Biñan, officially the City of Biñan,, and known simply as Biñan City is a 1st class city in the province of Laguna, Philippines. According to the 2015 census, it has a population of 333,028 people.
Incumbent Mayor Marlyn "Len-Len" Alonte-Naguiat decided to run as a re-electionist under the Liberal Party, her opponents are Reynaldo Cardeño, NPC's nominee and Joaquin Borja an independent candidate.
The Liberal Party of the Philippines or LP is a liberal political party in the Philippines, founded by then senators Senate President Manuel Roxas, Senate President Pro-Tempore Elpidio Quirino, and former 9th Senatorial District Senator José Avelino, on January 19, 1946 by a breakaway Liberal wing from the old Nacionalista Party. It was the ruling party from 2010 to 2016 after the election victory of Benigno Aquino III as the President of the Philippines. Today, the Liberals are the opposition and maintain at least six seats in the Senate, and at least 27 of seats in the House of Representatives. Around 50% of governors, 50% of vice governors, and 33% of board members are also Liberals.
The Nationalist People's Coalition or NPC is a conservative political party in the Philippines, founded in 1992 by then presidential candidate Eduardo Cojuangco Jr.
Mayor Marlyn's running mate is Walfredo Dimaguila, Jr. also under the Liberal Party.

Voters will elect ten (10) councilors to comprise the City Council or the Sangguniang Panlungsod . Candidates are voted separately so there are chances where winning candidates will have unequal number of votes and may come from different political parties. The ten candidates with the highest number of votes win the seats.
The Sangguniang Panlungsod are the legislatures of city governments in the Philippines. As defined by the Local Government Code of 1991, the legislatures have legislative and quasi-judicial powers and functions. The members of the Sangguniang Panlungsod, often referred to as councilors are either elected or ex-officio and includes a city's vice mayor who serves as the presiding officer.
