Heavy casualties occurred when submarines sank large passenger ships converted into military transports, such as the Wilhelm Gustloff , that were overloaded with soldiers, prisoners, or refugees.

While submarines were invented centuries ago, development of self-propelled torpedoes in the latter half of the 19th century dramatically increased the effectiveness of military submarines.

Initial submarine scouting patrols against surface warships sank several cruisers in the first month of World War I. Incidental submarine encounters with merchant ships were handled by signalling ships to stop, then sinking them after evacuation of the crew, in accordance with international law. After unrestricted submarine warfare began in February 1915, any ship could unexpectedly sink rapidly from the heavy underwater hull damage inflicted by torpedoes. Many large ships sank without their crews being able to alert friendly forces in time, and the submarines which sank them were too small to rescue more than a few survivors. [1]

Heavy personnel casualties continued through World War II, and there have been a few later sinkings.

Japanese destroyer Momi (1944) Destroyer of the Imperial Japanese Navy

Momi was a Matsu-class destroyer of the Imperial Japanese Navy (IJN) built during World War II. Completed in late 1944, the ship was designed as an anti-submarine escort and defended convoys between Japan and its occupied territories during the war. She was sunk with the loss of all hands on 5 January 1945 by an American torpedo bomber in the South China Sea.

Taiyō-class escort carrier Escort carrier class of the Imperial Japanese Navy

The Taiyō-class escort carrier was a group of three escort carriers used by the Imperial Japanese Navy (IJN) during World War II. Two of the ships were built as cargo liners in the late 1930s and subsequently taken over by the IJN and converted into escort carriers, while the third ship was converted while still under construction. The first ship converted, Taiyō, ferried aircraft and supplies to Japanese possessions before the start of the Pacific War in December 1941 and also served as a training ship between transport missions. Once the war began she did much the same for the newly conquered areas. Her sister ship, Un'yō did much the same in 1942. Chuyō, the last of the three to be converted, only ferried aircraft between Japan and the naval base at Truk before she was sunk by an American submarine in December 1943. Her sisters sometimes had other destinations other than Truk in 1943, but it was also their primary destination until they were damaged by American submarines in late 1943 or early 1944. After finishing their repairs in 1944, the sisters combined convoy escort duties with their transport missions and often ventured as far south as Singapore. Taiyō was the first of the pair to be sunk, torpedoed by an American submarine in August, with Un'yō following her sister a month later.

Japanese destroyer Hokaze Destroyer of the Imperial Japanese Navy

She remained in northern Japanese waters until mid-1942 when she participated in the Aleutian Islands Campaign. She was designed as an improved version of Shirataka anti-submarine netlayer. While sailing as a relief ship under Red Cross auspices in 1945, she was torpedoed by USS Queenfish (SS-393), resulting in the death of all but one of the 2,004 people aboard.
