Death of Fariz Bedelov and Aygun Shahmaliyeva were Azerbaijani children killed by the Armenian armed forces within a span of four months in 2011. [1] On March 8, sniper fire from Armenian armed forces positioned in the occupied territories of Azerbaijan resulted in the death of 8-year-old Fariz Bedelov in the yard of his home in the town of Orta Qervend in the Aghdam District. [1] Four months later, on July 14, 12-year-old Aygun Shahmalıyeva lost her life when she picked up and brought home a toy with an explosive device placed in it by the Armenian armed forces, causing an explosion while she was playing with it near the Tovuz River in the Əlibeyli settlement. Background

The conflict between Azerbaijan and Armenia over Nagorno-Karabakh, which began in the late 1980s, escalated into the First Karabakh War, lasting from the early 1990s until May 1994. [2] [3] During the war, Armenian armed forces and Armenian military units occupied the Nagorno-Karabakh region of Azerbaijan and its surrounding seven districts. [3] As a result of the occupation, over a million Azerbaijanis became refugees, and between 16,000 and 18,000 individuals from both sides lost their lives, with many more suffering casualties. [3]

Peace negotiations from 1994 didn't yield significant results, and between 1994 and 2011, sporadic armed clashes occurred along the Nagorno-Karabakh contact line and the Azerbaijan-Armenia border. [3]

Though there were occasional attacks by Armenian armed forces against peaceful Azerbaijani civilians during this period, there weren't recorded cases of children being killed until 2011. [3] The death of 8-year-old Fariz Bedelov in March 2011 was the first such incident. [4] In subsequent years, a 13-year-old Aygun Shahmalıyeva died as a result of an explosion from a toy left by the opposing side in July 2011, [5] and in July 2017, 2-year-old Zehra Guliyeva was killed during the shelling of Alxanlı.

Death of Fariz Badalov

On March 8, 2011, 8-year-old Fariz Bədəlov, born in 2003, was killed in the yard of his home in the town of Orta Qərvənd in the Aghdam district of Azerbaijan. This tragic incident occurred due to gunfire from Armenian armed forces located in the occupied territories of Azerbaijan.

Death of Aygun Shahmaliyeva

On July 14, 2011, an explosion occurred in a house in the Əlibəyli settlement of the Tovuz district, near the border with Armenia. [6] As a result of the explosive device detonating, Shahmaliyeva Aygun Ziraddin's daughter, born in 1998, lost her life. Her mother, Elnare Memmedtaghı's daughter Shahmaliyeva, born in 1979, sustained severe injuries. [5] Reports indicated that the explosive device, designed to resemble a toy, was left in the Tovuz River, which runs through the Əlibəyli settlement, by Armenia. [7] Jafarov Elsavar Hasan's son and Shahmaliyeva Aygun Ziraddin's daughter, who were playing in that area, found the toy and brought it to Jafarov Hasan's house. [6] During their playtime at home, Aygun Shahmaliyeva accidentally hit the toy on the table, resulting in the explosion. [6]

Relationships

Commissioner for Human Rights of the Republic of Azerbaijan, Elmira Suleymanova, stated, "The killing of Fariz Badalov once again demonstrates to the world that the war is still ongoing, and innocent people, children, elderly, and religious figures are being killed by Armenian soldiers". [8] Azerbaijani National Assembly deputy Ganira Pashayeva referred to the targeting of Fariz Badalov and other elderly people in areas of civilian residence by Armenian soldiers as part of the policy of genocide against Azerbaijanis carried out by Armenians. [9]

Azerbaijan's Permanent Representative to the United Nations, Ambassador Aqshin Mehdiyev, has addressed a letter to the UN Secretary-General Ban Ki-moon regarding the killing of Fariz Badalov. [10] The letter highlights that the Azerbaijani child was killed three days after the meeting in Sochi on March 5 between the presidents of Azerbaijan and Armenia, initiated by the Russian presiden t to continue dialogue between the parties. It emphasizes that this incident, which occurred after the meeting, is a bloody act committed by the occupying Armenian forces against defenseless civilians. [10]

In July, Bahar Muradova, Deputy Speaker of the National Assembly of Azerbaijan and Head of the Azerbaijani delegation to the OSCE Parliamentary Assembly, addressed a letter to Petros Eftimiou, the President of the OSCE PA, and Joao Soares, his Special Representative for the Nagorno-Karabakh conflict and the South Caucasus, regarding the death of Aygun Shahmaliyeva. [11] The letter emphasizes that at a time when negotiations were intensifying, and efforts were being made to build trust between the peoples of Azerbaijan and Armenia during the visit of the co-chairs to the region, Armenia continued its abhorrent policy of using explosive materials to target innocent children by sending a toy filled with explosive material via a river to the Azerbaijani side. [12]

Azerbaijan's National Assembly member, Ganira Pashayeva, has stated that the incident is a clear example of Armenia's new and targeted policy towards the murder of innocent and young children. [13]

The Azerbaijani Permanent Mission to the United Nations addressed a communication to the UN Secretary-General Ban Ki-moon regarding the death of Aygun Shahmaliyeva. [14] The communication highlighted the intensified and aggressive attacks by the Armenian armed forces against the peaceful Azerbaijani population in recent months. It was noted that as a result of these actions contradicting international legal norms, there have been casualties among peaceful civilians living along the frontline. [14] Additionally, the communication emphasized that the recent assaults by Armenia against peaceful Azerbaijani civilians, particularly the killing of children, were not random acts. [14]

The UNICEF representative in Azerbaijan, M. Hervord, has recently condemned the killing of two young Azerbaijani children by Armenians. In the communication, the UNICEF office in Azerbaijan strongly denounced such deaths in unequivocal terms. [15]

On September 6, a member of Azerbaijan's delegation to the Parliamentary Assembly of the Council of Europe (PACE), Ganira Pashayeva, prepared a document condemning the murder of a young Azerbaijani girl by Armenians. [16] Deputies from various countries represented in PACE also signed the statement, which was adopted as an official written declaration by the institution. [16]

Objections

Azerbaijanis living abroad protested in Strasbourg, [17] France on March 16, in Berlin and Magdeburg, [18] [19] Germany on March 18, and in Brussels [20] on March 31.
