The African Capacity for Immediate Response to Crises (ACIRC) is a temporary multinational African interventionist standby force set up in November 2013. It will be replaced by the African Standby Force when it becomes fully operational. [1] [2] [3]
The World Food Programme (WFP) is the food-assistance branch of the United Nations. It is the world's largest humanitarian organization, the largest one focused on hunger and food security, and the largest provider of school meals. Founded in 1961, it is headquartered in Rome and has offices in 80 countries. As of 2019, it served 97 million people in 88 countries, the largest since 2012, with two-thirds of its activities conducted in conflict zones.
The South African Army is the ground warfare branch of South African National Defence Force. Its roots can be traced to its formation after the Union of South Africa was created in 1910. The South African military evolved within the tradition of frontier warfare fought by Boer Commando (militia) forces, reinforced by the Afrikaners' historical distrust of large standing armies. It then fought as part of the wider British effort in both World War I and World War II, but afterwards was cut off from its long-standing Commonwealth ties with the ascension to power of the National Party in South Africa in 1948. The army was involved in a long and bitter counter-insurgency campaign in Namibia from 1966 to 1990. It also played a key role in controlling sectarian political violence inside South Africa during the late 1980s and early 1990s.
Air Force Base Hoedspruit is an airbase of the South African Air Force. It is located adjacent to the Kruger National Park. In the late 1990s an unused portion of the base was converted into a civilian airport known as Eastgate Airport. It was also an emergency landing site for the Space Shuttle.
An EU Battlegroup is a military unit adhering to the Common Security and Defence Policy (CSDP) of the European Union (EU). Often based on contributions from a coalition of member states, each of the eighteen Battlegroups consists of a battalion-sized force reinforced with combat support elements. Two of the battlegroups were declared to be capable of being assembled for operational deployment at any one time.

Disaster response is the second phase of the disaster management cycle. It consists of a number of elements, for example; warning/evacuation, search and rescue, providing immediate assistance, assessing damage, continuing assistance and the immediate restoration or construction of infrastructure .The aim of emergency response is to provide immediate assistance to maintain life, improve health and support the morale of the affected population. Such assistance may range from providing specific but limited aid, such as assisting refugees with transport, temporary shelter, and food, to establishing semi-permanent settlement in camps and other locations. It also may involve initial repairs to damaged or diversion to infrastructure.
The European Rapid Operational Force (EUROFOR) was a multinational rapid reaction force composed of forces from four states of the European Union: Italy, France, Portugal and Spain. It had a permanent staff capable of commanding operations, involving commitments of up to a Light Division in size. Eurofor was formed in May 1995 in Lisbon, and was answerable to the Western European Union (WEU) directly. It was tasked with performing Petersberg tasks, including humanitarian, peacekeeping and peace enforcement missions. With the merger of several WEU elements into the European Union, Eurofor had by and large become part of the Common Security and Defence Policy. It was eventually transformed into an EU Battlegroup and was on standby from 1 July until 31 December 2011. On 2 July 2012, Eurofor was dissolved.

The ASF is to be deployed in times of crisis in Africa. Addis Ababa, Ethiopia, serves as the Force's Headquarters. Douala, Cameroon, was selected in 2011 as the site of the AU's Continental Logistics Base (LOGBASE).
Operation Active Endeavour was a maritime operation of the North Atlantic Treaty Organization. It operated in the Mediterranean Sea and was designed to prevent the movement of terrorists or weapons of mass destruction. It had collateral benefits in enhanced security of shipping in general. It was one of the first military actions taken by NATO in response to an invocation of Article 5 of the North Atlantic Treaty which provides for collective defense and the first-ever operation conducted by the Alliance indirect application of the defense clause of the Treaty. In November 2016 it was replaced by the non-Article-5 Operation Sea Guardian.

Translators without Borders (TWB) is a non-profit organization set up to provide translation services for humanitarian non-profits. It was established in 2010 as a sister organization of Traducteurs Sans Frontières, founded in 1993 by Lori Thicke and Ros Smith-Thomas of Lexcelera. As of 2012 it had about 1600 vetted volunteer translators. TWB aims to close the language gaps that hinder critical humanitarian efforts by connecting non-profit humanitarian organizations with a volunteer community of professional translators, building language translation capacity at the local level and raising awareness globally about language barriers.
The Civilian Response Corps is a program of the United States Department of State, Office of the Coordinator for Reconstruction and Stabilization (S/CRS). The Civilian Response Corps is a group of federal employees and volunteers from the private sector, state and local governments who are trained and equipped to deploy rapidly to countries in crisis or emerging from conflict in order to provide reconstruction and stabilization assistance. They are diplomats, development specialists, public health officials, law enforcement and corrections officers, engineers, economists, lawyers, public administrators, agronomists and others – offering the full range of skills needed to help fragile states restore stability and the rule of law, and achieve economic recovery and sustainable growth as quickly as possible.

Special Purpose Marine Air-Ground Task Force – Crisis Response – Africa (SP-MAGTF-CR-AF) is a Marine Air-Ground Task Force that is permanently based at Morón Air Base in Spain. SP-MAGTF-CR-AF reports to U.S. Marine Corps Forces Africa under United States Africa Command. It is a self-mobile, self-sustaining force of approximately 850 Marines and sailors, capable of responding to a range of crises. The unit is specifically trained to support U.S. and partner interests throughout the United States Africa Command area of responsibility, to include embassy reinforcement, support to noncombatant evacuation operations, tactical recovery of aircraft and personnel, humanitarian assistance, and disaster relief. The unit also takes part in bilateral and multilateral training exercises with regional partners. It is commanded by a U.S. Marine colonel (O-6).
Lawrence Reginald Smith, SM, MMM, SAStC, is a General Officer in the South African Army. General Smith completed the South African Army Command and Staff Duties Course at the South African Army College, Pretoria over the period January 1994 until November 1995. Smith graduated from the US Army Command and General Staff College in Leavenworth, Kansas, in 1997 and the People's Liberation Army of China, National Defense College, Beijing, in 2008.
