Mandla Jeffrey Msibi (born 14 December 1975) is a South African politician and educator who has been a Member of the Mpumalanga Provincial Legislature since May 2019. He was the MEC for Cooperative Governance and Traditional Affairs from May 2019 to February 2021,theMEC for Agriculture,Rural Development,Land and Environmental Affairs from February 2021 until his dismissal in October 2021 and the MEC for Co-operative Governance and Traditional Affairs from October 2022 until June 2024. Prior to serving in the legislature,he was the speaker and a councillor in the Mbombela Local Municipality. Msibi is a member of the African National Congress.
On 2 April 2022,he was elected as the provincial treasurer of the ANC in Mpumalanga,despite the ANC's "step aside" rule for all members who have been criminally charged. At the time,Msibi faced charges of murder and attempted murder. He stepped aside from the position on 5 April. In September 2022,the murder charges were provisionally withdrawn.
Msibi was born on 14 December 1975 in Daantjie in the Transvaal Province,now Mpumalanga. He attended Lekazi Central High School. He achieved a senior teacher's diploma from the Elijah Mango College of Education. Msibi obtained a certificate in negotiation skills and basic business skills from the University of Potchefstroom before attaining a certificate in executive leadership from the University of Pretoria. Msibi was an educator for the education department. He later found employment as a youth commissioner in the office of the Premier of Mpumalanga. In March 2006,he was elected as a councillor in the Mbombela Local Municipality. He took over as the speaker of the municipality following the 2016 municipal elections. [3]
On 22 May 2019,Msibi became a member of the provincial legislature. Premier Refilwe Mtsweni-Tsipane appointed him to the post of MEC for Cooperative Governance and Traditional Affairs. He assumed office on 29 May. [4] [5]
On 24 February 2021,Msibi was moved to the Agriculture,Rural Development,Land and Environmental Affairs portfolio of the executive council. [6]
On 12 October 2021,Mtsweni-Tsipane fired Msibi as MEC for Agriculture,Rural Development,Land and Environmental Affairs as he faced murder and attempted murder charges. He remained as an ordinary ANC member of the provincial legislature. [7]
On 25 March 2022,the provincial African National Congress Women's League in Mpumalanga nominated Msibi for ANC provincial treasurer ahead of the party's provincial elective conference from 1–3 April 2022,despite the party's "step aside" rule for all members with criminal charges to stand back from all party activities until their cases have been resolved. [8] ANC NEC member Dakota Legoete did however say that Msibi was allowed to contest the position at the conference. [9]
On 2 April,Msibi was officially nominated in absentia for the provincial treasurer position. He was elected with 442 votes,defeating Norah Mahlangu who received only 271 votes. [10] He is however ineligible to serve,given the criminal charges against him. The ANC coordinator in the office of the secretary-general,Gwen Ramokgopa,described his election as disappointing as the "step aside" rule had failed to translate to branches and said that the ANC NEC will likely engage with him and possibly ask him to contemplate resigning from the position as Ramokgopa described the newly elected provincial leadership as incomplete and "limping" without him. [11] On 5 April 2022,he stepped aside after the national ANC treasurer-general Paul Mashatile reminded him of the step-aside resolution in a letter dated 3 April. [12]
On 5 September 2022,the NPA provisionally withdrew the murder charges against him,meaning he could assume his duties as ANC provincial treasurer. [13] He was appointed as MEC for Co-operative Governance and Traditional Affairs on 7 October 2022. [14] Following the 2024 provincial election,the newly elected premier Mandla Ndlovu did not appoint Msibi to his Executive Council. [15]
In July 2017,Msibi was accused of vandalising a vehicle that belonged to a councillor. He was then accused of breaking into and vandalising a house in August. Msibi was also accused of attempted murder and the assault of a person who was left partially disabled after the ordeal. [16] He was also accused of wrecking a BMW X5. In February 2018,he was arrested in Pienaar outside Mbombela for malicious damage to property after he allegedly retaliated against community members who accused him of being corrupt. [17]
Msibi and his co-accused,Njabulo Mkhonto and Anele Sonke Mnisi,are currently facing two counts of murder and one of attempted murder relating to the fatal shooting of Dingaan Ngwenya and Sindela Lubisi and the wounding of a third person at the Cayotes Shisa Nyama in Nelspruit on 22 August 2021. On 11 October 2021,Msibi handed himself over to police and has since remained in police custody. He and his co-accused appeared in the Nelspruit Magistrate's Court on 12 October 2021 [18] There was a bomb scare at Msibi's bail hearing in court on 13 October. [19] He was later granted bail on 19 October. [20] On 24 February,the Nelspruit Magistrate's Court postponed the trial to 1 March 2022 as to give the National Prosecuting Authority (NPA) enough time to establish its charge sheet against Msibi and his co-accused. [21]
On 5 September 2022,the murder charges against Msibi were provisionally withdrawn. [22]
David Mabuza is a South African politician who served as deputy president of South Africa from February 2018 to February 2023. He was the deputy president of the African National Congress (ANC) from December 2017 to December 2022 and was previously the premier of Mpumalanga from 2009 to 2018,throughout the presidency of his former political ally Jacob Zuma. Mabuza served as a Member of Parliament from 2018 until his resignation in 2023.
Refilwe Maria Tsipane,known as Refilwe Mtsweni-Tsipane,is a South African politician and a party member of the African National Congress (ANC),who has served as the 7th Chairperson of the National Council of Provinces since 2024. Prior to serving in parliament,she served as the 5th Premier of Mpumalanga between 2018 and 2024. She succeeded former Premier David Mabuza after he was appointed Deputy President of South Africa. Mtsweni-Tsipane was also a Member of the Mpumalanga Provincial Legislature and previously served as the MEC for Co-operative Governance and Traditional Affairs.
