Lucie Castets (French pronunciation: [lysikaste] ; born 3 March 1987) [1] is a French civil servant and economist. Associated with the Socialist Party, Castets was nominated by the New Popular Front (NFP) to serve as Prime Minister of France in the aftermath of the 2024 legislative election, but her candidacy was rejected by president Emmanuel Macron. [2]
Castets was born in Caen to parents who worked as psychoanalysts, and resided in Caen up until the age of 18. [1] [3] She studied at the lycée Charles-de-Gaulle in Caen, [4] and afterwards studied political economy and public law at Sciences Po. [5] [6] She received a master's degree from Sciences Po and the London School of Economics and studied Chinese at Fudan University in Shanghai, before graduating from the École nationale d'administration in 2013. [6] [7]
Castets began her career in the French civil service in 2007, working as an assistant to the cultural attaché at the Consulate-General of France in Shanghai between 2007 and 2008. [8] [9] She became involved with the World Bank in 2011, primarily working on projects involving financial intelligence. [10] In 2014, she was working at the Direction générale du Trésor within the Ministry of Economics and Finance, and then became the government commissioner to the Bureau central de tarification. [11] [12]
Between 2018 and 2020, Castets headed a section at Tracfin within the Ministry of Economics and Finance, the intelligence agency responsible for combating illegal financial circuits, money laundering, and the financing of terrorism. [13] In 2020, Castets joined the administration of mayor of Paris Anne Hidalgo, becoming an economic advisor. [1] In October 2023, she was appointed by Hidalgo to serve as Director of Finance and Purchasing in Hidalgo's office. [14] [12] [15]
Between 2014 and 2017, Castets was a lecturer of economics at Sciences Po. [13] In 2022, she became a part-time associate professor of economics at Paris Dauphine University, and has also been published in the journal Alternatives économiques . [1]
Castets was a member of the Socialist Party between 2008 and 2011, when she was a supporter of Martine Aubry and the Union of the Left. [1] [6] She has worked for the Besoin de gauche movement for Pierre Moscovici and for the Point d'ancrage think tank. [16] [17] Castets entered elected politics for the first time after being selected to stand as a candidate for the Socialist Party in the 2015 regional election in Normandy, although she was not elected. Castets left the Socialist Party in 2011, due to disagreements with the political direction that François Hollande took the party. [14] However, she remained affiliated with the party and participated in the campaign of Anne Hidalgo during the 2022 presidential election, also becoming closer to Clémentine Autain. [6]
In 2021, Castets cofounded the Nos services publics collective, which seeks to "highlight dysfunctions and make proposals" to improve public services in France. [13] She received public attention in 2022, when she questioned Stanislas Guerini on the television program Ce soir about the unwarranted use of consulting firms. [20]
In July 2024, Castets was nominated by the New Popular Front as their candidate for prime minister of France, in the aftermath of the 2024 legislative election in which the NFP won the most seats but not a majority. [21] Following her nomination, Castets said that her political priorities were reversing the pension reform by Emmanuel Macron, a tax reform to make sure that "all pay their fair share", and to improve purchasing power by raising salaries and social benefit payments. [22]
Macron dismissed her nomination, initially saying that he would not make any decisions before the end of the 2024 Summer Olympics and that "the question is not a name", but which governmental majority would be formed in the National Assembly. [23] [24] Castets rejected forming a coalition with Macron's Ensemble group due to what she said were profound disagreements, and urged Macron to accept her nomination. [25] [26] The president declined to appoint Castets again in late August because other parties said that they would topple a NFP minority government, [27] and in September appointed Michel Barnier of Les Républicains instead.
Castets is married to a woman and they have a child. [28] She played tennis for about ten years, [29] and served as ball girl at the French Open at the age of 15. [30]
Marie-Huguette Antoinette Bello is a French politician and teacher from Réunion who has served as president of the Regional Council of Réunion since 2021. Bello is the founder of the left-wing For Réunion political party, having previously been a member of the Communist Party of Réunion until the foundation of For Réunion in 2012.
Annick Girardin is a French politician of the Radical Party who served as Minister of the Sea in the government of Prime Minister Jean Castex (2020–2022), Minister of Overseas France in the government of Prime Minister Édouard Philippe (2017–2020) and Junior Minister for Development and Francophonie in the government of Prime Minister Manuel Valls (2014–2018). She had represented the islands of Saint-Pierre and Miquelon in the French Parliament, in National Assembly from 2007 to 2014, and in the Senate from 2023 to 2024.
Bernard Guy Georges Cazeneuve is a French politician and lawyer who served as Prime Minister of France from 6 December 2016 to 15 May 2017. He represented Manche's 5th constituency in the National Assembly from 1997 to 2002 and again from 2007 to 2012, in addition to the department's 4th constituency briefly in 2012 and 2017. For most of his political career, he was a member of the centre-left Socialist Party, but quit in 2022 after disagreeing with the party's decision to join an electoral coalition agreement that included the leftist La France Insoumise.

