Malaysia became the 82nd member of the United Nations on 17 September 1957 (when it was then known as the Federation of Malaya). [1] Malaysia has held a rotational non-permanent seat on the United Nations Security Council for four terms, and has participated in over 30 United Nations peacekeeping missions since October 1960. [2]

History

Soon after declaring independence on 31 August 1957, Prime Minister Tunku Abdul Rahman wrote to the United Nations Secretary-General Dag Hammarskjöld to express Malaya's interest to join the United Nations. [3] On 17 September 1957, the twelfth session of the United Nations General Assembly, presided by Sir Leslie Munroe (New Zealand), unanimously agreed to admit Malaya as its 82nd member through resolution 1134(XII). [4]

Tun Dr. Ismail Abd Rahman was appointed as Malaya and Malaysia's first ambassador to the United States of America, as well as the United Nations – two posts which he held concurrently from 1957 till 1959.

On 16 September 1963, Malaya merged with the former British colonies of Singapore, North Borneo and Sarawak to form Malaysia. [5] However, less than two years after the merger, Singapore was expelled from the federation. [6]

Activities

Malaysia is a strong proponent of multilateralism and international cooperation. [7] Malaysia's presence in the United Nations, among others, is to formulate, coordinate, defend and advance Malaysia's positions and interests on all three pillars of the United Nations (Peace and Security, Human Rights and Development). [7]

General Assembly

On 17 September 1996, Razali Ismail was elected President of the United Nations General Assembly's 51st session. [8] At the time of his election, he was serving as Malaysia's ambassador to Cuba and its High Commissioner to Barbados, Jamaica, Saint Lucia, and Trinidad and Tobago. [8] He was the third representative from Southeast Asia to preside over the world body after Dr. Carlos Pena Romulo (the Philippines) and Adam Malik (Indonesia). [9] Razali Ismail presided the General Assembly's 51st session from 17 September 1996 to 15 September 1997. [8]

Malaysia served as Vice-President of the General Assembly six times – specifically at its 20th session (1965-1966), 39th session (1984-1985), 41st session (1986-1987), 46th session (1991-1992), 60th session (2005-2006), and 68th session (2013-2014). [10] In June 2022, Malaysia was elected by the Assembly to serve as Vice-President of the General Assembly at its 77th session (2022-2023). [11]

Security Council

Malaysia served as a non-permanent member of the Security Council for four terms in 1965 (with Czechoslovakia), 1989–1990, 1999–2000 and 2015–2016. [12] In 2015, Malaysia introduced a draft resolution, calling for the establishment of an international criminal tribunal, in response to the downing of Malaysia Airlines Flight 17. The resolution, however, failed to pass as a result of Russia's veto. [13]

On 23 December 2016, resolution 2334 (2016) sponsored by Malaysia made history as the first resolution adopted by the Security Council on the Israeli-Palestinian conflict in eight years. [14] Adopting the resolution with 14 votes in favor, with the United States abstaining, the Security Council reaffirmed that Israel's establishment of settlements in Palestinian territory occupied since 1967, including East Jerusalem, had no legal validity, constituting a flagrant violation under international law and a major obstacle to the vision of two States living side by side in peace and security, within internationally recognized borders. [15] The council also reiterated its demand that Israel immediately and completely cease all settlement activities in the occupied Palestinian territory, including East Jerusalem. [15]

Human Rights Council

Malaysia served as a member of the Human Rights Council twice in 2006–2009 and 2010–2013. [16] Malaysia is currently serving its third term in the Council (from 2022 until 2024) after securing 183 votes at the elections held during the 76th Session of the United Nations General Assembly on 14 October 2021. [17]

