Fraud: Gloria Macapagal-Arroyo and the May 2004 Elections is a 2006 book about the electoral scandal surrounding Gloria Macapagal Arroyo's 2004 reelection to the Philippine presidency. Published by the Center for People Empowerment in Governance Books (CenPEG Books), it was edited by the center's Policy Study director Bobby M. Tuazon, [2] with the preface provided by Temario C. Rivera. [1] [2] The book received positive reviews from critics.
Ina Alleco R. Silverio, writing for the news website Bulatlat, gave Fraud a positive review, praising its "staggering" collection of sources and straightforward presentation of evidence in its central argument that President Arroyo and her political allies committed electoral fraud during the 2004 presidential election. [3] Silverio concluded that the book provides the lesson that a reliance on the legal system is not enough against "increasingly despotic regimes" that disregards the law for their gain. [3] Alexander Martin Remollino, a fellow Bulatlat contributor, also shares in the assessment that the book effectively "give[s] a total picture of how the controversial presidential poll of two years ago was desecrated. The patterns are there, the numbers are there – all pointing to a wholesale messing with the people's will." [4]
Maria Gloria Macaraeg Macapagal-Arroyo, often referred to by her initials PGMA and GMA, is a Filipino academic and politician who previously served as the 14th President of the Philippines from 2001 to 2010. She is the longest serving president of the Philippines since Ferdinand Marcos. Before her accession to the presidency, she served as the 10th Vice President of the Philippines from 1998 to 2001 under President Joseph Ejercito Estrada, making her the country's first female vice president, despite having run on an opposing ticket. She was also a Senator from 1992 to 1998. After her presidency, she was elected as the Representative of Pampanga's 2nd district in 2010 and later became the Speaker of the House of Representatives on 2018 to 2019. She was also serving in the congress as a Deputy Speaker from 2016 to 2017 and from 2022 until 2023. She is one of the only 2 Filipinos to hold at least three of the four highest offices in the country: vice president, president, and house speaker, alongside former President Sergio Osmeña.
Lakas–Christian Muslim Democrats, abbreviated as Lakas–CMD and popularly known as Lakas, was a political party in the Philippines. Its ideology and that of its successor is heavily influenced by Christian and Islamic democracy. José Veloso Abueva was a Filipino political scientist and public administration scholar who served as the 16th president of the University of the Philippines. A Ten Outstanding Young Men (TOYM) awardee for political science in 1962, he has devoted much of his career in academic circles. He has been faculty member of the National College of Public Administration and Governance of the University of the Philippines Diliman and visiting professor at Brooklyn College, City University of New York and Yale University. He has also worked with the United Nations University in Tokyo. Abueva's service to the nation includes stints as secretary of the 1971 Constitutional Convention, executive director of the Legislative-Executive Local Government Reform Commission and Chairman of the Legislative-Executive Council that drew up the conversion program for former military bases. Abueva wrote a number of books, including Focus in the Barrio: The Foundation of the Philippine Community Development Program and Ang Filipino sa Siglo 21. Among the publications he has edited is the 20-volume PAMANA: The UP Anthology of Filipino Socio-Political Thought since 1872.

The 2004 presidential campaign of Fernando Poe Jr. was formally launched on November 27, 2003, upon announcing his candidacy at the Manila Hotel in the City of Manila. Poe was the Koalisyon ng Nagkakaisang Pilipino (KNP)'s nominee for President of the Philippines in the 2004 election. He chose Loren Legarda, the sitting Majority Floor Leader of the Philippine Senate, as his vice presidential running mate on January 1, 2004. A public figure in his movie career and known for his charitable but unpublicized endeavours, he targeted his candidacy at the same poor whom he championed in his films. Poe accepted the nomination in December 2003 and was to be the standard opposition bearer for the Philippines' 2004 presidential election. Some accounts portray him as a reluctant candidate who was only prevailed upon to accept the nomination by his best friend, deposed former President Joseph Estrada. But other accounts say he was convinced to cast his bid for the presidency because of the overwhelming crowd that gathered for the first rally of the FPJ for President Movement at the Cuneta Astrodome in Pasay.

The Hello Garci scandal, also known as Gloriagate, was a political scandal and electoral crisis in the Philippines involving 14th president Gloria Macapagal Arroyo, who allegedly rigged the 2004 national election in her favor. The official results of the election gave Arroyo and Noli de Castro the presidency and vice-presidency respectively. Hundreds of national and local positions were also contested during this election. The scandal and crisis began in June 2005 when audio recordings of a phone call conversation between President Arroyo and then-Election Commissioner Virgilio Garcillano, allegedly talking about the rigging of the 2004 national election results, were released to the public. This escalated when the minority of the lower house of Congress attempted to impeach Arroyo. This was blocked by the Arroyo-led majority coalition in September 2005 and no trial took place.

René B. Azurin is an author, political columnist, former business executive, and Professor of Management. He is most notable as a former member of the Philippines’ Constitutional Consultative Commission (ConCom) of 2005 which had been tasked by Philippine President Gloria Macapagal Arroyo with studying and proposing changes to the 1987 Philippine Constitution. He was elected co-Chairman of that body's Committee on Form of Government but dissented from the ConCom majority's eventual decision to propose the replacement of the Philippines’ American-style presidential system with a British-style parliamentary system. He wrote the dissenting Minority Report and participated actively in the public opposition to the proposed change.
