The Bakersfield City Council is the main governing body for Bakersfield, California. Under the council-manager form of government, the city council is the most powerful branch of government. It has seven members who represent seven wards. The city council meetings are presided over by the elected mayor. [1]
The powers and duties are listed in Article III of the Bakersfield City Charter. Their primary function is the passing of ordinances for: raising revenue, appropriating money from the treasury, and regulations for the city. The specific duties, which ordinances passed to fulfill, are listed in Article III, section 12. There are too many to list here, but generally include all powers a city would need to provide proper services and maintain order for its citizens. [2]
Ordinances are voted on by the city council and a majority vote is needed to pass it. However, approval by the mayor or other officials is not needed for the measure to become active. As a result, any measure with enough votes will become active 30 days after the vote, unless the council votes to repeal it. [3]
Council members are elected to four-year terms. Elections are staggered every two years. As a result, only half of the members are up for reelection during one election cycle. [4]
City council members are elected from one of seven wards. Each ward is drawn to represent an equal number of citizens. They are redrawn from time to time (typically after the United States Census) to update changes in population and boundaries. [5] Wards are drawn to represent different regions of Bakersfield; however, the boundaries are not exact. This is primarily for two reasons. Bakersfield’s regions have sections that are not a part of the city and do not have representation. Also, each region is not of equal size. For example, the southwest, which is densely populated, requires two wards. The northeast, which is sparsely populated, shares its ward with part of the northwest.

The city council has several committees. Each committee examines potential ordinances and issues related to specific topics. Each is made up of three council members, one of which is the chairman. [6]

Local government in Scotland comprises thirty-two local authorities, commonly referred to as councils. Each council provides public services, including education, social care, waste management, libraries and planning. Councils receive the majority of their funding from the Scottish Government, but operate independently and are accountable to their local electorates. Councils raise additional income via the Council Tax, a locally variable domestic property tax, and Business rates, a non-domestic property tax.
The administrative divisions of New York are the various units of government that provide local services in the American state of New York. The state is divided into boroughs, counties, cities, towns, and villages. They are municipal corporations, chartered (created) by the New York State Legislature, as under the New York State Constitution the only body that can create governmental units is the state. All of them have their own governments, sometimes with no paid employees, that provide local services. Centers of population that are not incorporated and have no government or local services are designated hamlets. Whether a municipality is defined as a borough, city, town, or village is determined not by population or land area, but rather on the form of government selected by the residents and approved by the New York State Legislature. Each type of local government is granted specific home rule powers by the New York State Constitution. There are still occasional changes as a village becomes a city, or a village dissolves, each of which requires legislative action. New York also has various corporate entities that provide local services and have their own administrative structures (governments), such as school and fire districts. These are not found in all counties.

The state government has three branches: the executive, legislative, and judicial. The Sangguniang Panlungsod (SP) is the local legislative body of a city government in the Philippines. The name of the legislative body comes from the Filipino words "sanggunian" ("council") – ultimately from the root word "sangguni" – both of Tagalog origins, with the latter word also of Kapampangan and Old Tagalog origins, and "lungsod" ("city") of both Tagalog – but ultimately Cebuano – origins; "city council" is therefore often used as an equivalent term in English or Philippine English. Members of the city council are referred to as "kagawad"; while in mostly but not only predominantly Cebuano-speaking cities, they are called "konsehal" (masc.) and "konsehala" (fem.), or "sehal".
Local government in New Jersey is composed of counties and municipalities. Local jurisdictions in New Jersey differ from those in some other states because every square foot of the state is part of exactly one municipality; each of the 564 municipalities is in exactly one county; and each of the 21 counties has more than one municipality. New Jersey has no independent cities, nor consolidated city-counties.
In the Philippines, local government is divided into three levels: provinces and independent cities, component cities and municipalities, and barangays, all of which are collectively known as local government units (LGUs). In some areas, above provinces and independent chartered cities are autonomous regions, such as the Bangsamoro Autonomous Region in Muslim Mindanao. Some towns and cities remit their revenue to national government and is returned through the national government through a process called internal revenue allotment. Below barangays in some cities and municipalities are sitios and puroks. All of these, with the exception of sitios and puroks, elect their own executives and legislatures. Sitios and puroks are often but not necessarily led by an elected barangay councilor.
