The Kestrel is an individual shoulder-launched weapon system developed by Taiwan's National Chung-Shan Institute of Science and Technology and currently in service with the Republic of China Armed Forces and Coast Guard Administration.
The launcher is made from fiber reinforced plastic (FRP) and features an optical sight as well as a mount for a night vision scope. Effective range is 400m with HEAT warhead rocket and 150m with HESH warhead rocket. [1]
Development of the Kestrel began in 2008 following a request from the Republic of China Marine Corps. Eleven tests were carried out between 2009 and 2012 and the Initial Operational Test and Evaluation occurred in 2013. [2] The Kestrel was first exhibited at the Taipei Aerospace & Defense Technology Exhibition in 2013. [1] [3]
The Kestrel entered service with the ROCMC in 2015. [2] In 2018 the Republic of China Military Police placed an order for 445 launchers. [4] As of December 2019 the ROCMP had procured 397 combat systems, 238 test systems and five training simulators. [5]
In 2019 the Coast Guard Administration placed an order for 84 launchers and 88 simulators. [6] By April 2021 many had been deployed to units garrisoned on islands in the South China Sea. [7]
The Republic of China Army has evaluated the system to replace their numerous M72 LAW systems. [8] In 2022, the Army placed an order for 5000 launchers.[ citation needed ]
The standard rocket features a high explosive anti-tank warhead. [1] The HEAT rocket has a 400m range and can penetrate 35 centimeters of armor. [7]
The development of a High Explosive Squash Head warhead began in 2012. It has been tested against brick walls and reinforced concrete. [2] This warhead is particularly effective for making mouseholes (improvised doorways) in concrete walls during urban combat. [9] The HESH rocket has a range of 150 meters and can penetrate 20-60 centimeters of reinforced concrete. [7]
A long range rocket that can reach out to 1,200m is in development. [10]
A guided missile based on existing Kestrel rockets is under development by NCSIST with an eye to providing a domestic equivalent to the FGM-148 Javelin. [10]
The Coast Guard Administration of the Ocean Affairs Council, also known as the Taiwan Coast Guard or R.O.C. Coast Guard, is charged with maintaining law and order, protecting the resources of the territorial waters of the Republic of China (Taiwan), which surrounds Taiwan, Penghu, Kinmen, Matsu Islands, Green Island, Orchid Island, Pratas Island (Tungsha/Dongsha), and Nansha Islands as well as providing a first line of defense along coastal areas against smugglers and illegal immigrants. The CGA is considered a civilian law enforcement agency under the administration of the Ocean Affairs Council of the Executive Yuan, though during emergencies it may be incorporated as part of the Republic of China Armed Forces.
The Sky Sword II, or TC-2, is a Taiwanese beyond-visual-range air-to-air missile. It has an inertial navigation system, a data-link for mid-course guidance and active radar homing for terminal guidance, beyond visual range. It also has ECCM capability and can engage multiple targets. According to Su Tzu-yun, chief executive officer at the Center for Advanced Technology at Tamkang University, they are a cost-effective design which can perform a key role in Taiwan's defense strategy, and substantially offset China's air superiority. Some details of its design were revealed for the first time at the Paris Air Show in 2015. The pulse doppler radar seeker reportedly has a detection range of 9.3 km (5.8 mi).
The Hsiung Feng I (HF-1) is an anti-ship missile system developed by the National Chung-Shan Institute of Science and Technology in Taiwan between 1975 and 1978 in response to the SY-1 missile being introduced into service with the opposing People's Liberation Army Navy.
The Hsiung Feng II is an anti-ship missile system developed by the National Chung-Shan Institute of Science and Technology (NCSIST) in Taiwan. The HF-2 is designed to be deployed aboard ships or at facilities on land. An airborne version has also been developed which can be carried by the ROC Air Force's F-CK fighters. The HF-2 has ECCM capabilities and is deployed on the ROC Navy's Cheng Kung-class and La Fayette-class frigates, as well as at several land-based sites. In 2000, plans were announced to replace the HF-2 missiles stationed on the Cheng Kung frigates with the RGM-84 Harpoon, but the budget for this was cancelled.
The Hsiung Feng III is a medium range supersonic missile with capabilities to destroy both land based targets and naval targets developed by the National Chung-Shan Institute of Science and Technology (NCSIST) in Taiwan.

The Sky Sword 1, or TC-1, is a short range infrared guided air-to-air missile. The missile has fire and forget slave-by-radar capabilities. It consists of an imaging infrared seeker, a high explosive warhead, a solid propellant motor and a guidance control unit. The seeker uses dual spectral IR and has a detection range of 18.5km. The Sky Sword 1 is also used as a surface-to-air missile by the Antelope air defence system.
The Sky Bow, or Tien Kung, are a series of surface-to-air anti-ballistic missile and anti-aircraft defense systems developed by Taiwan. The TK-2 and TK-3 are in service with the Military of the Republic of China.
The Thunderbolt-2000 is a wheeled MLRS system produced by the National Chung-Shan Institute of Science and Technology (NCSIST). It is in service with the Republic of China armed forces and was created with the intention of attacking enemy forces when disembarking from sea.
The Tuo Chiang-class corvette is a Taiwanese-designed class of fast and stealthy multi-mission corvettes built for the Republic of China (Taiwan) Navy. It is designed to counter the numerous and increasingly sophisticated People's Liberation Army Navy ships by utilizing hit-and-run tactics, and thus features clean upper structure design with very few extrusions to reduce radar signature, pre-cooled engine exhaust to reduce infrared signature, and a reduced visual signature to reduce chance of detection.

Republic of China Military Police Special Services Company is a special forces unit of the military police of the Republic of China (Taiwan). This unit is stationed at Wugu, Taipei. Little is known about this unit, since informations regarding it are classified by the Ministry of National Defense. It was formed in 1978. According to the Taipei Times the MPSSC has a standing collaboration with United States Army Special Forces which includes regular joint exercises. They also have a standing invitation to the Pacific Area Special Operations Conference hosted annually by Special Operations Command Pacific.
The Sea Oryx is a lightweight, infrared homing short-range air defense system developed for the Republic of China (Taiwan) Navy. Based on the TC-1L surface-to-air missile, it is designed to defend against anti-ship missiles, helicopters, and low flying fixed-wing jet airplanes. It is reported to have strong similarities to the American RIM-116 Rolling Airframe Missile and uses components of the Sky Sword I air-to-air missile.
