The European Union Anti-Corruption Initiative, EUACI, is the largest program of technical assistance in fighting corruption in Ukraine implemented by the European Union. [1]
The program was established in June 2017 and was expected to run for three years (2017–2019). It was mainly funded by the European Commission and co-funded by Danish International Development Agency. [2] In 2021, the European Court of Auditors found the EU support for reforms in Ukraine to be ineffective in fighting grand corruption. [3]
The European Union Anti-Corruption Initiative EUACI in Ukraine was created to strengthen the capability of the anti-corruption institutions and increasing parliamentary, civic society and media control over the reforms in Ukraine. [4] [5]
The aims of the program were as follows: [6]
The overall budget of the program was 15.84 million euros. The immediate executor of the program representing the Kingdom of Denmark was DANIDA. [4] [7] The project was implemented as international technical aid, according to Contract No 3582–01 from 15 March 2017, [5] under the Framework Agreement between Ukraine and European Commission (ratified together with the notice under the Law 360–VI (360–17) from 3 September 2008). [6] It became the first large scale project aimed at fighting corruption. [4] [7]
The program was expected to be implemented over a period of 3 years, between 15 December 2016 – 14 December 2019. [5] It comprised three сomponents:

The IACAB was created on 8 September 2017 as a result of the a Letter of Intent being signed between the Verkhovna Rada Anti-Corruption Committee and EUACI. [21] [22]
It consists of the following members: Carlos Castresana, [23] Anca Jurma, Giovanni Kessler, Drago Kos, Jesper Hjortenberg, Daniel Thelesklaf. [24] [25]
IACAB professionals perform analysis of anti-corruption efforts in Ukraine in the areas of investigation, criminal persecution and court consideration of high-profile corruption cases. The experts create reports based on the results of their analysis and provide recommendations to improve the efficiency of Ukrainian anti-corruption institutions. [26] [27] [28] [29]

A Steering Committee was established in order to enable common decision making for implementation of anti-corruption initiatives between the Kingdom of Denmark, EU mission in Ukraine and main institutional beneficiaries. Yuriy Vitaliyovych Lutsenko is a Ukrainian politician, Ukrainian Interior Minister and member in the Armed Forces of Ukraine during the Russian invasion of Ukraine.
Corruption is an issue in Ukrainian society going back to the dissolution of the Soviet Union in 1991. After declaring independence from the Soviet Union, Ukraine faced a series of politicians from different sides of the political spectrum, as well as criminal bosses and oligarchs, who used the corruption of police, political parties, and industry to gain power. Despite improvements, as in Moldova corruption remains an obstacle to joining the EU.
National Anti-Corruption Bureau of Ukraine or NABU is a Ukrainian law enforcement anti-corruption agency which investigates corruption in Ukraine and prepares cases for prosecution. It has investigatory powers but cannot indict suspects. Only agency findings passed to the Specialized Anti-Corruption Prosecutor's Office become a part of criminal a case.
Tetiana Mykolaivna Chornovol is a Ukrainian journalist and civic activist, and one of the leaders in the Euromaidan protest campaign. She is known for investigative reports about corruption in Ukraine, as well as for her direct actions. In 2014, she was elected to the Verkhovna Rada.
Serhiy Leshchenko is a Ukrainian ex-journalist, politician and public figure, Member of Parliament. From 2002 until 2014 Leshchenko was working as a Deputy Editor-in-Chief and as a special correspondent for Ukrainska Pravda online newspaper.
Pavlo Ivanovych Zhebrivsky is a Ukrainian politician, leader of the political party Republican platform.
Oleksandr Oleksandrovich Danylyuk is a Ukrainian politician and military serviceman who served as the Secretary of the National Security and Defense Council (2019), the Minister of Finance of Ukraine (2016-2018). Danylyuk is a co-founder and the Head of the Center for National Resilience and Development.
Ivanna Orestivna Klympush-Tsintsadze is a Ukrainian politician and journalist, and former Vice-Prime-Minister for European and Euro-Atlantic Integration of Ukraine. She was elected into the Verkhovna Rada in 2016 and 2019.
The Specialized Anti-Corruption Prosecutor's Office is an independent structural unit of the General Prosecutor of Ukraine, and is primarily responsible for supporting and overseeing criminal investigations launched by the National Anti-Corruption Bureau of Ukraine (NABU).
The National Agency on Corruption Prevention or NACP is a national anti-corruption agency of the Ukrainian government which is responsible for shaping and implementing anti-corruption policy, while creating an environment conducive to corruption prevention. It has been functioning since 2016.
Reasonable Force is a Ukrainian political party, founded on 22 January 2016. It is led by Alexander Solovyov. The party consists of 26 regional and more than 600 local organizations. The members of the party are more than 20,000 citizens of Ukraine. It is represented in 16 local councils based on the results of the elections, held in December 2016 and April 2017.

EUAM Ukraine works with a number of law enforcement and rule of law institutions of Ukraine, and it formally began operation on 1 December 2014, following Ukrainian Government's request.

Ruslan Heorhiiovych Riaboshapka is a Ukrainian jurist who was the Prosecutor General of Ukraine from August 2019 to March 2020.
As of July 2021, there is an ongoing constitutional crisis in Ukraine since 27 October 2020, when the Constitutional Court of Ukraine invalidated much of Ukraine's 2014 anti-corruption reform as unconstitutional.

Oleksandr Vasylovych Klymenko is a Ukrainian detective and lawyer. He has been head of the Ukrainian Specialized Anti-Corruption Prosecutor's Office (SAPO) since 28 July 2022. Klymenko worked for five years at the Ukrainian National Anti-Corruption Bureau of Ukraine (NABU), participating in investigations including those of Roman Nasirov and Oleksandr Onyshchenko. He was announced on 19 July 2022 as the winner of the head of SAPO competition, held in 2021, prior to his appointment to the position.
Artur Volodymyrovych Herasymov, is a Ukrainian politician who is a member of the Verkhovna Rada since 27 November 2014. He was the leader of the then-Petro Poroshenko Bloc parliamentary faction from 2017 to 2019. Herasymov is currently the co-chairman of the European Solidarity faction in the Verkhovna Rada of the 9th convocation since 2019.
Oleh Yuriiovych Tatarov is a Ukrainian lawyer and administrator. He began working in the Ministry of Internal Affairs in 1999, later becoming its deputy head in 2011, before being dismissed from his post in 2014 following the Revolution of Dignity which he had worked to suppress under then Minister of the Interior Vitaliy Zakharchenko. In 2020, he made a return to politics after he was nominated Deputy Head of the Office of the President of Ukraine by Volodymyr Zelenskyy.
Oleksandr Novikov is a Ukrainian politician and law enforcement officer, former Head of the National Agency on Corruption Prevention (NACP) from 2020 to 2024, former prosecutor since 2004, including at the Office of the Prosecutor General from 2012 to 2020.
