The European Union Anti-Corruption Initiative, EUACI, is the largest program of technical assistance in fighting corruption in Ukraine implemented by the European Union. [1]
The program was established in June 2017 and was expected to run for three years (2017–2019). It was mainly funded by the European Commission and co-funded by Danish International Development Agency. [2] In 2021, the European Court of Auditors found the EU support for reforms in Ukraine to be ineffective in fighting grand corruption. [3]
The European Union Anti-Corruption Initiative EUACI in Ukraine was created to strengthen the capability of the anti-corruption institutions and increasing parliamentary, civic society and media control over the reforms in Ukraine. [4] [5]
The aims of the program were as follows: [6]
The overall budget of the program was 15.84 million euros. The immediate executor of the program representing the Kingdom of Denmark was DANIDA. [4] [7] The project was implemented as international technical aid, according to Contract No 3582–01 from 15 March 2017, [5] under the Framework Agreement between Ukraine and European Commission (ratified together with the notice under the Law 360–VI (360–17) from 3 September 2008). [6] It became the first large scale project aimed at fighting corruption. [4] [7]
The program was expected to be implemented over a period of 3 years, between 15 December 2016 – 14 December 2019. [5] It comprised three сomponents:

The IACAB was created on 8 September 2017 as a result of the a Letter of Intent being signed between the Verkhovna Rada Anti-Corruption Committee and EUACI. [21] [22]
It consists of the following members: Carlos Castresana, [23] Anca Jurma, Giovanni Kessler, Drago Kos, Jesper Hjortenberg, Daniel Thelesklaf. [24] [25]
IACAB professionals perform analysis of anti-corruption efforts in Ukraine in the areas of investigation, criminal persecution and court consideration of high-profile corruption cases. The experts create reports based on the results of their analysis and provide recommendations to improve the efficiency of Ukrainian anti-corruption institutions. [26] [27] [28] [29]

A Steering Committee was established in order to enable common decision making for implementation of anti-corruption initiatives between the Kingdom of Denmark, EU mission in Ukraine and main institutional beneficiaries. Corruption is a significant issue in Ukrainian society going back to the dissolution of the Soviet Union in 1991. After declaring independence from the Soviet Union, Ukraine faced a series of politicians from different sides of the political spectrum, as well as criminal bosses and oligarchs, who used the corruption of police, political parties, and industry to gain power. Despite improvements, corruption remains an obstacle to joining the European Union.
National Anti-Corruption Bureau of Ukraine or NABU is a Ukrainian law enforcement anti-corruption agency which investigates corruption in Ukraine and prepares cases for prosecution. It has investigatory powers but cannot indict suspects. Only agency findings passed to the Specialized Anti-Corruption Prosecutor's Office become a part of criminal cases.
Tetiana Mykolaivna Chornovol is a Ukrainian journalist and civic activist, and one of the leaders in the Euromaidan protest campaign. She is known for investigative reports about corruption in Ukraine, as well as for her direct actions. In 2014, she was elected to the Verkhovna Rada.
Serhiy Leshchenko is a Ukrainian ex-journalist, politician and public figure, Member of Parliament. From 2002 until 2014, Leshchenko worked as a Deputy Editor-in-Chief and as a special correspondent for Ukrainska Pravda online newspaper.
Oleh Ivanovych Kalashnikov was a Ukrainian politician, born in Rivne, Ukrainian SSR. He was a member of the Party of Regions, Verkhovna Rada of Ukraine of V convocation. On 15 April 2015 he was shot to death at his home in Kyiv. On 16 April Ukrainian journalist Oles Buzina was shot to death in Kyiv as well. A Ukrainian nationalist group calling itself Ukrainian Insurgent Army allegedly claimed responsibility for these and other murders in an email containing "grammatical mistakes not typical for a native Ukrainian speaker". The authenticity of the claim was questioned by the Ukrainian government as well as the very existence of the named group.
Oleksandr Oleksandrovich Danylyuk is a Ukrainian politician and military serviceman who served as the Secretary of the National Security and Defense Council (2019), the Minister of Finance of Ukraine (2016-2018). Danylyuk is a co-founder and the Head of the Center for National Resilience and Development.
The Specialized Anti-Corruption Prosecutor's Office is an independent structural unit of the General Prosecutor of Ukraine, and is primarily responsible for supporting and overseeing criminal investigations launched by the National Anti-Corruption Bureau of Ukraine (NABU).
The National Agency on Corruption Prevention is a national anti-corruption agency of the Ukrainian government which is responsible for shaping and implementing anti-corruption policy, while creating an environment conducive to corruption prevention. It has been functioning since 2016.
Reasonable Force is a Ukrainian political party, founded on 22 January 2016. It is led by Alexander Solovyov. The party consists of 26 regional and more than 600 local organizations. The members of the party are more than 20,000 citizens of Ukraine. It is represented in 16 local councils based on the results of the elections, held in December 2016 and April 2017.

Oleksiy Valeriyovych Honcharuk is a Ukrainian politician. He served as the Prime Minister of Ukraine from 29 August 2019 to 4 March 2020 following a landslide parliamentary election win. Honcharuk was replaced by Denys Shmyhal during the formation of the Shmyhal Government.
Ruslan Heorhiiovych Riaboshapka is a Ukrainian jurist who was the Prosecutor General of Ukraine from August 2019 to March 2020.

Kyrylo Yevhenovych Shevchenko is a Ukrainian banker and a former Head of the National Bank of Ukraine from July 2020 until October 2022, when he resigned and left Ukraine due to alleged political persecution. Shevchenko is also a former chairman of the board of state-owned Ukrgasbank from 2014 to 2020.
Civil Oversight Council of the National Anti-corruption Bureau of Ukraine is an independent civil institution, formed according to the National Anti-corruption Bureau of Ukraine Act to ensure the Bureau's transparency, to set public control of its work, and to strengthen its public communications.
Andriy Volodymyrovych Portnov is a Ukrainian lawyer and politician. He was an honored Lawyer of Ukraine in 2004.
Olha Mykhailivna Vasylevska-Smahliuk Ukrainian journalist, Member of Parliament of Ukraine of the 9th convocation, elected from the 96th single-mandate constituency, member of the Parliamentary faction of Servants of the People, Chair of the Subcommittee on the Functioning of Payment and Information Systems and Prevention of Money Laundering of the Verkhovna Rada Committee on Finance, Tax and Customs Policy.
Oleh Yuriiovych Tatarov is a Ukrainian lawyer and administrator. He began working in the Ministry of Internal Affairs in 1999, later becoming its deputy head in 2011, before being dismissed from his post in 2014 following the Revolution of Dignity which he had worked to suppress under then Minister of the Interior Vitaliy Zakharchenko. In 2020, he made a return to politics after he was nominated Deputy Head of the Office of the President of Ukraine by Volodymyr Zelenskyy.
Oleksandr Valeriyovyvch Marikovskyi is a Ukrainian economist and politician, who is currently a member of the Member of the Verkhovna Rada of the 9th convocation. He is the Deputy Chairman of the Committee on Environmental Policy in the Verkhovna Rada of Ukraine of the 9th convocation 29 August 2019.
Oleksandr Novikov is a Ukrainian politician and law enforcement officer, former Head of the National Agency on Corruption Prevention (NACP) from 2020 to 2024, former prosecutor since 2004, including at the Office of the Prosecutor General from 2012 to 2020.
