The President of Iran is the second formal position after the Supreme leader. The president has the authority to introduce members of his cabinet to the Iranian Parliament for confirmation under the Constitution of Iran. [1]
Rouhani is the seventh president of Iran which governed within the eleventh government of the Islamic Republic of Iran.
Rouhani appointed Jahangiri as the first vice president. Elham Aminzadeh is another Vice President, who was appointed by Rouhani as his vice president for legal affairs on 11 August. [2] Mohammad Bagher Nobakht is the other vice president in the cabinet and he is in charge of planning and strategic supervision. [3]
Rouhani announced his designated cabinet on 4 August 2013. Then, parliament voted to his cabinet. The voting process was begun on 12 August and was ended on 15 August. [4] The voting was held on 15 August and three of the eighteen nominees were not approved by the Majlis, those proposed to head the ministries of education, science, research and technology; and sports and youth. [5]

The list of cabinet members received mixed reactions from the Iranian press. [6] Reformist dailies mostly expressed positive statements about the nominated cabinet members whereas Shargh , another reformist paper, regarded the list both satisfactory and unsatisfactory, claiming that it includes a "non-partisan and moderate government" featuring figures from all political parties. [6] Kayhan , on the other hand, criticized the nomination of oil minister, Bijan Namdar Zanganeh. [6]
On 8 August 2013, three international organizations, namely Reporters Without Borders, the International Campaign for Human Rights in Iran, and Human Rights Watch, requested the withdrawal of Mostafa Pourmohammadi's nomination for the post of justice minister due to his controversial past tenure. [7] Revolutionary Guards Major General Mohammad Ali Jafari criticised Rouhani's administration in December 2013: "The military, systems and procedures governing the administrative system of the country are the same as before, [but it] has been slightly modified and unfortunately infected by Western doctrine, and a fundamental change must occur. The main threat to the revolution is in the political arena and the Guards cannot remain silent in the face of that." [8]
The president of the Islamic Republic of Iran is the head of government of the Islamic Republic of Iran and the second highest-ranking official, after the supreme leader. The first election was held in 1980 and was won by Abulhassan Banisadr. Masoud Pezeshkian currently serves as the president of Iran, after being elected in the 2024 Iranian presidential election and being officially endorsed by the supreme leader.
Mohammad Reza Aref is an Iranian engineer, academic and reformist politician who is the eighth and current first vice president of Iran since 2024, under President Masoud Pezeshkian. He is also currently member of the Expediency Discernment Council since 2002.
Masoud Pezeshkian is an Iranian politician and cardiac surgeon who has served as the ninth president of Iran since 28 July 2024. He previously represented Tabriz, Osku and Azarshahr electoral district in the Parliament of Iran, from 2008 to 2024 and served as its First Deputy Speaker from 2016 to 2020. He was Minister of Health and Medical Education between 2001 and 2005 in the Government of Mohammad Khatami.
Mohammad-Ali Najafi is an Iranian mathematician and reformist politician who was the Mayor of Tehran, serving in the post for eight months, until April 2018. He held cabinet portfolios during the 1980s, 1990s and 2010s. He is also a retired professor of mathematics at Sharif University of Technology.
Mohammad Javad Zarif is an Iranian career diplomat and academic. He is Vice President for Strategic Affairs since August 2024. He was the foreign minister of Iran from 2013 until 2021 in the government of Hassan Rouhani.
Mostafa Pour-Mohammadi is an Iranian politician and prosecutor, who has served at different positions and cabinet posts. He was Minister of Interior from 2005 to 2008 and Minister of Justice from 2013 until 2017. Pourmohammadi is reportedly implicated in the 1988 execution of MEK prisoners.
Eshaq Jahangiri Kouhshahi is an Iranian politician who served as the sixth first vice president from 2013 until 2021 in Hassan Rouhani's government. Jahangiri was the minister of industries and mines from 1997 to 2005 under President Mohammad Khatami. Before that, he was the governor of Isfahan Province. He was also a member of Parliament for two terms.
Ali Jannati is an Iranian politician and former diplomat who served as counselor to the head of Iranian presidential administration, in the second cabinet of Hassan Rouhani. He was minister of culture from 15 August 2013 until his resignation on 19 October 2016.
The Cabinet of Iran is a formal body composed of government officials, ministers, chosen and led by the President of Iran. Its composition must be approved by a vote in parliament. According to the Constitution of the Islamic Republic of Iran, a president may dismiss members of the cabinet, but must do so in writing, and new appointees must again be approved by parliament. The cabinet meets weekly on Saturdays in Tehran. There may be additional meetings as circumstances require. The president chairs them. The Supreme Leader of Iran Ali Khamenei has the power to dismiss cabinet members like ministers, vice presidents and presidents at any time, regardless of parliamentary decisions.(citation needed)
Mohammad Hosseini is an Iranian politician, who served as the vice president for parliamentary affairs in the cabinet of Ebrahim Raisi from 2021 to 2024. He was Advisor to the President of Iran for Cultural and Social Affairs in 2024.
Hassan Rouhani is an Iranian politician who served as the seventh president of Iran from 2013 to 2021. He is also a sharia lawyer ("Wakil"), academic, former diplomat and Islamic cleric. He served as a member of Iran's Assembly of Experts from 1999 to 2024. He was a member of the Expediency Council from 1991 to 2013, and also was a member of the Supreme National Security Council from 1989 to 2021. Rouhani was deputy speaker of the fourth and fifth terms of the Parliament of Iran (Majlis) and Secretary of the Supreme National Security Council from 1989 to 2005. In the latter capacity, he was the country's top negotiator with the EU three, UK, France, and Germany, on nuclear technology in Iran, and has also served as a Shia mujtahid, and economic trade negotiator.
Mohammad Shariatmadari is an Iranian politician and former Minister of Cooperatives, Labour and Social Welfare. He was in position of minister of Industry, from 2017 to 2018. He also served as minister of commerce from 1997 to 2005 in the cabinet of President Mohammad Khatami. He was campaign chairman of Hassan Rouhani for 2017 bid.

Abdolreza Rahmani Fazli is an Iranian conservative politician and interior minister of Hassan Rouhani's government. He was the president of Supreme Audit Court from 2008 to 2013.
