms over and near the Earth's oceans and the Great Lakes of North America, tropical cyclones and extratropical cyclones alike. It is also used as an outreach tool to those who sail the high seas, in order to help gain greater weather reporting from ships at sea through the voluntary observing ship program, which became increasingly important during and after the decline of the weather ship and has taken up an increasing amount of the magazine recently. Although its coverage is primarily of the Northern Hemisphere, coverage of Southern Hemisphere tropical cyclones occurred between July 1973 and 1995.
The Thermosalinograph or TSG is an measuring instrument mounted near the water intake of ships to continuously measure sea surface temperature and conductivity while the ship is in motion. Various programs have been developed to assist in the collection and analysis of data from a TSG. The data can be used to calculate salinity, density, sound velocity within the water, and other parameters. There are various types of thermosalinographs available on the market today.

With their sensors, these systems deliver data both on the state of the ocean itself and the surrounding lower atmosphere. The use of microelectronics and technologies with efficient energy consumption allows to increase the types and numbers of sensor deployed on a single device.
