Cecilia Sylvia Nxumalo (born 24 September 1970) is a South African politician from Mpumalanga. She has represented the African National Congress in the National Council of Provinces since June 2024.
Nxumalo was formerly the mayor of Bushbuckridge Local Municipality between August 2016 and June 2024. She entered professional politics as a local councillor in Bushbuckridge in 2006 and was elected as mayor in the 2016 local elections.
Nxumalo was born on 24 September 1970. [1] She began her professional political career in 2006 as a local councillor in the Bushbuckridge Local Municipality in Mpumalanga Province. [2] The municipality was a stronghold of her political party,the African National Congress (ANC),and Nxumalo went on to serve as the council's first woman chief whip. [2]
She was elected to her third consecutive term as a councillor in the August 2016 local elections,in which she served as the ANC's head of elections in municipalities across Mpumalanga. [3] After the election,on 9 August 2016,the ANC announced that it would support her for election as mayor of Bushbuckridge. [3] [4] She held the mayoral office for the next eight years,gaining re-election in the November 2021 local elections and becoming the town's longest-serving mayor. [2] During that time she was also one of three deputy provincial chairpersons of the Mpumalanga branch of the South African Local Government Association,having gained election to that office in October 2016. [5]
During Nxumalo's first year as mayor,Bushbuckridge received a clean audit from the Auditor-General and was honoured by the Chartered Institute of Government Finance,Audit and Risk Officers as the South African municipality with the best improvement in annual audit outcomes. [6] Over the next five years Nxumalo launched a number of infrastructure initiatives in the town,including a new R8.1-million water reticulation and purification system on the Sabie River,constructed in collaboration with the Kruger National Park, [7] and an R11-million paved road connecting Malubane village to the R536. [8] In February 2019 she announced that the Bushbuckridge Local Municipality had terminated its contract with Rand Water and henceforth would in-source municipal bulk water supply in order to save costs. [9]
Nxumalo later said that she had taken office with a single-minded intention "to speed up the service delivery vehicle". [10] However,Bushbuckridge residents continued to lodge violent service delivery protests throughout her mayoral term,including in Ga-Modibidi in 2019, [11] in Mapulaneng in 2021, [12] in Marongwane in 2022, [13] and in Acornhoek in 2023. [14] [15]
In the May 2024 general election,Nxumalo stood as an ANC candidate,ranked 34th on the party list for election to the Mpumalanga Provincial Legislature. [1] She was not elected to the provincial legislature but instead became an ANC delegate to the Mpumalanga caucus of the National Council of Provinces (NCOP),the upper house of the South African Parliament. [16] She vacated her mayoral office when she was sworn in to Parliament on 15 June 2024. [17]
She was appointed as the whip of the NCOP's Mpumalanga delegation, [18] and she also became the ANC's whip in the Select Committee on Finance and Select Committee on Appropriations. [16] In addition,with Patrick Mabilo and Makhi Feni,she was one of three members whom the NCOP designated to serve on the Magistrates Commission as a parliamentary representative. [19]
General elections were held in South Africa on 8 May 2019 to elect a new President,National Assembly and provincial legislatures in each province. These were the sixth elections held since the end of apartheid in 1994 and determined who would become the next President of South Africa.
Refilwe Maria Tsipane,known as Refilwe Mtsweni-Tsipane,is a South African politician and a party member of the African National Congress (ANC),who has served as the 7th Chairperson of the National Council of Provinces since 2024. Prior to serving in parliament,she served as the 5th Premier of Mpumalanga between 2018 and 2024. She succeeded former Premier David Mabuza after he was appointed Deputy President of South Africa. Mtsweni-Tsipane was also a Member of the Mpumalanga Provincial Legislature and previously served as the MEC for Co-operative Governance and Traditional Affairs.
Raesetja Jane Sithole is a South African politician. She has been serving as a Member of the Mpumalanga Provincial Legislature since May 2014. Sithole is also the Provincial Leader of the Mpumalanga Democratic Alliance.
Busisiwe Paulina "Busi" Shiba is a South African politician who was the Mpumalanga MEC for Agriculture,Rural Development,Land and Environmental Affairs from 2022 to 2024. She previously served as the Mpumalanga MEC for Cooperative Governance and Traditional Affairs from 2021 to 2022,as the Speaker of the Mpumalanga Provincial Legislature from 2019 to 2021 and as the MEC for Social Development from 2016 to 2019. Shiba is a member of the African National Congress (ANC).