The French Socialist Party held a two-round presidential primary to select a candidate for the 2017 presidential election on 22 and 29 January 2017. It was the second open primary held by the center-left coalition, after the primary in 2011 in which François Hollande defeated Martine Aubry to become the Socialist nominee. Hollande went on to defeat incumbent Nicolas Sarkozy in the 2012 presidential election. However, because of his low approval rating, he announced that he would not seek re-election, becoming the first president of the Fifth Republic to decide not to run for a second term. The primary was contested by seven candidates, four from the Socialist Party and three representing other parties part of the left-wing electoral alliance.

The Republican and Socialist Left is a socialist political party in France. It was founded on 3 February 2019 after the merger of the Alternative for a Republican, Ecologist and Socialist Program (APRÉS) and the Citizen and Republican Movement (MRC) of Jean-Luc Laurent and Jean-Pierre Chevènement. APRÉS had been founded in October 2018 by Emmanuel Maurel and Marie-Noëlle Lienemann after their departure from the Socialist Party and was close to La France Insoumise.
Legislative elections were held in France on 12 and 19 June 2022 to elect the 577 members of the 16th National Assembly of the Fifth Republic. The elections took place following the 2022 French presidential election, which was held in April 2022. They have been described as the most indecisive legislative elections since the establishment of the five-year presidential term in 2000 and subsequent change of the electoral calendar in 2002. The governing Ensemble coalition remained the largest bloc in the National Assembly but substantially lost its ruling majority, resulting in the formation of France's first minority government since 1993; for the first time since 1997, the incumbent president of France did not have an absolute majority in Parliament. As no alliance won a majority, it resulted in a hung parliament for the first time since 1988.
Ensemble is a liberal political coalition in France created by Emmanuel Macron. Formed in November 2021 as Ensemble Citoyens, it makes up the presidential majority and includes Renaissance, Democratic Movement (MoDem), Horizons, En commun, and the Progressive Federation. The coalition included the parties Agir and Territories of Progress (TDP) until they were merged into the rebranded Renaissance. Ensemble has mainly been described as being centrist, and sometimes as centre-right on the political spectrum.
The New Ecological and Social People's Union was a left-wing electoral alliance of political parties in France. Formed on May Day 2022, the alliance included La France Insoumise (LFI), the Socialist Party (PS), the French Communist Party (PCF), The Ecologists (LE), Ensemble! (E!), and Génération.s (G.s), and their respective smaller partners. It was the first wide left-wing political alliance since the Plural Left in the 1997 French legislative election. Over 70 dissident candidates who refused the accord still ran.

The New Popular Front is a broad left-wing electoral alliance in France. It was launched on 10 June 2024 to contest the 2024 French legislative election following the gains of far-right parties in the 2024 European Parliament election in France. The Front stood in opposition to both Ensemble, the presidential camp of Emmanuel Macron, as well as the far-right National Rally.

France entered a political crisis after the 2024 French legislative election organized by the French president Emmanuel Macron in June 2024, which resulted in a hung parliament with the left-wing New Popular Front (NFP) leading a plurality of seats. The French government submitted its resignation on 15 July 2024, but was kept in place by the president pending negotiations to appoint a new prime minister to form a new government.
The Barnier government is the forty-fifth and incumbent government of France during the period of the French Fifth Republic. It was formed in September 2024 after President Emmanuel Macron appointed Michel Barnier as Prime Minister on 5 September, replacing caretaker Gabriel Attal. After the governing coalition lost its status as the largest parliamentary bloc in the July snap election, Attal tendered his resignation but was asked to continue until his successor was chosen.
