James Edwin McPherson [1] (born January 20,1953) [1] [2] is an American government official and retired United States Navy rear admiral. He served as the General Counsel of the Army from January 2,2018,to March 24,2020. He served as the United States Under Secretary of the Army from March 25,2020,to January 20,2021,and in acting capacity from July 23,2019,to March 24,2020. [3] [4] He served as Acting United States Secretary of the Navy from April 7,2020,to May 29,2020,following the resignation of Thomas Modly. [5]
McPherson is a native of San Diego. He graduated from San Diego State University in 1977 with an undergraduate degree in public administration. [6] He received his Juris Doctor (J.D.) in 1981 from the University of San Diego School of Law,and in 1991,he was awarded a Master of Laws degree in Military Law from The Judge Advocate General's Legal Center and School at the University of Virginia,Charlottesville,Virginia. McPherson enlisted in the Army in 1972,and served three years as a military policeman,before leaving the Army for college. [7] In 1979 he was commissioned as an ensign in the Judge Advocate General's Corps of the Naval Reserve. He interned in the Naval Legal Service Office (NLSO) in San Diego and then attended Naval Justice School,in Newport,R.I.,completing his training in 1982. He served as a judge advocate and trial counsel at several Navy commands and ships before and after completing his graduate training in 1991. In June 1994,he reported to the staff of Commander,Submarine Force,U.S. Atlantic Fleet as the Force Judge Advocate. In December 1995,he joined the staff of the Vice Chief of Naval Operations as the Assistant for Legal and Legislative Matters. In October 1997,he became Special Counsel to the Chief of Naval Operations. In September 2000,he assumed command of Trial Service Office East,Norfolk,Va. In October 2002,he was promoted to rear admiral and assigned as the Deputy Judge Advocate General of the Navy and Commander of Naval Legal Service Command. On November 10,2004,McPherson became the 39th Judge Advocate General of the Navy,a position he held until 2006. [8]
McPherson has served as the executive director of the National Association of Attorneys General. He also served as the general counsel of the Department of Defense Counterintelligence Field Activity.
On October 13,2017,President Donald Trump announced the nomination of McPherson to become the General Counsel of the United States Department of the Army. [9] The United States Senate confirmed his nomination by voice vote on December 20. [10] He was sworn in on January 2,2018.
On December 5,2019,Trump nominated him to be Under Secretary of the Army,a position that he had been holding since July 23,2019,in an acting capacity,while concurrently serving as General Counsel of the Army. [11] He was sworn in on March 25,2020,after being confirmed by the Senate. [3] Defense Secretary Mark Esper designated McPherson as Acting Secretary of the Navy on April 7,replacing Thomas Modly who resigned the same day. [5] In relation to the 2020 coronavirus pandemic on USS Theodore Roosevelt McPherson and Chief of Naval Operations,Admiral Michael M. Gilday recommended that Brett Crozier be reinstated as the commanding officer of the Roosevelt on April 25,2020. [12]
McPherson is a recipient of the Navy Distinguished Service Medal,the Legion of Merit,and the Meritorious Service Medal. [6]
He and his wife Jennifer are married and have two adult children. [13]

The Naval Justice School (NJS) is an educational institution of the United States Navy whose mission is to instruct Navy,Marine Corps,and Coast Guard officers and enlisted personnel in the fundamental principles of military justice,civil and administrative law,and procedure. Jesse Rink Wallace was a United States Navy Rear admiral and the Governor of American Samoa. He served as governor for a period of only ten days from July 30,1940,to August 8,1940. After his brief time as governor,Wallace served with the Office of Judge Advocate General of the Navy until August 1944,when he was ordered to the Pacific Theater as Commanding officer of the Amphibious command ship Eldorado. He led that ship during the Iwo Jima and Okinawa campaigns while serving as flagship of Vice admiral Richmond K. Turner.

Thomas B. Modly is an American businessman and former government official who served as acting United States Secretary of the Navy from November 24,2019,to April 7,2020. He resigned as acting Secretary in the wake of his firing and berating Brett Crozier,the captain of the aircraft carrier USS Theodore Roosevelt,for allegedly going outside his chain of command in calling for help to deal with a COVID-19 outbreak onboard. Later,Modly traveled to the ship at port in Guam,where he addressed the crew in a manner that was perceived as disrespectful. He was subsequently widely criticized,and submitted a letter of resignation.

Matthews was a member of Trump's Department of Defense transition team and was appointed as a Special Assistant to the Secretary of Defense,James N. Mattis on January 20,2017. Matthews was subsequently appointed as the Principal Deputy General Counsel of the Army on June 21,2019. He served as Acting General Counsel of the Army from June 21,2017,until James E. Directive-type Memorandum-19-004,"Military Service by Transgender Persons and Persons with Gender Dysphoria",was a memorandum issued by the United States Department of Defense (DoD) prohibiting most transgender individuals from serving or enlisting in the United States Armed Forces and the DoD. The DTM took effect on April 12,2019,under the presidency of Donald Trump,signed by David Norquist. Originally scheduled to expire on March 12,2020,it was extended until September 12,2020. Before it expired,it was replaced by Department of Defense Instruction 1300.28,which took effect on September 4,2020,signed by Matthew Donovan.

Brett Elliott Crozier is a retired captain in the United States Navy. A United States Naval Academy graduate,he became a naval aviator,first flying helicopters and then switching to fighters. After completing naval nuclear training,he served as an officer on several aircraft carriers. In spring 2020,he was commanding officer of the aircraft carrier USS Theodore Roosevelt when COVID-19 broke out among the crew. He was relieved of command by then-acting Secretary of the Navy Thomas Modly after sending a letter to Navy leaders asking that most of the crew be taken ashore which was subsequently leaked to the press. Crozier himself was also later diagnosed with the virus. He was reassigned to a shore position and retired in March 2022.
The severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2),the cause of the COVID-19 pandemic,was detected on the aircraft carrier USS Theodore Roosevelt in March 2020 while she was at sea. Affected crew members were evacuated and the ship was ordered to Guam. The captain,Brett Crozier,wanted most of the crew to be removed from the ship to prevent the spread of the disease,but his superiors were reluctant. After several days Crozier e-mailed three of his superior officers and seven other Navy Captains,outlining a plan for the ship to be largely evacuated because the virus could not be contained on board. The letter leaked to the press,and the next day the Navy ordered most of the crew to be taken ashore,but the captain was relieved of command by Acting Secretary of the Navy Thomas Modly. Modly's order was controversial,and his later speech to the crew aboard Theodore Roosevelt was criticized. Modly resigned a few days later. By mid-April hundreds of crew members including Crozier had tested positive for the virus,and one had died.
