Climate change in Scotland is causing a range of impacts on Scotland, and its mitigation and adaptation is a matter for the devolved Scottish Parliament. Climate change has already changed timings of spring events such as leaf unfolding, bird migration and egg-laying. Severe effects are likely to occur on biodiversity.
Scotland's greenhouse gas emissions only accounted for 10% of the UK's emissions [1] in 2003, when figures were published. 37% of Scottish emissions are in energy supply and 17% in transport. Between 1990 and 2007, Scottish net emissions have reduced by 18.7%. [2] The industrial processes sector had the largest decrease, of 72% with a reduction of 48% in the public sector trailing closely behind.
In Scotland, the effects of climate change can be seen in raised temperature changes, increased rainfall and less snow cover. These changes have a significant impact on the growing, breeding and migration seasons, as well as species abundance and diversity.
Past observations have indicated some of the likely effects of climate change on biodiversity. Climate change has already changed timings of spring events such as leaf unfolding, bird migration and egg-laying. The population of species could change due to the speed at which they adapt.
Changes in the ranges of plant and animal species have been observed. New species may move to Scotland with the changing climate. Shifts may occur on hillsides and species that are already confined to high mountains may become extinct in Scotland.
Severe effects are likely to occur on biodiversity. Species of plants and animals that can't adapt quickly enough may become extinct or be replaced by other creatures. Coastal habitats, including machairs, may disappear due to high sea levels eroding the land. Salmon spawning beds may be wiped out by flash floods causing population problems for the species. There will be new risks to animals, plants and their habitats, including non-native pests and diseases. [3]
When all these effects are combined with human response, such as land use change and the growth of new forests, Scotland's ecosystems could change drastically.
In some cases, Scottish agriculture may experience a positive change as summers will be warmer and drier. A higher yields and the possibility of new crops being able to grow in Scotland. However, soil quality would lower with heat and soil moisture stress. The availability of fresh water could cause problems for livestock. Heat stress with warmer and wetter conditions, livestock could face new diseases such as West Nile virus and outbreaks of bluetongue or parasites could increase. [4]
The Climate Change (Scotland) Act 2009 is an Act passed by the Scottish Parliament. [5] The Act includes an emissions target, set for the year 2050, for a reduction of at least 80% from the baseline year, 1990. [5] The Climate Change (Scotland) Act 2009 was amended by the Climate Change (Emissions Reduction Targets) (Scotland) Act 2019, [6] increasing the ambition of Scotland's emissions reduction targets to net zero by 2045 and revising interim and annual emissions reduction targets. Annual targets for greenhouse gas emissions must also be set, after consultation the relevant advisory bodies. Provisions are included in the Act for the creation of the Scottish Committee on Climate Change, as at present the only advisory body is the UK Committee on Climate Change. [5] [7] Ministers in parliament must now report on the progress of these targets. [8] As of January 2011, public sector bodies in Scotland must comply with new guidelines set out by the Scottish Government. [9]
The Scottish Environment Protection Agency (SEPA) is Scotland's environmental regulator. [10] [11] [12] [13] SEPA's main role is in protecting and improving Scotland's natural environment. SEPA does this by helping communities, businesses and industries understand their legal and moral responsibilities they have relating to the environment.