Peacekeeping and observer missions

In October 1960, Malaysia deployed its first contingent of 3,500 Malay Special Forces of the then Malayan Armed Forces to the United Nations Operation in the Congo. [2] Since then, Malaysia has participated in 39 United Nations peacekeeping operations with the deployment of nearly 40,000 peacekeepers from the Malaysian Armed Forces and the Royal Malaysian Police - a clear manifestation of Malaysia's strong commitment to shared responsibilities towards the early and peaceful resolution of conflicts. [2] As of June 2022, Malaysia ranks 25th out of 121 troop-contributing countries. [18]

Malaysia also participated in other UN-mandated missions such as the Protection Force in Bosnia and Herzegovina, Mission in East Timor, Transition Assistance Group in Namibia, International Security Assistance Force in Afghanistan (ISAF), United Nations Transition Assistance Group, Interim Force in Lebanon, Operation in Somalia, and the International Monitoring Team (IMT) in Mindanao. [2]

Through the Malaysian Peacekeeping Centre (MPC), Malaysia is committed to provide training and capacity building on multi-dimensional peacekeeping for international military, police and civilian personnel who will be embarking on UN peacekeeping missions in conflict areas around the world. [2]

Disarmament

Malaysia consistently advocates for the cause of nuclear disarmament in the international fora, and supports all efforts towards the total elimination of nuclear weapons. [19]

From 27 April to 22 May 2019, Malaysia, represented by Ambassador Syed Mohamad Hasrin Aidid, chaired the third and final preparatory committee for the 2020 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). [20] The NPT has played an invaluable role in the preservation of international peace and security for the past five decades, by preventing the proliferation of nuclear weapons, and imposing a legal obligation on the five Nuclear Weapon States to eliminate their nuclear arsenals, towards a nuclear-weapon-free world. [19]

2020 marked the 50th anniversary since the Treaty's entry into force in 1970, and the 25th anniversary of its indefinite extension in 1995. [19] The 10th NPT Review Conference, initially scheduled to take place from 27 April until 22 May 2020, was postponed to a later date [21] in view of the COVID-19 pandemic. The Review Conference was eventually held at the United Nations Headquarters in New York from 1 to 26 August 2022. [22] Malaysia, represented by Ambassador Syed Mohamad Hasrin Aidid, chaired Main Committee I on Nuclear Disarmament at the Conference.

Representation

Malaysia has three permanent missions to the United Nations. [23] Ambassador Dato’ Dr. Ahmad Faisal Muhamad heads the Malaysian Mission in New York [24] and Ambassador Ikram Mohd Ibrahim [25] heads the Malaysian Mission in Vienna. [26] The post of the Permanent Representative of Malaysia to the United Nations in Geneva [27] is currently vacant.

UN Agencies in Malaysia

There are seven UN agencies with a physical presence in Malaysia namely the United Nations Development Programme (UNDP), United Nations High Commissioner for Refugees (UNHCR), United Nations Population Fund (UNFPA), United Nations Children's Fund (UNICEF), World Health Organization (WHO), United Nations University (UNU) and the World Food Programme (WFP). [28]

Financial contribution

In 2023, Malaysia contributed USD10.18 million to the United Nations regular budget and was included in the year's Honour Roll. [29]

The United Nations Security Council (UNSC) is one of the six principal organs of the United Nations (UN) and is charged with ensuring international peace and security, recommending the admission of new UN members to the General Assembly, and approving any changes to the UN Charter. Its powers as outlined in the United Nations Charter include establishing peacekeeping operations, enacting international sanctions, and authorizing military action. The UNSC is the only UN body with the authority to issue binding resolutions on member states.

Razali bin Ismail is a Malaysian diplomat. He is formerly the Chairman of the Human Rights Commission of Malaysia (SUHAKAM) from 2016 to 2019. He was also the 51st President of the United Nations General Assembly from 1996 until 1997.

<span class="mw-page-title-main">United Nations Security Council Resolution 825</span> 1993 UN resolution

United Nations Security Council resolution 825, adopted on 11 May 1993, called upon the Democratic People's Republic of Korea to reconsider its decision to withdraw from the Treaty on the Non-Proliferation of Nuclear Weapons and allow weapons inspectors from the International Atomic Energy Agency (IAEA) into the country, after it had previously refused entry.

