Sheikh Maktoum bin Rashid Al Maktoum (Arabic: مكتوم بن راشد آل مكتوم; Maktūm bin Rāshid Āl Maktūm; was the vice president and prime minister of the United Arab Emirates during 2–3 November 2004 and the ruler of Dubai from 7 October 1990 until 4 January 2006.
Sheikh Mohammed bin Rashid Al Maktoum is the vice president, prime minister, and minister of defence of the United Arab Emirates (UAE) as well as the ruler of Dubai. He is the third son of Sheikh Rashid bin Saeed Al Maktoum, former vice president of the UAE and ruler of Dubai. Mohammed succeeded his brother Maktoum as vice president and ruler following the latter's death in 2006.

Since then, he has been the sole deputy ruler under his father Mohammed bin Rashid Al Maktoum's reign. In September 2021, he was appointed Deputy Prime Minister and Finance Minister of the UAE.

Sheikh Mohammed stated that the money is meant to bridge the knowledge gap between the Arab region and the developed world, improving the standard of education and research in the region, developing leadership programs for youth, and stimulating job creation.