Vusumuzi Robert Shongwe is a South African politician who is currently serving in the Mpumalanga Provincial Legislature. He formerly served in the Executive Council in Mpumalanga province. Between September and November 2015,Shongwe served as acting Premier of Mpumalanga while Premier David Mabuza was on sick leave. He is a member of the African National Congress and was formerly treasurer of the party's provincial executive committee in Mpumalanga,previously the chairperson of the ANC in the Gert Sibande region.
Leonah Lindiwe Ntshalintshali is a South African politician who has been Deputy Minister of Correctional Services and a member of the National Assembly of South Africa since 2024,representing the African National Congress. She was previously Mpumalanga's Member of the Executive Council for Arts,Sports,Culture and Recreation from 2019 to 2021 before serving as the MEC for Social Development from 2021 until 2024. Ntshalintshali was Mayor of Witbank's Emalahleni Local Municipality from 2015 to 2018.
Tsietsi Peter Nyoni is a South African politician and a member of the African National Congress (ANC) who currently serves as the Deputy Director-General for the Mpumalanga Provincial Government. He previously served as one of the executive directors for the Mpumalanga Human Settlements Department until he was removed in 2013 from the position by then Premier David Mabuza. He was appointed to head the Department of Co-operative Governance and Traditional Affairs in the province in August 2016 until February 2020 when current Premier Refilwe Mtsweni-Tsipane made him the provincial government's Deputy Director-General.
Sasekani Janet Manzini is a South African politician who currently serves as the MEC for Health in the Mpumalanga provincial government,appointed in July 2018 as well as the Provincial spokesperson of the African National Congress (ANC) in Mpumalanga. She was elected to serve on the ANC's provincial executive committee (PEC) in December 2015 from the position of provincial African National Congress Youth League (ANCYL) secretary. Manzini served as the MEC for the provincial Department of Public Works,Roads and Transport from August 2016 to July 2018. She has been a member of the Mpumalanga Provincial Legislature since February 2016.
Petrus Simon "Pat" Ngomane is a South African politician. A member of the African National Congress,he was elected to the Mpumalanga Provincial Legislature in May 2014. He served as the Member of the Executive Council (MEC) for Community Safety,Security and Liaison from August 2016 until May 2019,when he was appointed MEC for Finance,Economic Development and Tourism. Ngomane served in the position until an executive council reshuffle in February 2021.
Mohita Latchminarain is a South African politician from Mpumalanga who served as the Member of the Executive Council (MEC) for the Mpumalanga Department of Public Works,Roads and Transport from February 2021 until October 2022. She has been a Member of the Mpumalanga Provincial Legislature since May 2019. Latchminarain is a member of the governing African National Congress.
Bonakele Amos Majuba is a South African politician and educator who has served as the MEC for Finance in Mpumalanga since June 2024. Previously,he served as the MEC for Education from May 2019 until June 2024. A member of the African National Congress,he has been a Member of the Mpumalanga Provincial Legislature since May 2009. Majuba was the deputy speaker of the provincial legislature between March 2018 and May 2019.

Blessing Thandi Shongwe is a South African politician. She formerly served as Speaker of the Mpumalanga Provincial Legislature from 2014 until March 2018,when she was first appointed to the Mpumalanga Executive Council as the MEC for Culture,Sport and Recreation. Following the 2019 election,she was moved to the Social Development portfolio before returning as the MEC for Culture,Sport and Recreation in February 2021. She left the provincial legislature in May 2024. She is a member of the African National Congress (ANC).

She was appointed Speaker of the Provincial Legislature in March 2021. Masilela was appoinrted Member of the Executive Council (MEC) for Economic Development and Tourism in June 2024.
Mzikayifani Andries Gamede is a South African politician who served in the Mpumalanga Executive Council from February 2013 until May 2019,when he declined to stand for re-election to the Mpumalanga Provincial Legislature. A member of the African National Congress (ANC),he served as Member of the Executive Council (MEC) for Human Settlements from 2013 to 2014 and as MEC for Agriculture,Rural Development,Land and Environmental Affairs from 2014 to 2019. He is also a former mayor of Mkhondo Local Municipality and of Gert Sibande District Municipality,and he founded the Independent Community Movement Association,which is active in that region.
Nomsa Sammy Mtsweni is a South African politician who has represented the African National Congress (ANC) in the Mpumalanga Provincial Legislature and the National Assembly,including as a Member of the Mpumalanga Executive Council from 2004 to 2007 and from 2014 to 2016. She has also served as Mayor of Thembisile Hani Local Municipality and Dr JS Moroka Local Municipality.
Michael "Ngrayi" Ngwenya is a South African politician from Mpumalanga. He was Regional Chairperson of the African National Congress (ANC) in Ehlanzeni,Mpumalanga from 2011 to 2019,in which capacity he was an influential ally of Premiers David Mabuza and Refilwe Mtsweni-Tsipane. In July 2021,he was suspended from the party for five years because of his role in organising a political rally in support of former President Jacob Zuma. Nicknamed 'Lomdzala',Ngwenya joined the Economic Freedom Fighters (EFF) in June 2023. Immediately after Joining EFF,the ANC offices in Drikoppies,Mpumalanga rebranded from the traditional ANC colours to EFF colours and logo.He has successfully established eff at Nkomzazi changing the minds of old people whom were captured by the Corrupt ANC. Ngrayi Ngwenya is currently a fighter until God remembers him.
