The City of Singapore existed between 1951 and 1965 in the Colony of Singapore, a British Crown colony and later in the State of Singapore within Malaysia, with the City Council as the governing authority. Before 1951, the City Council was known as the Municipal Commission. [1] The rest of the crown colony was under the authority of the Singapore Rural Board. The city served as the capital of Colony of Singapore, and the State of Singapore from 1951 until its abolishment in 1965. [1] [2]
In the 1948 and 1951 general elections in Singapore, constituencies were drawn along the boundary of the Municipal Commission and the Rural Board, each area was subdivided into a number of constituencies. [3] [4]
The municipality was then conferred with city status by a royal charter from King George VI on 22 September 1951, when Singapore was then a Crown colony. [1] The original Municipal Commission was therefore renamed as the City Council, and the Municipal Building was renamed City Hall.
Between the 1957 election and the phasing out of the city, Ong Eng Guan of the People's Action Party (PAP) was the mayor as the leader of the largest party within the City Council. Ong went on to become Minister of National Development under Lee Kuan Yew's premiership.
After the PAP gained power following the 1959 general election and formed the first government after self-government was granted to the Crown colony, the city was phased out, with powers transferred to statutory boards. [5]
In 1965, upon Singapore's expulsion from Malaysia, the Republic of Singapore Independence Act 1965 provided the following clause which empowered the President to abolish the City Council and the Rural Board, with the powers of the local authorities assumed by the Government.
President may by order make such modifications in any written law as appear to him to be necessary or expedient in consequence of the abolition of the City Council and of the Rural Board and of the assumption of the powers of the local authorities by the Government.
Today, the Central Area, which sits in the south-eastern corner of Singapore, mostly corresponds with what was once the City of Singapore.
A town council, city council or municipal council is a form of local government for small municipalities.
Barisan Sosialis was a political party in Singapore. It was formed on 29 July 1961 and officially registered on 13 August 1961 by left-wing members of the People's Action Party (PAP) who had been expelled from the PAP. The prominent founding members of the Barisan were Lee Siew Choh and Lim Chin Siong. It became the biggest opposition party in Singapore in the 1960s and the 1980s.
There are currently two types of elections in Singapore. Parliamentary and presidential elections. According to the Constitution of Singapore, general elections for Parliament must be conducted within three months of the dissolution of Parliament, which has a maximum term of five years from the first sitting of Parliament, and presidential elections are conducted every six years.
The government of Singapore is defined by the Constitution of the Republic of Singapore to consist of the President and the Executive. Executive authority of Singapore is vested in the President but exercised on the advice of the Cabinet led by the Prime Minister. The President, acting as the Head of State, may only act in their discretion in appointing the Prime Minister, acting as the Head of Government; as well as withholding consent for the dissolution of Parliament; along with performing key checks on the Government in addition to the ceremonial duties of the Head of State inherited from the Westminster system. The Cabinet, consisting of the Prime Minister and ministers appointed by the President on the Prime Minister's advice, is responsible for heading the Executive through ministries and other statutory boards. At the end of the term or at any time during the term, once the President has consented to a request made by the Prime Minister to dissolve Parliament, Parliamentary General Elections are held to elect members of Parliament for a new term. The President, in their discretion, then appoints a Prime Minister who is a member of Parliament representing any political party or coalition of political parties who in their judgement is likely to command the confidence of the majority of the members of Parliament. The Prime Minister then forms the Government and, along with the Cabinet, sets the general direction and control of the Government for the next term.
A referendum on the terms of integration into the Federation of Malaya was held in Singapore on 1 September 1962. There were three options. At the time of the referendum, Singapore was a self-governing country since 1959, although the British Empire still controlled external relations.
Lim Yew Hock was a Singaporean-born Malaysian politician and diplomat who served as Chief Minister of Singapore between 1956 and 1959. He was the Member of Parliament (MP) for Cairnhill between 1959 and 1963 and previously a Member of the Legislative Council and later Legislative Assembly between 1948 and 1963. He was de facto Leader of the Opposition between 1959 and 1963. He and his family elected to take up Malaysian citizenship after Singapore's independence from Malaysia.
The Cabinet of Singapore forms the executive branch of the Government of Singapore together with the president. It is led by the prime minister who is the head of government. The prime minister is a Member of Parliament (MP) appointed by the president who in the president's judgment is likely to command the confidence of the majority of the Members of Parliament (MPs). The other ministers in the Cabinet are Members of Parliament appointed by the president acting in accordance with the advice of the prime minister. Ministers are prohibited from holding any office of profit and from actively engaging in any commercial enterprise.