SEPA recognises that climate change is the single greatest threat to our future. The organisation has produced its own climate change plan which contains details about how it will reduce its carbon emissions. [14] This five year climate change plan introduces SEPA's specific role in climate change mitigation. SEPA, Scottish Natural Heritage (SNH), Forestry and Land Scotland (FLS), Scottish Forestry and Historic Environment Scotland are all government funded organisations with responsibilities for different aspects of Scotland's environment and heritage. A joint statement on climate change was created by all partners in 2009. [15]
"The Scientific evidence is now overwhelming: climate change presents very serious global risks and it demands an urgent global response". [16]
The production of renewable energy in Scotland is a topic that came to the fore in technical, economic, and political terms during the opening years of the 21st century. [21] The natural resource base for renewable energy is high by European, and even global standards, with the most important potential sources being wind, wave, and tide. Renewables generate almost all of Scotland's electricity, mostly from the country's wind power. [22]
In 2020, Scotland had 12 gigawatts (GW) of renewable electricity capacity, which produced about a quarter of total UK renewable generation. [23] In decreasing order of capacity, Scotland's renewable generation comes from onshore wind, hydropower, offshore wind, solar PV and biomass. [24] Scotland exports much of this electricity. [25] [26] On 26 January 2024, the Scottish Government confirmed that Scotland generated the equivalent of 113% of Scotland's electricity consumption from renewable energy sources, making it the highest percentage figure ever recorded for renewable energy production in Scotland. It was hailed as "a significant milestone in Scotland's journey to net zero" by the Cabinet Secretary for Wellbeing Economy, Fair Work and Energy, Neil Gray. It becomes the first time that Scotland produced more renewable energy than it actually consumed, and demonstrates the "enormous potential of Scotland's green economy" as claimed by Gray. [27]
Continuing improvements in engineering and economics are enabling more of the renewable resources to be used. Fears regarding fuel poverty [28] and climate change have driven the subject high up the political agenda. In 2020 a quarter of total energy consumption, including heat and transportation, was met from renewables, and the Scottish government target is half by 2030. [29] Although the finances of some projects remain speculative or dependent on market incentives, there has been a significant—and, in all likelihood, long-term—change in the underpinning economics. [30] [31]
In addition to planned increases in large-scale generating capacity using renewable sources, various related schemes to reduce carbon emissions are being researched. [32] Although there is significant support from the public, private and community-led sectors, concerns about the effect of the technologies on the natural environment have been expressed. There is also a political debate about the relationship between the siting, and the ownership and control of these widely distributed resources. [33] [34]During a 2017 visit to the United States, the first minister Nicola Sturgeon met Jerry Brown, Governor of California, where both signed an agreement committing both the Government of California and the Scottish Government to work together to tackle climate change. [35]
The COP26 climate conference was held in Glasgow in 2021. [36]
The United Kingdom's Climate Change Programme was launched in November 2000 by the British government in response to its commitment agreed at the 1992 United Nations Conference on Environment and Development (UNCED). The 2000 programme was updated in March 2006 following a review launched in September 2004.
The Climate Change Levy (CCL) is a tax on energy delivered to non-domestic users in the United Kingdom.
Energy in the United Kingdom came mostly from fossil fuels in 2021. Total energy consumption in the United Kingdom was 142.0 million tonnes of oil equivalent in 2019. In 2014, the UK had an energy consumption per capita of 2.78 tonnes of oil equivalent compared to a world average of 1.92 tonnes of oil equivalent. Demand for electricity in 2023 was 29.6 GW on average, supplied through 235 TWh of UK-based generation and 24 TWh of energy imports.

The energy policy of the United Kingdom refers to the United Kingdom's efforts towards reducing energy intensity, reducing energy poverty, and maintaining energy supply reliability. The United Kingdom has had success in this, though energy intensity remains high. There is an ambitious goal to reduce carbon dioxide emissions in future years, but it is unclear whether the programmes in place are sufficient to achieve this objective. Regarding energy self-sufficiency, UK policy does not address this issue, other than to concede historic energy security is currently ceasing to exist.
The Climate Change Committee (CCC), originally named the Committee on Climate Change, is an independent non-departmental public body, formed under the Climate Change Act (2008) to advise the United Kingdom and devolved Governments and Parliaments on tackling and preparing for climate change. The Committee provides advice on setting carbon budgets, and reports regularly to the Parliaments and Assemblies on the progress made in reducing greenhouse gas emissions. Notably, in 2019 the CCC recommended the adoption of a target of net zero greenhouse gas emissions by the United Kingdom by 2050. On 27 June 2019 the British Parliament amended the Climate Change Act (2008) to include a commitment to net zero emissions by 2050. The CCC also advises and comments on the UK's progress on climate change adaptation through updates to Parliament.
The United States produced 5.2 billion metric tons of carbon dioxide equivalent greenhouse gas (GHG) emissions in 2020, the second largest in the world after greenhouse gas emissions by China and among the countries with the highest greenhouse gas emissions per person. In 2019 China is estimated to have emitted 27% of world GHG, followed by the United States with 11%, then India with 6.6%. In total the United States has emitted a quarter of world GHG, more than any other country. Annual emissions are over 15 tons per person and, amongst the top eight emitters, is the highest country by greenhouse gas emissions per person.
The CRC Energy Efficiency Scheme was a mandatory carbon emissions reduction scheme in the United Kingdom which applied to large energy-intensive organisations in the public and private sectors. It was estimated that the scheme would reduce carbon emissions by 1.2 million tonnes of carbon per year by 2020. In an effort to avoid dangerous climate change, the British Government first committed to cutting UK carbon emissions by 60% by 2050, and in October 2008 increased this commitment to 80%. The scheme has also been credited with driving up demand for energy-efficient goods and services.

