Area code 423 is a telephone area code in the North American Numbering Plan for the U.S. state of Tennessee. It comprises two disconnected areas of East Tennessee that are separated by area code 865.
Principal cities in the northern part of the area code region are Morristown, Greeneville, Kingsport, Johnson City, and Bristol (more commonly known as the Tri-Cities region). The principal cities in the south are Chattanooga and Cleveland.
When the American Telephone and Telegraph Company created the first nationwide telephone numbering plan for Operator Toll Dialing, the predessessor of the North American Numbering Plan, in 1947, Tennessee was a single numbering plan area (NPA) with area code 901. In 1954, 901 was reduced to West Tennessee, while the rest of the state received area code 615.
In 1995, the eastern portion of 615, including Knoxville, Chattanooga, and the Tri-Cities, was split off with area code 423. This was the first new area code in the state in 41 years.
The boundary between 423 and 615 roughly followed the line between the Eastern and Central time zones; generally, Tennessee's share of the Eastern Time Zone was in 423. As a result, the state's three area codes were roughly coextensive with the traditional Grand Divisions of Tennessee. The new 423 served almost all of East Tennessee, with 615 serving Middle Tennessee and 901 serving West Tennessee.
The Tennessee Regulatory Authority intended this configuration to be a long-term solution. However, within only three years, 423 was already close to exhaustion due to the proliferation of cell phones and pagers, particularly in Knoxville and Chattanooga. It soon became apparent that East Tennessee needed another area code, even though this would have forced many residents and businesses to change their numbers for the second time in a decade.
On November 1, 1999, area code 865 was created for Knoxville and most of the central portion of East Tennessee. Permissive dialing of 423 continued across East Tennessee until April 22, 2000. [1] Relief planning discovered that the Tri-Cities had too much traffic to follow Knoxville into 865, but were not large enough for a new area code through a three-way split.[ citation needed ] This left the Tennessee Regulatory Authority with two options–a split plan that would create two non-contiguous sections of 423, or implement 865 as an overlay complex for all of East Tennessee. The Tennessee Regulatory Authority selected the first option, since overlays were a new concept at the time, and had encountered some resistance due to the need for ten-digit dialing.
Normal practice would have called for Knoxville to retain 423, as it was the largest city in the numbering plan area. However, the Tennessee Regulatory Authority asked for the Knoxville to receive 865 because on an alpha-numeric telephone keypad, those numbers correspond to VOL (Volunteers) the nickname for the sports teams at the University of Tennessee. This created one of the few area codes in the nation that is not contiguous, as 865 is almost entirely surrounded by 423 except on the east. Although this seemed to be a temporary solution, the North American Numbering Plan Administration initially determined that the reconfigured 423 would not be exhausted until around 2010. [1] With the 2002 implementation of number pooling in the southern portion of the area code (the Chattanooga area), the Tennessee Regulatory Authority projects that 423 will remain in its unusual, non-contiguous state until 2025. Even after that, an overlay of 423 was approved ensuring the configuration will be maintained. [4]
Area code 729 is reserved for future relief of area code 423. [5]

This group is historically known as World Zone 1 and has the telephone country code 1. Some North American countries, most notably Mexico, do not participate in the NANP.
Area codes 213 and 323 are telephone area codes in the North American Numbering Plan (NANP) for the U.S. state of California. They are assigned in an overlay complex to a numbering plan area (NPA) that comprises, roughly, the area of central Los Angeles, and includes several Southeast LA communities, such as Bell and Huntington Park. Area code 213 was one of the original North American area codes, and 323 was created area code split from 213 in 1998. This was the fifth split of 213 and left it serving only downtown Los Angeles and immediately adjoining neighborhoods. In 2017, the two NPAs were recombined in the overlay.
Area codes 561 and 728 are telephone area codes in the North American Numbering Plan (NANP) for Palm Beach County in the U.S. state of Florida. 561 was created on May 13, 1996, in a split of area code 407. The numbering plan area (NPA) comprises nearly every major city in the county, the largest of which being West Palm Beach, Boca Raton, Wellington, Boynton Beach, Jupiter, Delray Beach, and Belle Glade. On March 10, 2023, area code 728 was added to the same numbering plan area to form an all-services distributed overlay.
Area codes 920 and 274 are telephone area codes in the North American Numbering Plan (NANP) for a large area of eastern Wisconsin. Area code 920 was created on July 26, 1997, in a split of area code 414, one of the original North American area codes of 1947. 274 was added to the same numbering plan area (NPA) on May 5, 2023 to create an area code overlay.
Area code 404 is a telephone area code in the North American Numbering Plan (NANP) for Atlanta, Georgia and its closest suburbs. This comprises roughly the area encircled by Interstate 285. It is an enclave area code, surrounded by area code 770, which serves most of Atlanta's suburbs. Both 404 and 770 are overlaid by area codes 678, 470, and 943.
Area code 804 is the telephone area code in the North American Numbering Plan (NANP) for the east-central portion of Virginia. The numbering plan area is anchored by Virginia's capital, Richmond, and includes most of its metropolitan area. Other communities included are Chesterfield, Henrico, Hopewell, Mechanicsville, Powhatan, Midlothian, Petersburg, and Colonial Heights. This also includes the Northern Neck and the Middle Peninsula. The two southernmost counties on the Middle Peninsula, Gloucester and Mathews, are part of the Hampton Roads metropolitan area, but use 804 instead of the area code 757 used by the rest of Hampton Roads.
Area codes 706 and 762 are telephone area codes in the North American Numbering Plan (NANP) for the northern and west central parts of Georgia, but excluding metropolitan Atlanta.
Area codes 615 and 629 are area codes in Tennessee serving Nashville and the 12 surrounding counties. 615 is the main area code, while 629 is an overlay covering the same area that began service in 2014. Murfreesboro, Franklin, Brentwood, Gallatin, Hendersonville, and Lebanon are other major cities in the 615/629 service territory.
Area code 780 is a telephone area code in the North American Numbering Plan (NANP) for the Canadian province of Alberta. The numbering plan area comprises the northern two thirds of the province, including the Edmonton area. The area code was established in 1999 in a split of area code 403, which had served the entire province since the establishment of the original North American area codes in 1947. Its numbering plan area (NPA) comprises all of western Washington outside urban King, Pierce, and Snohomish counties and Bainbridge Island, Until January 15, 1995, when the area code commenced service, the numbering plan area (NPA) was served by area code 206, Washington's original area code since 1947.
