Karl Leo Schultz [1] is a retired United States Coast Guard admiral who served as the 26th Commandant of the Coast Guard from 2018 to 2022. [2] [3] [4] [5]
Schultz is a native of East Hartford,Connecticut. [6] He graduated from the United States Coast Guard Academy in 1983 with a Bachelor of Science degree in civil engineering. He then earned a Master of Public Administration from the University of Connecticut in 1992 and completed a one-year National Security Fellowship at the Kennedy School of Government in 2006. [6]
Schultz's operational assignments include Commander,Coast Guard Sector Miami as well as command tours aboard cutters Venturous,Acacia,and Farallon . Staff assignments include Chief of the Office of Congressional and Governmental Affairs;Congressional Liaison Officer to the United States House of Representatives;Liaison Officer to the United States Department of State,Bureau of International Narcotics and Law Enforcement Affairs;Assignment Officer at the Coast Guard Personnel Command,and Command Duty Officer in the Seventh Coast Guard District Operations Center in Miami. Schultz has served as Director of Operations (J3),United States Southern Command in Doral,Florida where he directed joint service military operations across the Caribbean Basin,Central and South America. Prior flag officer assignments were Commander,Eleventh Coast Guard District,where he was responsible for multi-mission operations from California to Peru,and Director of Governmental and Public Affairs at Coast Guard Headquarters in Washington,D.C.,where he was responsible for external engagement with Congress,the media,and inter-governmental entities. Schultz assumed the duties as Commander,Coast Guard Atlantic Area in August 2016. As commander,Schultz oversaw Coast Guard rescue and recovery efforts for hurricanes Harvey,Irma,Maria,and Nate in 2017. [7]
On March 8,2018,Homeland Security Secretary Kirstjen Nielsen announced that President Donald Trump intended to nominate Schultz for the position of Commandant of the United States Coast Guard,succeeding Admiral Paul F. Zukunft. [8] His nomination and promotion to admiral was confirmed by a voice vote of the United States Senate on May 9,2018. [9] Schultz relieved Zukunft on June 1,2018. [10]
In June of 2018,the House of Representatives launched an 18-month investigation into the culture of the Coast Guard,stemming from whistleblowers who alleged sexual assault,racism,bullying,and retaliation. At the conclusion of the two committee joint inquiry,called Righting The Ship,Congress concluded that the Coast Guard top brass had bullied and retaliated against an active duty female professor at the Coast Guard Academy.
On December 12,2019,in an unprecedented move,Schultz refused to appear before Congress at the Righting The Ship hearing to answer questions about the culture of abuse and cover up. Several media outlets and members of Congress in the House and Senate communicated their frustration about the culture of the Coast Guard set by leaders at the top.
After a CNN investigative reporting into a sexual assault scandal dubbed Operation Fouled Anchor,it was revealed in an overlapping timeline as the Righting Ship inquiry,that Schultz also failed to act on plans to share the findings with Congress,the Department of Homeland Security,and the public of an investigation into rape and sexual assault in the Coast Guard Academy. [11] [12] His tenure as commandant ended on June 1,2022, [13] and he retired later that day. [14] His attendance at the 40th year reunion for the Coast Guard Academy Class of 1983 in the wake of the cover-up was concerning to some attendees. [15] After listening to four women describe being sexually assaulted as U.S. Coast Guard Academy cadets,members of the United States Senate Homeland Security Permanent Subcommittee on Investigations probing a "culture of cover-up" vowed to hold past and current Coast Guard leadership accountable. [16] [17] "We're going to pursue those two individuals and others," said Sen. Richard Blumenthal,D-Conn.,chairman of the Subcommittee,referring to retired Admiral Karl L. Schultz,the former commandant of the Coast Guard,and his successor,the current commandant,Admiral Linda Fagan. [18] [19]
On 25 July 2024,the House Committee on Oversight and Accountability investigating the Coast Guard’s mishandling of serious misconduct,including racism,hazing,discrimination,sexual harassment,sexual assault,and the failure to disclose internal investigations into those issues to Congress requested that Admiral Schultz participate in a voluntary transcribed interview. The Committee stated that "[o]ne of the key questions the Committee is examining is the extent to which senior USCG leadership willfully concealed internal reports from Congress that would have informed policy changes needed to combat,and further prevent,future incidents of misconduct. As the Commandant of the Coast Guard during the finalization of [Operation Fouled Anchor],the Committee is interested in learning more about what actions you took to notify Congress or conceal misconduct. We believe that as the former Commandant of the U.S. Coast Guard,you have information that will assist us in fully understanding the extent to which USCG withheld these reports from Congress,how these incidents of misconduct were handled,and what actions USCG took regarding those responsible. We therefore request that you make yourself available voluntarily for a transcribed interview." [20]
The United States Coast Guard Academy (USCGA),located in New London,Connecticut,is the U.S. service academy specifically for the United States Coast Guard. Founded in 1876,the academy provides education to future Coast Guard officers in one of nine major fields of study.
