The Mersey Basin Campaign worked within the catchments of the River Mersey and the River Ribble, in the counties of Lancashire, Merseyside, Greater Manchester and Cheshire and in the High Peak area of Derbyshire in the UK. Its primary goal was to repair the damage done by industrialisation and to foster a modern and prosperous future, with an improved environment.

History

The Mersey Basin Campaign was established in 1985 in the wake of the Toxteth riots in Liverpool. Michael Heseltine, then Environment Minister in Margaret Thatcher's Conservative government, was the driving force behind its creation. He spoke of the River Mersey at the time as "an affront to the standards a civilised society should demand from its environment". It closed its doors on schedule at the end of its planned 25-year lifespan in 2010, leaving behind a river system that is cleaner now than at any time since the Industrial Revolution.

Organisation

The Mersey Basin Campaign was a partnership backed by the UK Government through the sponsorship of the Department for Communities and Local Government. It was also supported by businesses, local authorities and public agencies. [1] [2] [3]

The campaign worked through two bodies: the Mersey Basin Business Foundation and the Healthy Waterways Trust. The Foundation was responsible for business and administrative tasks, as well as much of the campaign's finances, whilst the Healthy Waterways Trust is a charitable body whose main role was to administer the campaign's charitable funds. The campaign was overseen by its council, which had around thirty members drawn from various public and private sector partners. The Healthy Waterways Trust (now The Mersey Rivers Trust [4] ) remained in existence following the end of the Campaign, and continued to advocate for improved water quality and waterside regeneration in the Northwest of England.

In 1999 the Campaign won the Thiess International River Prize for the world’s best river-management initiative. [5]

The Campaign's last Chair was Peter Batey, Lever Professor of Town and Regional Planning at the University of Liverpool, who served from 2004–2010. [6]

Aftermath

The closure of the Mersey Basin Campaign in 2010 coincided with a new governmental austerity. Many of the participants who had planned continued support for keeping the Mersey vibrant, found themselves without funding. [4] The British Department for Food, Agriculture and Rural Affairs (Defra) introduced a comprehensive river management system based on that of the Campaign. [4]

The canal network of the United Kingdom played a vital role in the Industrial Revolution. The UK was the first country to develop a nationwide canal network which, at its peak, expanded to nearly 4,000 miles in length. The canals allowed raw materials to be transported to a place of manufacture, and finished goods to be transported to consumers, more quickly and cheaply than by a land based route. The canal network was extensive and included feats of civil engineering such as the Anderton Boat Lift, the Manchester Ship Canal, the Worsley Navigable Levels and the Pontcysyllte Aqueduct.

<span class="mw-page-title-main">Bridgewater Canal</span> Canal in northwest England

The Bridgewater Canal connects Runcorn, Manchester and Leigh, in North West England. It was commissioned by Francis Egerton, 3rd Duke of Bridgewater, to transport coal from his mines in Worsley to Manchester. It was opened in 1761 from Worsley to Manchester, and later extended from Manchester to Runcorn, and then from Worsley to Leigh.

Castlefield is an inner-city conservation area in Manchester, North West England. The conservation area which bears its name is bounded by the River Irwell, Quay Street, Deansgate and Chester Road. It was the site of the Roman era fort of Mamucium or Mancunium which gave its name to Manchester. It was the terminus of the Bridgewater Canal, the world's first industrial canal, built in 1764; the oldest canal warehouse opened in 1779. The world's first passenger railway terminated here in 1830, at Liverpool Road railway station and the first railway warehouse opened here in 1831.

The Irwell marks the boundary between Manchester and Salford, and its lower reaches have been canalised and now form part of the Manchester Ship Canal.

The River Alt is an urban river that flows across Merseyside in England. The river has suffered from heavy pollution from industry and sewage upstream and run-off from farmland in its lower reaches. It empties into the River Mersey, near to where the Mersey itself flows into the Irish Sea. The river has benefited from clean-up schemes and a de-culverting process to improve its water quality and provide a better environment for wildlife.

The National Waterways Museum (NWM) is in Ellesmere Port, Cheshire, England, at the northern end of the Shropshire Union Canal where it meets the Manchester Ship Canal. The NWM's collections and archives focus on the Britain's navigable inland waterways, including its rivers and canals, and include canal boats, traditional clothing, painted canal decorative ware and tools. It is one of several museums and attractions operated by the Canal & River Trust, the successor to The Waterways Trust.

<span class="mw-page-title-main">Ribble Link</span> Canal in Lancashire

The Millennium Ribble Link is a linear water park and new navigation which links the once-isolated Lancaster Canal in Lancashire, England to the River Ribble. The Lancaster Canal was never connected to the rest of the English waterways network, because the planned aqueduct over the River Ribble was never built. Instead, a tramway connected the southern and northern parts of the canal. An idea for a connecting link following the course of the Savick Brook was proposed in 1979, and the Ribble Link Trust campaigned for twenty years to see it built. The turn of the Millennium, and the funds available from the Millennium Commission for projects to mark the event was the catalyst for the project to be implemented, and although completion was delayed, the navigation opened in July 2002.

<span class="mw-page-title-main">Liverpool Canal Link</span> Section of canal linking the Leeds to Liverpool canal to Liverpools South Docks

The Liverpool Canal Link is an English waterway link that connects the Leeds and Liverpool Canal, at the Liverpool Pier Head, to the city's South Docks. It cost £22m and was opened in March 2009. The new link adds 1.4 miles (2.3 km) of navigable waterway to the canal system.

The Ribble Link Trust is a waterway society, campaigners, instigators of and involved in the Ribble Link, a navigable waterway that connects the Lancaster Canal to the Leeds and Liverpool Canal in Lancashire, England, via the River Ribble.

<span class="mw-page-title-main">Canal & River Trust</span> Trust for waterways in England and Wales

The Canal & River Trust (CRT), branded as Glandŵr Cymru in Wales, holds the guardianship of 2,000 miles of canals and rivers, together with reservoirs and a wide range of heritage buildings and structures, in England and Wales. Launched on 12 July 2012, the Trust took over the responsibilities of the state-owned British Waterways in those two places.