Vusumuzi Robert Shongwe is a South African politician who is currently serving in the Mpumalanga Provincial Legislature. He formerly served in the Executive Council in Mpumalanga province. Between September and November 2015,Shongwe served as acting Premier of Mpumalanga while Premier David Mabuza was on sick leave. He is a member of the African National Congress and was formerly treasurer of the party's provincial executive committee in Mpumalanga,previously the chairperson of the ANC in the Gert Sibande region.
Leonah Lindiwe Ntshalintshali is a South African politician who has been Deputy Minister of Correctional Services and a member of the National Assembly of South Africa since July 2024,representing the African National Congress. She was previously Mpumalanga's Member of the Executive Council for Arts,Sports,Culture and Recreation from 2019 to 2021 before serving as the MEC for Social Development from 2021 until 2024. Ntshalintshali was Mayor of Witbank's Emalahleni Local Municipality from 2015 to 2018.
Tsietsi Peter Nyoni is a South African politician and a member of the African National Congress (ANC) who currently serves as the Deputy Director-General for the Mpumalanga Provincial Government. He previously served as one of the executive directors for the Mpumalanga Human Settlements Department until he was removed in 2013 from the position by then Premier David Mabuza. He was appointed to head the Department of Co-operative Governance and Traditional Affairs in the province in August 2016 until February 2020 when current Premier Refilwe Mtsweni-Tsipane made him the provincial government's Deputy Director-General.
Sasekani Janet Manzini is a South African politician who currently serves as the MEC for Health in the Mpumalanga provincial government,appointed in July 2018 as well as the Provincial spokesperson of the African National Congress (ANC) in Mpumalanga. She was elected to serve on the ANC's provincial executive committee (PEC) in December 2015 from the position of provincial African National Congress Youth League (ANCYL) secretary. Manzini served as the MEC for the provincial Department of Public Works,Roads and Transport from August 2016 to July 2018. She has been a member of the Mpumalanga Provincial Legislature since February 2016.
Alexandra Jennifer Beukes is a South African politician who has been a Member of Parliament in the National Assembly since 12 June 2019. Prior to serving in the National Assembly,she was a Member of the Northern Cape Provincial Legislature and the mayor of the Khâi-Ma Local Municipality. Beukes is a member of the African National Congress.
Violet Sizani Siwela was a South African politician from Mpumalanga. She was a Member of the National Assembly,where she chaired the Portfolio Committee on Small Business Development,and a member of the National Executive Committee of the African National Congress (ANC). She served in the Mpumalanga Provincial Legislature until May 2019.
Mandla Padney Ndlovu is a South African politician who has served as the sixth Premier of Mpumalanga since June 2024. Between October 2022 and June 2024,he served as Mpumalanga's Member of the Executive Council (MEC) for Public Works,Roads and Transport. He previously served as the MEC for Cooperative Governance and Traditional Affairs May 2022 until October 2022. He has been a member of the Mpumalanga Provincial Legislature since May 2022. Ndlovu is the provincial chairperson of the African National Congress in Mpumalanga.
Farhat Essack is a South African politician who has been a Democratic Alliance (DA) Member of the National Assembly of South Africa since April 2022. Esaack had previously served as a Thaba Chweu Local Municipality councillor from 1996 to 2014 and as a Permanent Delegate to the National Council of Provinces from Mpumalanga from 2014 to 2019.
Hildegard Sonja Boshoff is a South African politician who has served as a permanent delegate to the National Council of Provinces from Mpumalanga twice,from 2013 to 2014 and again since 2019. She served as a member of the National Assembly from 2014 to 2019. Boshoff is a member of the Democratic Alliance.
The Executive Council of Mpumalanga is the cabinet of the executive branch of the provincial government in the South African province of Mpumalanga. The Members of the Executive Council (MECs) are appointed from among the members of the Mpumalanga Provincial Legislature by the Premier of Mpumalanga,an office held since June 2024 by Mandla Ndlovu.

Archibold Jomo Nyambi is a South African politician from Mpumalanga. He has been House Chairperson of Committees in the National Council of Provinces (NCOP) since 2014. Before joining the NCOP in 2009,he served in the National Assembly from 2006 to 2009.
