The Qualifying Round for the 1991 Federation Cup was held from 18 to 21 July at the Nottingham Tennis Centre in Nottingham, United Kingdom, on hard courts.
Thirty-two teams participated in the first round. Those who lost went on to play in the Consolation rounds; while those that won went on to play-off again, with the eight winners advancing to the World Group.

South Africa defeated Great Britain in the final, in what was the first final not featuring United States or Australia, giving South Africa their first title. South Africa became the first team other than United States or Australia to win the Fed Cup.

The tournament was held at the Rot-Weiss Tennis Club in West Berlin from 19 to 25 May. The United States won their fifth consecutive title, defeating Australia in their tenth and record eighth consecutive final. The US did not drop a single match during the tournament.

The United States defeated the Soviet Union in the final, giving the USA their 14th and 2nd consecutive title.
The 1999 Fed Cup was the 37th edition of the most important competition between national teams in women's tennis. In the finals, the United States defeated Russia at Taube Tennis Stadium in Stanford, CA, United States, on 18–19 September, giving the Americans their 16th title.
