General elections were held on the Isle of Man on the 21 November 1991 to elect members to the island's lower house: the House of Keys. Independents dominated and won 21 of the 24 seats, whilst the Manx Labour Party once again won three seats.

Electoral system

The electoral system was changed in 1982 to single transferable vote with the Representation of the People (Preferential Voting) Act. [1]

Campaign

A total of 73 candidates contested the elections, of which 68 ran as independents and five as party candidates. [2] The Manx Labour Party nominated three candidates, David Cretney, Peter Karran and Bernie May, all of whom were incumbents. [2] The Green Party nominated two, John Rimington and Graham Joughin. [3]

Results

Five of the elected members were newcomers to the House of Keys. [2]

In Douglas West, Basil Cowin and Jim Mitchell were tied in last place at the second count, resulting in them having to draw lots to determine who progressed to the third count, with Callow progressing. [4] Two independent candidates (Edgar Quine in Ayre and Tony Brown in Castletown) were elected unopposed. [2]

Afternath

Following the general election a vote was held in Tynwald to elect the Chief Minister, with 23 members voting for the continuation of Miles Walker's government, and 10 voting for Edgar Mann. Five of those opposed to the Walker administration agreed to form the Alternative Policy Group with Mann as their leader, this was intended to function as an official opposition to the government, promoting greater autonomy for the island and more government accountability.

The Manx People's Political Association (MPPA) was a political party active in the Isle of Man. They first contested elections in the 1946 election to the House of Keys. They were formed as a conservative and anti-socialist alternative to the Manx Labour Party which was running a high-profile electoral campaign and had hopes of emulating the British Labour Party's success in the previous year's United Kingdom general election. They were similar in many ways to the previous National Party that had been active in Manx politics.

The Isle of Man partially elects its legislature at the national level. The High Court of Tynwald consists of two chambers. The House of Keys has 24 members, elected in a general election for a five-year term in 12 two-seat constituencies. Each voter has two votes and in each constituency the two candidates with the most votes are elected. The Legislative Council has 11 members: three ex-officio members and eight other members who are elected by the House of Keys for a five-year term. Political parties do not play an important role on the Island. The Isle of Man lowered its voting age from 18 to 16 in 2006.

The Edmonton provincial electoral district also known as Edmonton City from 1905 to 1909, was a provincial electoral district in Alberta, Canada mandated to return members to the Legislative Assembly of Alberta from 1905 to 1917 and again from 1921 to 1959.

Peter Karran is a Manx politician, who is a former leader of the Liberal Vannin Party and former Minister of Education and Children. He was a Member of the House of Keys for Middle, and then for Onchan, from 1985 to 2016.

A vocational panel is any of five lists of candidates from which are elected a total of 43 of the 60 senators in Seanad Éireann, the upper house of the Oireachtas (parliament) of Ireland. Each panel corresponds to a grouping of "interests and services" of which candidates are required to have "knowledge and practical experience". The panels are nominated partly by Oireachtas members and partly by vocational organisations. From each panel, between five and eleven senators are elected indirectly, by Oireachtas members and local councillors, using the single transferable vote. The broad requirements are specified by Article 18 of the Constitution of Ireland and the implementation details by acts of the Oireachtas, principally the Seanad Electoral Act 1947, and associated statutory instruments.

Lieutenant Colonel Edgar John Mann MB was a British politician, and Chairman of the Executive Council of the Isle of Man, the then head of the island's Government.

The Liberal Vannin Party is a political party in the Isle of Man. It was founded in 2006 by Peter Karran, then an Independent MHK for Onchan. Karran had been, until 2004, a member of the Manx Labour Party. The "Vannin" in the party name is a form of the name of the Isle of Man in the native Manx Gaelic language, while "Liberal" is a reference to the general political position of the party. The party is currently led by Lawrie Hooper MHK.

Walter Clucas Craine was a politician and trade unionist from the Isle of Man. He was a long-time Member of the House of Keys and the first Labour mayor of Douglas. Outside politics he worked as a baker, commercial traveller and insurance agent.

General elections were held in the Isle of Man between 28 October and 6 November 1924. Independent candidates won a majority of seats in the House of Keys.

The Isle of Man Green Party is a green political party in the Isle of Man founded in August 2016 by Andrew Langan-Newton, who still leads the party along with Deputy Leader, Lamara Craine. Success has been achieved at local authority level with the first seat won in a by-election in 2018 and today the party has 4 elected members on 4 different local authorities. The Party proposes that it provides a forum for citizens of the Isle of Man to build a movement seeking change and direction in Isle of Man politics.

General elections were held in the Isle of Man on 23 September 2021. A record ten women were elected, twice as many as the five elected at the previous election. For the first time, in two constituencies, both elected MHKs were women. Four government ministers failed to be re-elected.