The United States Coast Guard Auxiliary is the uniformed,civilian volunteer component of the United States Coast Guard. Congress established the unit on 23 June 1939,as the United States Coast Guard Reserve. On February 19,1941,the entity was renamed the United States Coast Guard Auxiliary. The Auxiliary's purpose is to bolster all USCG undertakings both at sea and in the sky,with the exception of tasks necessitating "direct" law enforcement or military actions. As of 2022,the U.S. Coast Guard Auxiliary boasted around 21,000 members.
Thad William Allen is a former admiral of the United States Coast Guard who served as the 23rd commandant from 2006 to 2010. Allen is best known for his performance directing the federal response to hurricanes Katrina and Rita in the Gulf Coast region from September 2005 to January 2006,and for his role as National Incident Commander of the Unified Command for the Deepwater Horizon oil spill in the Gulf of Mexico in 2010. Robert J. Papp Jr. succeeded him as Commandant on 25 May 2010.

The Homeland Security Distinguished Service Medal is a military decoration of the Department of Homeland Security,which is presented to United States Armed Forces service members for exceptionally meritorious service. The current version of the medal was established in February 2003,retroactive to March 1,2002.
Paul Frederick Zukunft is a retired admiral of the United States Coast Guard who served as the 25th commandant. He was confirmed by the U.S. Senate as the Commandant,with the rank of admiral,in May 2014 and relieved Robert J. Papp Jr. as commandant on 30 May 2014. Prior to his selection as Commandant,he served as Commander,Coast Guard Pacific Area. In this position,Zukunft was the operational commander for all U.S. Coast Guard missions within the half of the world that ranges from the Rocky Mountains to the waters off the East Coast of Africa. He concurrently served as Commander,Defense Force West and provided U.S. Coast Guard mission support to the U.S. Department of Defense and Combatant Commanders.
Sandra Leigh Stosz is a retired United States Coast Guard Vice Admiral whose final active duty assignment was as Deputy Commandant for Mission Support. Previously,she was chosen by the Commandant of the United States Coast Guard,ADM Robert J. Papp to become the superintendent of the United States Coast Guard Academy in 2011. As such,she is the first woman to lead a United States service academy. At the time of her appointment to head the Coast Guard Academy,she was the Coast Guard's director of Reserve and leadership. Stosz was confirmed as a vice admiral in May 2015.

Charles W. Ray is a retired United States Coast Guard admiral who served as the vice commandant of the Coast Guard from May 24,2018 to June 18,2021. He previously served as the Coast Guard's deputy commandant for operations.
Melissa Bert last served as the Judge Advocate General and Chief Counsel of the United States Coast Guard. Rear Admiral (RADM) Bert is the first woman to serve in this position. Prior flag assignments held by RADM Bert include the U.S. Coast Guard’s Director of Governmental and Public Affairs and Deputy Director of Operations for U.S. Northern Command.
Linda Lee Fagan was the 27th Commandant of the Coast Guard from June 2022 to January 2025. Previously,in 2021,she became the 32nd Vice Commandant of the Coast Guard and the Coast Guard's first female four-star admiral. Before that,she was the commander of the Coast Guard Pacific Area with prior terms as Coast Guard Deputy for Operations,Policy,and Capabilities;commander,First Coast Guard District;and commander,Coast Guard Sector New York. Fagan is also the Coast Guard's first Gold Ancient Trident,the officer with the longest service record in the Marine Safety Field. In April 2021,Secretary of Homeland Security Alejandro Mayorkas announced her nomination as the next Vice Commandant of the Coast Guard,succeeding Charles W. Ray. She was confirmed on June 17,2021,and assumed office on June 18.
Michael F. McAllister is a retired United States Coast Guard vice admiral who last served as commander of the Coast Guard Pacific Area and Defense Force West from June 30,2021 to July 8,2022. He most recently served as Deputy Commandant for Mission Support and,prior to that,as commander of the Coast Guard Seventeenth District.
Steven D. Poulin is a retired United States Coast Guard admiral who served as the 33rd Vice Commandant of the Coast Guard from 2022 to 2024. He most recently served as commander of the Coast Guard Atlantic Area and Coast Guard Defense Force East from 2020 to 2022. As Atlantic Area commander,he had operational control over Coast Guard missions covering the Rocky Mountains to the Arabian Gulf,covering 5 Coast Guard districts and 40 states. He previously served as director of operations for the United States Southern Command,commander of the Coast Guard First District,and Judge Advocate General and Chief Counsel of the Coast Guard.
Andrew Joseph Tiongson is a United States Coast Guard vice admiral. Vice Admiral Tiongson has served concurrently as Commander,Pacific Area and Commander,Defense Force West since 8 July 2022. He most recently served as the Director of Operations (J3) at the United States Southern Command and was previously Commander of the Coast Guard First District. In his first flag assignment,he served as the Coast Guard's Chief Financial Officer and Assistant Commandant for Resources.
