Mandla Isaac Rayi (born 1959) is a South African politician who has served in the National Council of Provinces as a permanent delegate representing the African National Congress from the Eastern Cape since 2014. As of June 2019, he is the chairperson of the Select Committee on Trade and Industry, Economic Development, Small Business Development, Tourism, Employment and Labour.

Background

Rayi had previously served as the provincial secretary of the Congress of South African Students in the Eastern Cape as well as the provincial secretary for the Chemical, Energy, Paper, Printing, Wood and Allied Workers' Union in the same province. [1]

Parliamentary career

First term: 2014–2019

After the 2014 general election, Ray was elected to represent the African National Congress in the National Council of Provinces as a permanent delegate from the Eastern Cape. [2]

From June 2014 to 18 August 2016, Rayi served as an alternate member of the Select Committee on Land and Mineral Resources, the Select Committee on Communications and Public Enterprises and the Select Committee on Trade and International Relations. From 18 August 2016 onwards, he was a member of the Select Committee on Economic and Business Development. He was also an alternate member of the Select Committee on Communications and Public Enterprises and the Select Committee on Land and Mineral Resources from March to May 2019. [1]

Second term: 2019–present

Rayi returned to the NCOP after the 2019 general election, and was selected to chair the Select Committee on Trade & Industry, Economic Development, Small Business Development, Tourism, Employment & Labour. [3] In addition to serving as committee chair, he also serves on the Joint Committee on Ethics and Members Interests, the Joint Standing Committee on Financial Management of Parliament, the Select Committee on Appropriations, the Select Committee on Finance, and the Select Committee on Transport, Public Service and Administration, Public Works and Infrastructure. [1]

In September 2019, Rayi condemned attacks on truck drivers and said: "This is not only a crime against truck drivers, but also against the economy, at a time when faster and rapid growth is required. It is critical that law enforcement work hard to find the culprits and act accordingly to stop this thuggish behaviour." [4] In July 2022, Rayi lauded president Cyril Ramaphosa's plans to stabilise electricity generation in South Africa. [5]

Yvonne Nkwenkwezi "Pinky" Phosa is a South African politician who served as a Member of the National Assembly for the African National Congress from 2014 until 2019. She was the chairperson of parliament's Standing Committee on Appropriations from 2016 until 2019. Before her election to Parliament, she served in the Mpumalanga provincial government. Phosa is the wife of former ANC treasurer-general and previous Mpumalanga premier Mathews Phosa.

Rosemary Nokuzola Capa, also known as Zoleka Capa, is a South African politician who has served as the Deputy Minister of Agriculture, Rural Development and Land Reform since August 2021. She was Deputy Minister of Small Business Development from May 2019 to August 2021. A member of the African National Congress, she has been a Member of the National Assembly since May 2014. From June 2014 to May 2019, she was the chairperson of the Portfolio Committee on Social Development.

Priscilla Tozama Mantashe was a South African politician from the Eastern Cape. A member of South Africa's governing party, the African National Congress, she served as a Member of the National Assembly of South Africa from 2014 until her death in 2021. She was the sister of Gwede Mantashe, the ANC's national chairperson and the Minister of Mineral Resources and Energy.

Isaac Mbulelo Sileku is a South African politician who has been a Member of the Western Cape Provincial Parliament since 2022. A member of the Democratic Alliance, he previously served as the Deputy Executive Mayor of the Theewaterskloof Local Municipality from 2016 until 2019 and as a Permanent Delegate to the National Council of Provinces from the Western Cape from 2019 to 2022.

He is a member of the Gauteng provincial delegation representing the African National Congress. Dangor had previously served as South Africa's ambassador to Libya, Syria, and Saudi Arabia.

Eric Riaan Landsman is a South African politician who has served as a Permanent Delegate to the National Council of Provinces from the North West since May 2019. Landsman is a member of the African National Congress.

Bonisile Alfred Nesi was a South African politician and anti-apartheid activist. A member of the African National Congress, he was elected a Member of the Eastern Cape Provincial Legislature in 2004. He was elected to the National Council of Provinces as a permanent delegate from the Eastern Cape in 2009. From 2014 he was a member of the South African National Assembly.

Mbulelo Jonathan Magwala is a South African politician who has been a Permanent Delegate to the National Council of Provinces from the Western Cape since 2023. Magwala serves as the third Provincial Secretary of the Economic Freedom Fighters, as of October 2022.

Mandla Makupula was a South African politician who served as the Eastern Cape's Member of the Executive Council (MEC) from November 2010 until his death in October 2018. He had represented the African National Congress (ANC) in the Eastern Cape Provincial Legislature since 1999.

Shahidabibi Shaikh is a South African politician who has been the Chairperson of the Select Committee on Security and Justice in the National Council of Provinces since 2019. A member of the African National Congress, she has been a permanent delegate to the NCOP from Limpopo since 2019. Shaikh had previously served in the Limpopo Provincial Legislature from 2014 to 2019.
