This is a list of city regions in the United Kingdom by population, area and population density. They consist of Combined authorities and combined county authorities in England, and regional city deals in Scotland and in Wales. Data is gathered by the Office for National Statistics (ONS).
Despite the terminology, which is also used by the ONS, the city regions are established on the basis of local devolution deals, which results in also less populated areas being included within this list, whilst some other major cities in the UK might be excluded. The list also does not delineate metropolitan or urban areas, which are separate concepts.

The North East Combined Authority did not exist in 2022, it is the result of a merger between the earlier non-mayoral North East Combined Authority and the North of Tyne Combined Authority, however it is included due to data for 2022 being available. In addition, new local devolution deals have been established since 2022, and they are not included in the table above. These city regions are:
There has not been a government of England since 1707 when the Kingdom of England ceased to exist as a sovereign state, as it merged with the Kingdom of Scotland to form the Kingdom of Great Britain. The Kingdom of Great Britain continued from 1707 until 1801 when it merged with the Kingdom of Ireland to form the United Kingdom of Great Britain and Ireland, which itself became the United Kingdom of Great Britain and Northern Ireland (UK) in 1922 upon independence for most of the island of Ireland.
The subdivisions of England constitute a hierarchy of administrative divisions and non-administrative ceremonial areas.
The demography of England has since 1801 been measured by the decennial national census, and is marked by centuries of population growth and urbanization. Due to the lack of authoritative contemporary sources, estimates of the population of England for dates prior to the first census in 1801 vary considerably. The population of England at the 2021 census was about 56,489,800.
The Metropolitan Borough of Sefton is a metropolitan borough of Merseyside, England. It was formed on 1 April 1974, by the amalgamation of the county boroughs of Bootle and Southport, the municipal borough of Crosby, the urban districts of Formby and Litherland, and part of West Lancashire Rural District. It consists of a coastal strip of land on the Irish Sea which extends from Southport in the north to Bootle in the south, and an inland part to Maghull in the south-east, bounded by the city of Liverpool to the south, the Metropolitan Borough of Knowsley to the south-east, and West Lancashire to the east.
The City of Milton Keynes is a unitary authority area with both borough and city status, in Buckinghamshire. It is the northernmost district of the South East England Region. The borough abuts Bedfordshire, Northamptonshire and the remainder of Buckinghamshire.
Local government in England broadly consists of three layers: civil parishes, local authorities, and regional authorities. Every part of England is governed by at least one local authority, but parish councils and regional authorities do not exist everywhere. In addition, there are 31 police and crime commissioners, four police, fire and crime commissioners, and ten national park authorities with local government responsibilities. Local government is not standardised across the country, with the last comprehensive reform taking place in 1974.
International Territorial Level (ITL) is a geocode standard for referencing the subdivisions of the United Kingdom for statistical purposes, used by the Office for National Statistics (ONS). From 2003 and until 2020 it functioned as part of the European Union and European Statistical System's geocode standard Nomenclature of Territorial Units for Statistics or NUTS.
The Nottingham Built-up Area (BUA), Nottingham Urban Area, or Greater Nottingham is an area of land defined by the Office for National Statistics as built-up land with a minimum area of 20 hectares, while settlements within 200 metres of each other are linked. It consists of the city of Nottingham and the adjoining urban areas of Nottinghamshire and Derbyshire, in the East Midlands of England. It had a total population of 729,977 at the time of the 2011 census. This was an increase of almost 10% since the 2001 census recorded population of 666,358, due to population increases, reductions and several new sub-divisions.
South Hampshire is a term used mainly to refer to the conurbation formed by the city of Portsmouth, city of Southampton and the non-metropolitan boroughs of Gosport, Fareham, Havant and Eastleigh in southern Hampshire, South East England. The area was estimated to have a population of over 1.5 million in 2013. It is the most populated part of South East England excluding London. The area is sometimes referred to as Solent City particularly in relation to local devolution, but the term is controversial.
The Core Cities Group is a self-selected and self-financed collaborative advocacy group of large regional cities in the United Kingdom outside Greater London and Edinburgh. The group was formed in 1995 and serves as a partnership of eleven city councils: Belfast, Birmingham, Bristol, Cardiff, Glasgow, Leeds, Liverpool, Manchester, Newcastle, Nottingham and Sheffield.
Local authority areas in England typically have an executive leader and a cabinet selected from the local council, similar to how the national prime minister and cabinet are selected from Parliament. In contrast, residents of some areas, or groups of areas known as combined authorities or combined county authorities, directly elect the executive mayors of their local government.
Since 1922, the United Kingdom has been made up of four countries: England, Scotland, Wales and Northern Ireland. The UK Prime Minister's website has used the phrase "countries within a country" to describe the United Kingdom.
The regions of England, formerly known as the government office regions, are the highest tier of sub-national division in England. They were established in 1994 and follow the 1974–96 county borders. They are a continuation of the former 1940s standard regions which followed the 1889–1974 administrative county borders. Between 1994 and 2011, all nine regions had partly devolved functions; they no longer fulfil this role, continuing to be used for limited statistical purposes.
A combined authority (CA) is a type of local government institution introduced in England outside Greater London by the Local Democracy, Economic Development and Construction Act 2009. CAs are created voluntarily and allow a group of local authorities to pool appropriate responsibility and receive certain devolved functions from central government in order to deliver transport and economic policy more effectively over a wider area. In areas where local government is two-tier, both must participate in the combined authority.
The South Yorkshire Mayoral Combined Authority is the combined authority for South Yorkshire in England, with powers over transport, economic development and regeneration. It covers a total area of 3,484 km2 (1,345 sq mi) with a population of 1.8 million. The four metropolitan boroughs of South Yorkshire – Sheffield, Rotherham, Doncaster and Barnsley – are full members of the authority, while the Derbyshire Dales, North East Derbyshire, Chesterfield and Bolsover districts of Derbyshire, and the Bassetlaw district of Nottinghamshire, are non-constituent members.
The Cities and Local Government Devolution Act 2016 is an Act of the Parliament of the United Kingdom that allows for the introduction of directly elected mayors to combined authorities in England and Wales and the devolution of housing, transport, planning and policing powers to them. The bill was introduced to the House of Lords by Baroness Williams of Trafford, the Parliamentary Under Secretary of State for Communities and Local Government, on 28 May 2015.
The West of England Combined Authority (WECA) is a combined authority within the West of England area, consisting of the local authorities of Bristol, South Gloucestershire, and Bath and North East Somerset. The body has its headquarters in the Redcliffe area of Bristol, and is led by the Mayor of the West of England. The most recent election for this post took place on 6 May 2021, when the Labour candidate Dan Norris was elected on a turnout of 36%.
The North East Combined Authority (NECA) is a combined authority in North East England. It has a directly-elected Mayor and seven member councils: two are unitary authorities and five are metropolitan borough councils. The combined authority's area and the separate Tees Valley devolved region occupy the wider statistical region of North East England.
