Welikada is a suburb in Colombo, Sri Lanka. It is the location of the Welikada Maximum Security Prison.

In the mid-1950s, Dr. Seneka Bibile, together with Herbert Keuneman, 'Bonnie' Fernando, Anil and Jeanne Moonesinghe and other members of the radical intelligentsia, founded Sri Lanka's first co-operative housing scheme, the Gothatuwa Building Society. The members of the society were drawn from the ranks of the journalists of the "Lake House" publishing group and of the professors of the University of Ceylon.

Department of Prisons

The Department of Prisons is a department of the Government of Sri Lanka responsible for the incarceration and rehabilitation of convicted criminal offenders and terror suspects, coming under the purview of the Minister of Prison Reforms, Rehabilitation, Resettlement and Hindu Religious Affairs. The Commissioner-General of Prisons reports to the Subject Minister, who is in turn responsible to the Parliament of Sri Lanka.

The Welikada Prison is a maximum security prison and is the largest prison in Sri Lanka. It was built in 1841 by the British colonial government under Governor Cameron. The prison covers an area of 48 acres (190,000 m2). It is over-crowded with about 1700 detainees exceeding the actual member that could be accommodated. The prison also has a gallows and has its own hospital too. The prison is administrated by the Department of Prisons.

Bogambara Prison

Bogambara Prison was a maximum security prison and the second largest prison in the country after Welikada Prison in Colombo. After operating for 138 years, the prison was closed on 1 January 2014, and the inmates were transferred to the new Dumbara prison complex in Pallekele. In 2019, the government declared the prison site would become a cultural tourism centre, the Bogambara Cultural Park.

Selvarajah Yogachandran, also known as Kuttimani was one of the leaders of the former Tamil militant organization TELO from Sri Lanka. He was arrested and sentenced to death, and was killed in the 1983 Welikada prison massacre along with the other TELO leader Nadarajah Thangathurai.

Kandakadu Treatment and Rehabilitation Centre previously known as the Kandakadu Drug Rehabilitation Centre is a rehabilitation center located in the Welikanda, Polonnaruwa District, North Western Province in Sri Lanka. It is currently operated by the Bureau of the Commissioner General of Rehabilitation under the Ministry of Justice.
