Hanoi is the capital and second-most populous city of Vietnam. It covers an area of 3,359.82 km2 (1,297.2 sq mi). It consists of 12 urban districts, one district-leveled town and 17 rural districts. It is located within the Red River Delta of Northern Vietnam.

As the head of the party's Secretariat, Politburo and Central Military Commission, Trọng is Vietnam's paramount leader. He had previously served as president of Vietnam from 2018 to 2021.

It was held from 30 July to 6 August 2022 in Surakarta, Indonesia. All 11 countries in the region participated.
