The rights of lesbian, gay, bisexual, transgender, and queer (LGBTQ) people in the U.S. state of Utah have significantly evolved in the 21st century. Protective laws have become increasingly enacted since 2014, despite the state's reputation as socially conservative and highly religious. Utah's anti-sodomy law was invalidated in 2003 by Lawrence v. Texas, and fully repealed by the state legislature in 2019. Same-sex marriage has been legal since the state's ban was ruled unconstitutional by federal courts in 2014. In addition, statewide anti-discrimination laws now cover sexual orientation and gender identity in employment and housing, and the use of conversion therapy on minors is prohibited. In spite of this, there are still a few differences between the treatment of LGBTQ people and the rest of the population, and the rights of transgender youth are restricted.

Since leaving the NFL, Owens has founded several businesses and is the CEO of a nonprofit dedicated to helping troubled and incarcerated youth. A Republican, Owens was first elected to Congress in 2020, when he narrowly defeated incumbent Democrat Ben McAdams in the 2020 election. The 2020 Utah gubernatorial election was held on November 3, 2020, to elect the governor of Utah, concurrently with the 2020 U.S. presidential election, as well as elections to the United States Senate and elections to the United States House of Representatives and various state and local elections. Although incumbent Republican governor Gary Herbert was eligible to run for re-election to a third full term, he initially announced shortly after being re-elected in 2016 that he would not run again, but indicated in January 2019 that he was open to the possibility of running again before ultimately deciding to retire and endorse his lieutenant governor, Spencer Cox. Utah had not had a Democratic governor since Scott M. Matheson left office in January 1985. This is the second longest active streak of one-party leadership, trailing only South Dakota, which had not had a Democratic governor since Harvey L. Wollman left office in 1979.
