It is the sixth municipal election held in South Africa since the end of apartheid in 1994,held every five years. The previous municipal elections were held in 2016. On 21 April 2021,President Cyril Ramaphosa announced that the elections will be held on Wednesday,27 October 2021. It had been recommend by Dikgang Moseneke to delay the municipal elections until 2022. The Electoral Commission of South Africa (IEC) requested the Constitutional Court to support the date postponement. The Economic Freedom Fighters (EFF) supported the date postponement while the Democratic Alliance (DA) was against the postponement of the date. The Constitutional Court dismissed the application to postpone the date until 2022,ruling that they had to take place between 27 October and 1 November. On 9 September 2021,the Minister of Cooperative Governance and Traditional Affairs,Nkosazana Dlamini-Zuma announced that the elections would be held on 1 November.
Andile Lungisa is a South African politician and the former deputy president of the African National Congress Youth League (ANCYL). Lungisa is also the former chairperson of the National Youth Development Agency (NYDA) of South Africa as well as the former President of the Pan-African Youth Union (PYU) and councillor of the ANC at the Nelson Mandela Bay Metropolitan Municipality in Port Elizabeth. He was released from prison on 1 December 2020 after serving only two months of his two-year prison sentence for assaulting an opposition councillor during a brawl in a council session.
Retief Odendaal is a South African politician who served as the Mayor of Nelson Mandela Bay from 21 September 2022 until his removal in a motion of no confidence on 26 May 2023. The Nelson Mandela Bay Metropolitan Municipality council consists of one hundred and twenty members elected by mixed-member proportional representation. Sixty councillors are elected by first-past-the-post voting in sixty wards,while the remaining sixty are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
Eugene Johnson is a South African politician and businesswoman who has served as the speaker of the Nelson Mandela Bay Council since May 2023. She served as the Executive Mayor of the Nelson Mandela Bay Metropolitan Municipality from 2021 until 2022. She had previously served as a councillor in Nelson Mandela Bay from 2005 to 2010. Johnson is a member of the African National Congress.
Babalwa Lobishe is a South African politician who has been the deputy mayor of Nelson Mandela bay since 2023. She represented the African National Congress (ANC) in the Eastern Cape Provincial Legislature from 2019 until 2023. In December 2021,she was additionally elected as Regional Chairperson of the ANC's branch in Nelson Mandela Bay.
Litho Suka is a South African politician and former educator who served as a councillor of Nelson Mandela Bay from 2015 until 2021. He was chief whip of council between 2015 and 2016. Prior to serving in council,Suka was a Permanent Delegate to the National Council of Provinces from 2014 to 2015 and before that,a member of the National Assembly of South Africa from 2009 to 2014. Suka had served as a member of the Eastern Cape Provincial Legislature from 1994 until 2009. He is a member of the African National Congress.
Malcolm John Figg is a South African politician currently serving as a Nelson Mandela Bay councillor for the Democratic Alliance. He had previously served as the municipality's Member of the Mayoral Committee (MMC) for Budget and Treasury from 2020 to 2021. From 2014 to 2019,he was a Member of the National Assembly of South Africa. Figg served as the DA's shadow minister for public works from 2017 to 2019.
Leander Kruger is a South African politician and lawyer who has served as a member of the Eastern Cape Provincial Legislature since 2023,representing the Democratic Alliance,the official opposition in the province. He had previously served as a councillor of the Nelson Mandela Bay Metropolitan Municipality.
Cecilia Sylvia Nxumalo is a South African politician from Mpumalanga. She has represented the African National Congress in the National Council of Provinces since June 2024.