Brazil is a founding member of the United Nations and participates in all of its specialized agencies. Brazil is among the twenty top contributors to United Nations peacekeeping operations, and has participated in peacekeeping efforts in the Middle East, the former Belgian Congo, Cyprus, Mozambique, Angola, and more recently East Timor and Haiti. Brazil has been regularly elected as a non-permanent member to the Security Council since its first session in 1946 and is now among the most elected UN member states to the UNSC. Brazil was voted to become a member of the 15-country UN Security Council for a two-year term, in 2022-23.

United Nations Security Council resolution 1540 was adopted unanimously on 28 April 2004 regarding the non-proliferation of weapons of mass destruction. The resolution establishes the obligations under Chapter VII of the United Nations Charter for all member states to develop and enforce appropriate legal and regulatory measures against the proliferation of chemical, biological, radiological, and nuclear weapons and their means of delivery, in particular, to prevent the spread of weapons of mass destruction to non-state actors.

United Nations Security Council Resolution 1887, adopted unanimously on 24 September 2009, the Council addressed non-proliferation and the prevention of the spread of weapons of mass destruction in the world.

India was among the charter members of the United Nations that signed the Declaration by United Nations at Washington, D.C., on 1 January 1942 and also participated in the United Nations Conference on International Organization at San Francisco from 25 April to 26 June 1945. As a founding member of the United Nations, India strongly supports the purposes and principles of the UN and has made significant contributions in implementing the goals of the Charter, and the evolution of the UN's specialised programmes and agencies.

The 2010 Review Conference for the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) was held at United Nations Headquarters in New York City from 3 to 28 May 2010. The President of the Review Conference is Ambassador Libran N. Cabactulan of the Philippines. UN Secretary-General Ban Ki-moon used the opening of the conference to note that "sixty five years later, the world still lives under the nuclear shadow".

<span class="mw-page-title-main">Middle East nuclear weapon free zone</span>

The Middle East nuclear weapon free zone (MENWFZ) is a proposed agreement similar to other nuclear-weapon-free zones. Steps towards the establishment of such a zone began in the 1960s led to a joint declaration by Egypt and Iran in 1974 which resulted in a General Assembly resolution. Following the 1995 NPT Review Conference, the International Atomic Energy Agency (IAEA) held a series of meetings involving experts and academics to consider ways to advance this process.

Sylvester E. Rowe is a former Ambassador and Deputy Permanent Representative of Sierra Leone to the United Nations. He joined the Mission in 1997 as an adviser after a distinguished career in the United Nations Secretariat spanning three decades during which he served in several capacities including head of the UN Radio and Television Services; a speech writer and Spokesman for the President of the 39th session of the UN General Assembly (1984–85), and a member of the panel of counsel in the UN administration of justice system – the Joint Appeals Board and the Administrative Tribunal. In 1994 he served as a resource person in Ambassador Brahimi's special mission on behalf of the Secretary-General of the United Nations, to Liberia and the ECOWAS Chair in Ghana, aimed at facilitating implementation of the Cotonou Peace Agreement for Liberia.

The People's Socialist Republic of Albania joined the United Nations on 14 December 1955, and has participated in several UN peacekeeping operations. The current Representative of Albania in the UN is Mr. Ferit Hoxha. Albania is a non-permanent member of the 15-country UN Security Council for the two-year term (2022–2023).

The Republic of Kazakhstan became a member of the United Nations on March 2, 1992. Kazakhstan was elected to serve on the UN Security Council for the 2017–2018 term. UN Secretary-General António Guterres in remarks to the UNSC recognized Kazakhstan's work to rid the world of weapons of mass destruction and global non-proliferation efforts.

The Republic of Türkiye is one of the 51 founding members of the United Nations when it signed the United Nations Conference on International Organization in 1945.
