The Institute for the Elderly and Social Services (IMSERSO) is an agency of the Government of Spain responsible for the management of social services that complement the benefits of the Social Security System, disability and retirement pensions, in its non-contributory modalities, as well as the exercise of the powers of the General State Administration in matters relating the elderly and dependent persons. The IMSERSO is categorized as a "Management Entity of the Social Security".
Despite the large scope of work covered by the Institute, it is mostly known for its programs related to tourism and social thermalism for elderly. The main tourist destinations organized by IMSERSO are located within Spain, Portugal and Andorra. As of March 2019, the Institute provided services to almost 1.1 million people. [3]
The Institute is headed by a Director-General appointed by the Minister for Social Rights and 2030 Agenda after hearing the Council of Ministers. The current director-general is Luis Alberto Barriga Martín. [4]
Before of the creation of the Institute, it existed a protection and social services system with limited benefits, with no specialized institutions and personnel and very close to the private-religious fields. [5]
The IMSERSO was created in 1978 under the name of National Institute for Social Services (INSERSO) by assuming the powers of the Recovery and Rehabilitation Service for the Physically and Psychically Handicapped of the Social Security (SEREM) and the Pension Assistance Service (SAP). [5] Since its creation, many of the social assistance competencies have been decentralized, creating local social services in 1985 and regional services in 1988. It was during these period when the IMSERSO transferred to the Spanish regions its Residential Centers and Pensioners' Homes.
In 1997, due to the increase in migratory flows to Spain, and the increase in the immigrant population, the government delegated into the Institute the provision of social services to immigrants, renaming the agency to Institute for Migrations and Social Services (IMSERSO). [6] In 2004, a second delegation of powers occurred, assuming the Institute the powers on elders, the social protection for dependent people and population aging. The Institute was renamed "Institute for the Elderly and Social Services" (Instituto de Mayores y Servicios Sociales). [7]
In 2020, the agency was integrated in the Ministry of Social Rights and 2030 Agenda.
Currently, the Institute for Elderly and Social Services is integrated in the Ministry of Health through the Secretariat of State for Social Services. It is headed by the Director-General who acts as the chief executive and it is mainly assisted by the Secretary-General.
The Institute' Regulation difference two types of bodies: management bodies and management control and monitoring bodies: [8]
The management bodies are the Director-General, the Secretary-General and the Deputy Directors-General.
Director-General
The Director-General of the Institute is responsible for the planning, direction, control and inspection of its activities for the fulfillment of its purposes. The Director-General is appointed directly by the Minister responsible. From the Office of the Director-General depends a control unit of the Comptroller General's Office, the General Secretariat, and the Deputy Directorates-General for Planning, Ordination and Evaluation, for Management, and for Budget Analysis and Financial Management.
Secretary-General
The Secretary-General is the second-in-command to the Director-General and its appointment it is done through a public competition. The Secretary-General is responsible for the coordination of the Deputy-Directorates-General and the management of the domestic affairs (HR, buildings maintenance, relations with citizens and other administrations...). When the Director-General can't exercise its duties, the Secretary-General assumes the office.
Deputy Directorates-General
There are three deputy-directorates general: for Planning, Ordination and Evaluation, for Management and for Budget Analysis and Financial Management. The first two are responsible for the legal and administrative affairs of the Institute, the third one is responsible for all economic and budgetary matters. The deputy directors-general are chosen through a public competition.
The control and monitoring bodies are two: the General Council and the Executive Committee.
General Council
The General Council is responsible for preparing the lines of action of the Institute; preparing the preliminary draft budget, and approving the annual report. The General Council is integrated by thirty nine members representing the Spanish trade unions, business organizations and the General State Administration.
Executive Committee
The Executive Committee is a nine-member body headed by the Director-General of the Institute and integrated by representatives of the Spanish trade unions, business organizations and the State Administration. It is the responsibility of supervising and controlling the application of the resolutions of the General Council, as well as to propose as many measures as it deems necessary for the best fulfillment of the Institute's purposes.
The Ministry of Industry, Trade and Tourism (MINCOTUR) is the department of the Government of Spain responsible for the proposal and execution of the government policy on industry, trade and tourism, including among its competences the industrial development and of the SMEs, the promotion and defense of the industrial property, the commercial policy of internationalization and of investments and external transactions, as well as the politics of tourism and the rest of competences and attributions that the legal system attributes to it. Likewise, in coordination with the Foreign Ministry is responsible for the international cooperation on this matters.
