The Golaghat Bar Association or GBA, [1] is a voluntary bar association for the Golaghat Higher Judiciary [2] [3] in Golaghat, Assam. The goals of the association is to regulate the legal practice and legal education in Golaghat and to cultivate the science of jurisprudence; to promote reform in the law; to facilitate the administration of justice, and to elevate the standards of integrity, honor, professional skill, and courtesy in the legal profession, including exercising disciplinary jurisdiction over the bar. [4] Its members are elected amongst the lawyers in Golaghat Judiciary [5]

History

GBA was founded in 1891, Golaghat, Assam after the Sadar Courts were extended to Golaghat in 1839. [6] The founding members namely, G. Baruah and K. P. Dowarah, along with other lawyers during that time felt the need to institutionalize the practice of taking proper action on all matters affecting the legal profession and the administration of justice, essential for the benefit of litigant citizens of Golaghat. [7]

GBA formed before India's independence of 1947, has played a significant role during India's freedom struggle. Advocate members of the GBA, namely Gangadhar Borthakur and Kamleswar Sarma boycotted courts and joined the Quit India Movement in 1921. The lawyers were pronounced guilty for their participation in the movement, and that emanated mass protests from the citizens of Golaghat near Golaghat Jail. [8] Maheshwar Barooah and Tara Prasad Barooah, brothers from the same family, who prosecuted their law studies in Gauhati [9] and later practised law in Golaghat Judiciary, and were GBA members, were boycotted for their participation in the movement as they took to streets serving as vegetable vendors in the local market and labourers at Golaghat Station to propagate the concept of self-dependence, [10] the premise of the Quit India Movement.

Present

With an increase in the overall enrolment of its members from 350 in 2014, [11] to the present number of 500 members, [12] GBA has had a growth in its infrastructure facilities to even include a crèche and gymnasium. It has recently celebrated its quasquicentennial ceremony in September 2017. [13]

Activities

GBA has been facilitating the administration of justice for approximately 1.1 million people of Golaghat district, and plays an active role in regulating the legal practice and extending courtesy in the legal profession. The forum had refrained its members in the past from appearing before the court of the subdivisional judicial magistrate (SDJM), Titabor as a mark of protest against the detention of one of its members in the court cell allegedly without following norms. The association demanded appropriate action from the highest judiciary of the state, Gauhati High Court as the treatment by SDJM was against established procedure of law, violating human rights and dignity. [14] Previously, GBA had also suspended five of its member advocates in 2012 at an executive meeting on account of alleged professional misconduct under the registered case – GR Case No. 587/12. [15]

To promote reform in the law, GBA actively participates in protests and demonstrations, including UPA's injustice to Baba Ramdev, besides encouraging Anna Hazare’s movement for Jan Lokpal Bill. [16]

The association has been vocal on social security issues. It had condemned Assam serial bombings of 2008 by organising a silent peace march. [17]

GBA has been contributing to legal studies and education through Golaghat Law College since 1979. The college is affiliated to Dibrugarh University, and the law programme is approved by Bar Council of India (BCI), New Delhi, India. [18]

Gopinath Bordoloi was a politician and Indian independence activist who served as the first Chief Minister of Assam. He was a follower of the Gandhian principle of non-violence as a political tool. Due to his unselfish dedication towards Assam and its people, the then Governor of Assam Jayram Das Doulatram conferred him with the title "Lokapriya".

<span class="mw-page-title-main">Golaghat</span> City in Assam, India

Golaghat one of the largest subdivisions of the Indian state of Assam, later elevated to the position of a full–fledged district headquarter on 5 October 1987, is a city and a municipality and the seat of administrative operations of Golaghat district, besides being a twin city to Jorhat which is about 55 km away. It is one of the oldest urban areas in Assam that recently featured on the Smart Cities nominations list, along with Guwahati and four other prominent urban areas of the state; although losing out to Guwahati at the final stage. The Dhansiri, one of the tributaries of the Brahmaputra, passes through Golaghat and is the primary water source for its citizens.

Assamese literature is the entire corpus of poetry, novels, short stories, plays, documents and other writings in the Assamese language. It also includes the literary works in the older forms of the language during its evolution to the contemporary form and its cultural heritage and tradition. The literary heritage of the Assamese language can be traced back to the c. 9-10th century in the Charyapada, where the earliest elements of the language can be discerned.

<span class="mw-page-title-main">Debraj Roy College</span> College in Assam

Debraj Roy College is a leading public higher education institution established in 1949 at Jonaki Nagar in Golaghat. Affiliated to Dibrugarh University, the college has 15 departments running Higher Secondary and Undergraduate programmes both in Science and Arts. The college also offers Postgraduate and Doctoral Research programmes in Life Science in regular mode under Dibrugarh University. The college has a current enrollment of more than 2500 students. The college was ranked 4th among the colleges of Assam by Career360 in 2016.