General elections were held in Singapore on 21 September 1963, five days after Singapore became part of Malaysia. Voters elected all 51 members of the Legislative Assembly. The elections were the only ones to date with no boundary changes to any existing constituencies prior to the elections. The result was a victory for the People's Action Party (PAP), which won 37 of the 51 seats, while the majority of the remaining seats were won by Barisan Sosialis (BS).
The Constitution of the Republic of Singapore is the supreme law of Singapore. A written constitution, the text which took effect on 9 August 1965 is derived from the Constitution of the State of Singapore 1963, provisions of the Federal Constitution of Malaysia made applicable to Singapore by the Republic of Singapore Independence Act 1965, and the Republic of Singapore Independence Act itself. The text of the Constitution is one of the legally binding sources of constitutional law in Singapore, the others being judicial interpretations of the Constitution, and certain other statutes. Non-binding sources are influences on constitutional law such as soft law, constitutional conventions, and public international law.
A municipal council is the legislative body of a municipality or local government area. Depending on the location and classification of the municipality it may be known as a city council, town council, town board, community council, rural council, village council, or board of aldermen.
The City Council of Singapore was the administrative council of the City of Singapore responsible for the provision of water, electricity, gas, roads and bridges and street lighting.
The history of the modern state of Singapore dates back to its founding in the early 19th century; however, evidence suggests that a significant trading settlement existed on the island in the 14th century. The last ruler of the Kingdom of Singapura, Parameswara, was expelled by the Majapahit or the Siamese before he founded Malacca. Singapore then came under the Malacca Sultanate and subsequently the Johor Sultanate. In 1819, British statesman Stamford Raffles negotiated a treaty whereby Johor would allow the British to locate a trading port on the island, ultimately leading to the establishment of the Crown colony of Singapore in 1867. Important reasons for the rise of Singapore were its nodal position at the tip of the Malay Peninsula flanked by the Pacific and Indian Oceans, the presence of a natural sheltered harbour, as well as its status as a free port.
General elections were held in Singapore on 30 May 1959. They were held under the new constitution and were the first in which all 51 seats in the Legislative Assembly were filled by election. This was the first election victory for the People's Action Party (PAP), as they won a landslide victory with 43 seats. The party has remained in power ever since.
The Colony of Singapore was a Crown colony of the United Kingdom that encompassed what is modern-day Singapore from 1946 to 1958. During this period, Christmas Island, the Cocos (Keeling) Islands, and Labuan were also administered from Singapore. Singapore had previously been established as a British colony since 1824, and had been governed as part of the Straits Settlements since 1826. The colony was created when the Straits Settlements was dissolved shortly after the Japanese occupation of Singapore ended in 1945. The power of the British Government was vested in the governor of Singapore. The colony eventually gained partial internal self-governance in 1955, and lasted until the establishment of the State of Singapore in 1958, with full internal self-governance granted in 1959.
The self-governance of Singapore was carried out in several stages. Since the founding of Singapore in 1819, Singapore had been under the colonial rule of the British. The first local elections on a limited scale for several positions in the government of Singapore started in 1948 following an amendment to the Constitution of Singapore.
Two by-elections were held in 1961. The first by-election, for the Hong Lim constituency, was held on 29 April with the nomination day held on 11 March, while the second by-election, for the Anson constituency, was held on 15 July with the nomination day held on 10 June.
The by-election was held on 10 July 1965, with the nomination day held on 30 June 1965. Legislative Assembly member and chief of United People's Party Ong Eng Guan resigned his seat, precipitating a by-election for the Hong Lim Constituency. This is the last by-election for the Legislative Assembly prior to Singapore's expulsion from Malaysia and its independence.
By-elections in Singapore are elections held to fill seats in the Parliament of Singapore that fall vacant in between general elections, known as casual vacancies. In the past, the Government of Singapore took the position that the Prime Minister had discretion whether or not a by-election should be called to fill a casual vacancy in a Single Member Constituency, and could leave a parliamentary seat unfilled until the next general election. However, in the case of Vellama d/o Marie Muthu v. Attorney-General (2013), which arose from a vacancy in Hougang Single Member Constituency, the Court of Appeal held that the Constitution of Singapore obliges the Prime Minister to call a by-election unless a general election is going to be held in the near future. However, a by-election need only be called within a reasonable time, and the Prime Minister has the discretion to determine when it should be held.
In Singapore, a town council (TC) is an entity formed by at least one elected Member of Parliament (MP) and appointed residents who are responsible for the day-to-day operations in managing the common property of the Housing and Development Board (HDB) residential flats and commercial property within the town. The sizes and structure of a town council can be changed due to political electoral changes. It is often considered a very limited form of local government that are strictly limited to estate management, and where their members have no separation of powers from the national government. As of November 2020, there are 17 town councils operating in Singapore.
