A gate fee (or tipping fee) is the charge levied upon a given quantity of waste received at a waste processing facility. [1]
In the case of a landfill it is generally levied to offset the cost of opening, maintaining and eventually closing the site. It may also include any landfill tax which is applicable in the region. The gate fee differs from the waste removal fee which is the charge levied on people in areas, such as Ireland, where waste collection is not covered as part of local taxes.
With waste treatment facilities such as incinerators, mechanical biological treatment facilities or composting plants the fee offsets the operation, maintenance, labour costs, capital costs of the facility along with any profits and final disposal costs of any unusable residues.
The fee can be charged per load, per tonne, or per item depending on the source and type of the waste.
An ecotax is a tax levied on activities which are considered to be harmful to the environment and is intended to promote environmentally friendly activities via economic incentives. Such a policy can complement or avert the need for regulatory approaches. The Upper Cape Regional Transfer Station (UCRTS) is a municipal waste transfer facility located within Joint Base Cape Cod. The facility is within the town limits of Falmouth, but on state-owned land at the southern end of the military base, and is about a mile west of the Falmouth entrance gate. Subcoal technology is used to process paper plastic waste fractions into a substitute for coal or lignite. The fuel pellets can be used as secondary energy source in industrial furnaces, such as lime kilns and cement kilns, coal-fired power stations and blast furnaces. Subcoal has a caloric value comparable with lignite. The technology was developed by the Dutch chemical company DSM. A study by CE Delft revealed that for the paper-plastic fraction of household waste, the Subcoal route has a better climate and overall environmental score as compared to the incineration in a waste incineration plant.