The Ministry of Justice (MJUS) is the department of the Government of Spain responsible for preparing and carrying out the government policy in order to bring the legal system off, specially in criminal, civil, commercial and procedural law affairs, supporting the Administration of Justice and the legal and international cooperation.
The Ministry of the Presidency, Relations with the Cortes and Democratic Memory (MPR) is the department of the Government of Spain which assures the link between the different Ministries and the Prime Minister and is responsible for the relations between the Government and the Parliament. This department also supports The Crown in the exercise of its functions.
The Ministry of Labour and Social Economy is the department of the Government of Spain responsible for planning and carrying out the government policy on labour relations and social economy.
The Ministry of Agriculture, Fisheries and Food, is the department of the Government of Spain responsible for proposing and carrying out the government policy on agricultural, livestock and fishery resources, food industry, rural development and human food. The Ministry is responsible for assigning Veterinary Surgeons to carry out checks in regard to the issuing of REGA Licences a requirement for the ownership of horses on Spanish property and small holdings.
The Ministry of Territorial Policy (MPT), is the department of the Government of Spain which manages the policies of the government regarding relations and cooperation with the Autonomous Communities and with the entities that integrate the Local Administration and those related to the territorial organization of the country and with the Government Delegations and Sub-Delegations in the regions and provinces.
The Ministry of Equality is a department of the Government of Spain responsible for the proposal and execution of the government's policy on equality, with a focus on making the equality between men and women real and effective as well as prevention and eradication of different forms of violence against women. The department's roles also include eradication of all kind of discrimination by sex, racial and ethnic origin, religion or ideology, sexual orientation, gender identity, age, disability or any other personal or social condition or circumstances. It existed from 2008 to 2010 when it merged with the Ministry of Health, and then from 2020.
The Ministry of Education and Vocational Training (MEFP) is the department of the Government of Spain responsible for proposing and carrying out the government policy on education and vocational training, including all the teachings of the education system except university education, without prejudice to the competences of the National Sports Council in matters of sports education. Likewise, it is also the responsibility of this Department the promotion of cooperation actions and, in coordination with the Ministry of Foreign Affairs, the promotion of international relations in the field of non-university education.
The Under-Secretary of the Presidency, officially Under-Secretary of the Presidency, Relations with the Cortes and Equality is the most senior civil servant of the Ministry of the Presidency of Spain.
The Directorate-General of the Police (DGP) is a component of the Spanish Department of the Interior responsible for exercising the direct command of the National Police Corps, the main civil law enforcement agency of Spain. The DGP, integrated in the Secretariat of State for Security, is in charge of organize, direct, coordinate and execute the missions entrusted to the National Police by the provisions in force, in accordance with the guidelines and orders issued by the Minister of the Interior.
The Secretary of State for Justice (SEJUS) is the second-in-command to the Spanish Minister of Justice. The Secretary of State is appointed by the Monarch at the request of the Justice Minister and after hearing the Council of Ministers.
The Spanish Agency for Food Safety and Nutrition (AESAN) is a regulatory agency of the Government of Spain responsible for promoting food safety and for providing guarantees and objective information to consumers and economic agents of the Spanish agrifood industry.
The Secretary of State for Social Security and Pensions (SESSP) is a senior minister of the Government of Spain, under the authority of the Social Security Minister, responsible for the direction and guardianship of the managing agencies and common services of the Social Security; the impulse, direction and economic and financial analysis of the Social Security System; as well as the planning and supervision of the management of the collaborating entities of the Social Security complementary to the Social Security action.

The Institute of Youth (INJUVE) is an autonomous agency of the Government of Spain responsible for promoting youth associations and collaboration for their advancement; the development and coordination of an information and communication system for youth; the promotion of relations and international cooperation in youth affairs; as well as the cultural promotion of youth and knowledge of other cultural realities.
The Office of the Comptroller General of the Social Security is the department of the Spanish Ministry of Inclusion, Social Security and Migration responsible for the internal audit and accounting duties of all the entities that integrate the Social Security system. Although integrated into the Ministry for Social Security, the Office reports directly to the Comptroller General of the State.
The Labour and Social Security Inspectorate (ITSS) is a Spanish autonomous agency in charge of the control of the compliance with labour and social security legislation. It also offers technical advice and, where appropriate, conciliation, mediation and arbitration in these matters. The ITSS is, therefore, the apex of the Labour and Social Security Inspection System.

The National Institute for Safety and Health at Work is an autonomous agency of the Government of Spain. The INSST is considered a technical-scientific agency entrusted with the task of analyze and research on safety and health conditions at work, as well of promoting and supporting the improvement of them, in order to achieve a decrease in occupational hazards, work accidents and occupational diseases.
