Julian Harston

Julian Harston (born 20 October 1942 in Nairobi, Kenya), son of Colonel Clive Harston, King's African Rifles, is an independent consultant on International Peace and Security matters. He retired as an Assistant Secretary-General in the United Nations. His last post was as the Representative of the Secretary-General in Belgrade, Serbia. Prior to this until March 2009 he was the Special Representative of the Secretary-General heading MINURSO Western Sahara.^[1]

He was for 25 years a member of Her Majesty's Diplomatic Service. He completed his secondary education at The King's School, Canterbury, England. He then earned a Bachelor of Science in Politics from the University of London and a degree in African Politics from the University of Rhodesia (University College of Rhodesia and Nyasaland).

Harston lectures all over the world to distinguished military and civilian audiences, and takes a leading role in War Games and Exercises for NATO, Pinnacle/Pyramid in Riga and for the UK, most recently Joint Venture 2018 in Cyprus, German, Serbian, Swedish, Canadian and Ugandan armed forces. He is a member of the Advisory Panel of the United Kingdom Joint Services Command and Staff College, where he mentors the Higher Command and Staff Course, and lectures at Cranfield University. In January 2012 Harston delivered a Strategic Review for the UN Security Council on UNIFIL, the peacekeeping operation in Lebanon. Harston lectures at the Ignacy Jan Paderewski Polish Institute of Diplomacy and at the NATO School in Oberammergau, and at the University of Belgrade and the Foreign Ministry Diplomatic School, and at Singidunum University. He also writes for Politika , Serbia's leading newspaper, and Nin, weekly. He is a member of the Advisory Board of www.Confluxcentre.org Belgrade.

In August 2013 he was asked to make a presentation to the government committee reviewing Swiss Security Policy in Bern Switzerland. He publishes papers on peacekeeping and international diplomacy.

Harston is a member of the East India Club and the Special Forces Club.

He is married with one son, and two step daughters and five grandchildren. His other interests include Early English Church music and a 1952 Series One Landrover.

The United Nations Transitional Administration in East Timor (UNTAET) provided an interim civil administration and a peacekeeping mission in the territory of East Timor, from its establishment on 25 October 1999, until its independence on 20 May 2002, following the outcome of the East Timor Special Autonomy Referendum. A United Nations Medal is an international decoration awarded by the United Nations (UN) to the various world countries members for participation in joint international military and police operations such as peacekeeping, humanitarian efforts, and disaster relief. The medal is ranked in militaries and police forces as a service medal. The United Nations awarded its first medal during the Korean War (1950-53). Since 1955, many additional United Nations medals have been created and awarded for participation in various United Nations missions and actions around the world.

An international decoration is a military award which is not bestowed by a particular country, but rather by an international organization such as the United Nations or NATO. Such awards are normally issued as service medals, for participation in various international military operations, and not for specific acts of heroism or bravery.

Gregory L. Schulte was the U.S. ambassador to the International Atomic Energy Agency from July 2005 through June 2009. Schulte served as the Permanent Representative of the United States to the United Nations Office at Vienna, the International Atomic Energy Agency, and other international organizations in Vienna. Assuming his post on July 13, 2005, Schulte was charged with advancing the President's agenda in countering proliferation, terrorism, organized crime, and corruption, while promoting the peaceful use of nuclear energy.

A Special Representative of the Secretary-General is a highly respected expert who has been appointed by the Secretary-General of the United Nations to represent her/him in meetings with heads of state on critical human rights issues. The United Nations Integrated Mission in East Timor (UNMIT) was established on 25 August 2006 by UN Security Council Resolution 1704. Its objectives are "to support the Government in consolidating stability, enhancing a culture of democratic governance, and facilitating political dialogue among Timorese stakeholders, in their efforts to bring about a process of national reconciliation and to foster social cohesion". In its most recent resolution on UNMIT, the Council extended its mandate until 26 February 2012. UNMIT and ISF troops left the country at the end of 2012.

United Nations Security Council Resolution 1979, adopted unanimously on April 27, 2011, after reaffirming all previous resolutions on the Western Sahara including 1754 (2007), 1783 (2007), 1813 (2008), 1871 (2009) and 1920 (2010), the Council discussed prospects for a settlement of the dispute and extended the mandate of the United Nations Mission for the Referendum in Western Sahara (MINURSO) until April 30, 2012.

Wolfgang Weisbrod-Weber was the United Nations Secretary-General's Special Representative and Head of the United Nations Mission for the Referendum in Western Sahara (MINURSO) on 15 June 2012.

The Special Representative of the Secretary-General for Western Sahara (SRSG) is appointed by the Secretary-General to lead the United Nations Mission for the Referendum in Western Sahara (MINURSO).

Abdul Hafiz is a former Lieutenant General of Bangladesh Army. He was Chief of General staff of army. He served as the Force Commander in UN peacekeeping mission in Western Sahara and Côte d'Ivoire.