<span class="mw-page-title-main">Nagen Saikia</span> Indian writer

Nagen Saikia is an Indian writer. He was formerly a professor of Dibrugarh University. Saikia had also been a member of the Rajya Sabha from 1986-1992 and was the vice-chairman of the Upper House from 1990-1992. Saikia started his career as a teacher and went on to serve in different reputed institutions in various categories. He also delivered lectures on various topics about Assamese literature, including in the US and England. He has published numerous literary essays, short stories, novels, books and articles, to his credit. Saikia was conferred with the Sahitya Akademi award in 1997 for his short stories collection Andharat Nizar Mukh and was honoured by the Mohan Chandra Sahitya Sabha in 1980 for Chinta aru Charcha. He was conferred the Sahitya Akademi Fellowship, the highest honour conferred by the Sahitya Akademi on the most distinguished Indian writers.

<span class="mw-page-title-main">Maheswar Neog</span> Indian historian, scholar and poet (1915–1995)

Professor Maheswar Neog was an Indian academic who specialised in the cultural history of the North East India especially Assam, besides being an Assamese-language scholar and poet. He was a top Indologist, and his work covers all disciplines of Indian studies, folk-lore, language, dance, history, music, religion, drama, fine arts, paintings, historiography and hagiography, lexicography and orthography, epigraphy and ethnography. His research includes multi-dimensional features of Vaishnava renaissance in Assam through Srimanta Sankardev, Madhabdev, Damodardev, Haridev, Bhattadev and other Vaishnava saints of Assam.

Debo Prasad Barooah was an Indian academician, author, historian and the former Vice-Chancellor (the Chief Executive) of Gauhati University. Barooah, highly regarded for his knowledge of political science and history of the region had a brilliant academic record beginning with his graduation in 1954.

The North Eastern Tea Association (NETA) is an association of tea producers' headquartered at Golaghat, Upper-Assam in the state of Assam, India, and is a constituent member of the Joint Forum and the Consultative Committee of Plantation Associations (CCPA), Assam Valley branch. The association promotes interests of its members, in addition to playing a pivotal for the enrichment of the tea industry in Assam.

<span class="mw-page-title-main">Golaghat Amateur Theatre Society</span>

Golaghat Amateur Theatre Society is a society for promoting performing arts, such as music, dance, and theatre; literature, such as poetry, novels and short stories; and visual arts, such as drawing, painting, photography, with more than 100 years of history representing Golaghat's and Assam's arts' industry. The society was formed at Golaghat in Assam to bring Assamese people closer to the world of performing and visual arts.

The Department of Law, University of Calcutta, Kolkata, West Bengal, formerly University College of Law, is a faculty in the University of Calcutta, founded in 1909, colloquially referred to as Hazra Law College, which offers undergraduate, postgraduate, doctorate and post doctorate courses. The Golaghat Convention was a historic national convention of the people of Assam, organised in Golaghat for 2 days from 13–14 October 1985.

Parbati Kumar Goswami was an Indian Jurist, acting Governor of Assam and Nagaland and former Judge of the Supreme Court of India. He was the first Assamese Justice in Supreme Court of India.

Abdul Muhib Mazumder was an Indian politician. He served as Minister of Assam and was originally from Hailakandi. He was the architect of the Illegal Migrants Act, 1983. He was also a major contributor in drafting of the Assam Accord of 1985 as the Law Minister of the state. His father was Abdul Matlib Mazumder.

Bar Council of Assam, Nagaland, Meghalaya, Manipur, Tripura, Mizoram, Arunachal Pradesh and Sikkim is the regulatory and statutorily representative body for lawyers practicing law in the states of Assam, Nagaland, Meghalaya, Manipur, Tripura, Mizoram, Arunachal Pradesh and Sikkim. It was constituted as per the mandatory requirement as per Advocates Act, 1961 and Bar Council of India. In March 1953, S. R. Das as head of the 'All India Bar Committee', proposed the creation of the apex body as an All-India Bar Council and Bar council at state levels and submitted a report to the Central Government of India. Members of the Bar Council are elected from among members enrolled and practicing as lawyers practicing law in the states of Assam, Nagaland, Meghalaya, Manipur, Tripura, Mizoram, Arunachal Pradesh and Sikkim and they represent the state in Bar Council of India meetings. Bar Council of a place designs standards of professional conduct to be followed by members, and designs etiquettes and has the power to enforce disciplinary guidelines over the members of bar council.

Nagen Neog was an Indian politician from the state of Assam. He served as Member of Assam Legislative Assembly for Golgahat and as Rural Development Minister in the Hiteswar Saikia Cabinet until his assassination. He was the husband of the current Finance minister of Assam, Ajanta Neog, and son in law of MLA Rebati Das.