The Global Warming Pollution Reduction Act of 2007 (S. 309) was a bill proposed to amend the 1963 Clean Air Act, a bill that aimed to reduce emissions of carbon dioxide (CO2). U.S. Senator, Bernie Sanders (I-VT), introduced the resolution in the 110th United States Congress on January 16, 2007. The bill was referred to the Senate Committee on Environment and Public Works but was not enacted into law.
Despite abundant natural resources and a relatively small population, New Zealand is a net importer of energy, in the form of petroleum products. The ratio of non-renewable and renewable energy sources was fairly consistent from 1975 to 2008, with about 70 per cent of primary energy supply coming from hydrocarbon fuels. This ratio decreased to about 60 per cent in 2018. The proportion of non-renewable energy varies annually, depending on water flows into hydro-electricity lakes and demand for energy. In 2018, approximately 60% of primary energy was from non-renewable hydrocarbon fuels and 40% was from renewable sources. In 2007 energy consumption per capita was 120 gigajoules. Per capita energy consumption had increased 8 per cent since 1998. New Zealand uses more energy per capita than 17 of 30 OECD countries. New Zealand is one of 13 OECD countries that does not operate nuclear power stations.
Sustainable development in Scotland has a number of distinct strands. The idea of sustainable development was used by the Brundtland Commission which defined it as development that "meets the needs of the present without compromising the ability of future generations to meet their own needs." At the 2005 World Summit it was noted that this requires the reconciliation of environmental, social and economic demands - the "three pillars" of sustainability. These general aims are being addressed in a diversity of ways by the public, private, voluntary and community sectors in Scotland.
Carbon emission trading (also called carbon market, emission trading scheme (ETS) or cap and trade) is a type of emissions trading scheme designed for carbon dioxide (CO2) and other greenhouse gases (GHGs). A form of carbon pricing, its purpose is to limit climate change by creating a market with limited allowances for emissions. Carbon emissions trading is a common method that countries use to attempt to meet their pledges under the Paris Agreement, with schemes operational in China, the European Union, and other countries.
Greenhouse gas emissions by Australia totalled 533 million tonnes CO2-equivalent based on greenhouse gas national inventory report data for 2019; representing per capita CO2e emissions of 21 tons, three times the global average. Coal was responsible for 30% of emissions. The national Greenhouse Gas Inventory estimates for the year to March 2021 were 494.2 million tonnes, which is 27.8 million tonnes, or 5.3%, lower than the previous year. It is 20.8% lower than in 2005. According to the government, the result reflects the decrease in transport emissions due to COVID-19 pandemic restrictions, reduced fugitive emissions, and reductions in emissions from electricity; however, there were increased greenhouse gas emissions from the land and agriculture sectors.
Energy in Switzerland is transitioning towards sustainability, targeting net zero emissions by 2050 and a 50% reduction in greenhouse gas emissions by 2030.
Climate change is impacting the environment and human population of the United Kingdom (UK). The country's climate is becoming warmer, with drier summers and wetter winters. In 2021, net greenhouse gas (GHG) emissions in the United Kingdom (UK) were 427 million tonnes (Mt) carbon dioxide equivalent, 80% of which was carbon dioxide itself. Emissions increased by 5% in 2021 with the easing of COVID-19 restrictions, primarily due to the extra road transport. The UK has over time emitted about 3% of the world total human caused CO2, with a current rate under 1%, although the population is less than 1%.

Climate change is leading to long-term impacts on agriculture in Germany, more intense heatwaves and coldwaves, flash and coastal flooding, and reduced water availability. Debates over how to address these long-term challenges caused by climate change have also sparked changes in the energy sector and in mitigation strategies. Germany's energiewende has been a significant political issue in German politics that has made coalition talks difficult for Angela Merkel's CDU.
Climate change in South Africa is leading to increased temperatures and rainfall variability. Evidence shows that extreme weather events are becoming more prominent due to climate change. This is a critical concern for South Africans as climate change will affect the overall status and wellbeing of the country, for example with regards to water resources. Just like many other parts of the world, climate research showed that the real challenge in South Africa was more related to environmental issues rather than developmental ones. The most severe effect will be targeting the water supply, which has huge effects on the agriculture sector. Speedy environmental changes are resulting in clear effects on the community and environmental level in different ways and aspects, starting with air quality, to temperature and weather patterns, reaching out to food security and disease burden.
