Ministry of Research and Technology of the Republic of Indonesia (abbreviated as Kemenristek, or RISTEK-BRIN on its logo) was a government ministry that has the task of conducting affairs in the field of research, science and technology to assist the President of Indonesia in carrying out state. The ministry was formerly known as the Ministry of Research, Technology and Higher Education of the Republic of Indonesia.

Contents

History

Founded in 1962 under the name National Research Affairs Ministry of the Republic of Indonesia, and in 1973 changed its name to the Ministry of Research. Year 1986-2001 as Minister of State for Research and Technology, and in 2002 according Circular Minister of State for Administrative Reform concerning Naming Government Agencies, Office of the Secretary of State referred to the Ministry of Research and Technology. In 2005 pursuant to Presidential Decree No. 9 In 2005, this institution called the Ministry of Research and Technology (KNRT) or as the State Ministry of Research and Technology. In 2009 pursuant to Presidential Decree 47 of 2009 referred to the Ministry of Research and Technology. [1]

In Working Cabinet in 2014, Directorate General of Higher Education, previously under Ministry of Education, was merged into Ministry of Research & Technology. [2] However, in Onward Indonesia Cabinet, the ministry later reverted to its original form as Ministry of Research and Technology in pursuant of Presidential Decision No. 113/P/2019 [3] and Presidential Decree No. 73/2019, [4] while Higher Education returned again to Ministry of Education and Culture (Indonesia) according to Presidential Decree No. 72/2019 [5] In addition, this ministry also included a new agency, National Research and Innovation Agency, which established by Presidential Decree No. 74/2019, [6] resulting the minister also has role as the Head of National Research and Innovation Agency.

On 9 April 2021, People's Representative Council approved that this ministry is merged with the Ministry of Education and Culture to form the Ministry of Education, Culture, Research and Technology, while National Research and Innovation Agency separated to a new non-ministerial government agency. [7] At the same time, Bambang Brodjonegoro announced his departure in one event at Hasanuddin University told the audience the visit will be the last event he attended on his capacity as the Minister and Head of BRIN. On 10 April 2021, Bambang Brodjonegoro reported resigned from his positions as the Minister and Head of BRIN. [8] [9] On 28 April 2021, Nadiem Makarim inaugurated as the new minister for Ministry of Education, Culture, Research and Technology, and Laksana Tri Handoko appointed as new Head of National Research and Innovation Agency, effectively ending the ministry. [10]

Organization Structure

Prior its disbandment, based on its last constituting document, Presidential Decree No. 73/2019, and amended with Presidential Decree No. 94/2019, [11] [12] the minister's office is quite simple and minimalist, unlike its form during its time as Ministry of Research, Technology, and Higher Education. [13] Much of its directorates originally placed to the ministry were placed in National Research and Innovation Agency.

During its existence, based on Presidential Decree No. 4 of 2003 on the co-ordination of formulation, Strategic Policy Development and Implementation of National Science and Technology, the Ministry of Research and Technology is operationally responsible for coordination with the following governmental non-ministerial agencies:

The National Research and Innovation Agency is a cabinet-level government agency formed by the Indonesian government in 2019. Originally a new agency attached to the Ministry of Research and Technology, which became the Ministry of Research and Technology/National Research and Innovation Agency, the agency was controversially separated and established as a new non-ministerial government agency directly under the President of Indonesia on 28 April 2021. On 23 August 2021, the agency gained cabinet-level status through enactment of Presidential Decree No. 78/2021. Under the new presidential regulation, the agency became the sole national research agency of Indonesia.

The Polytechnic Institutes of Nuclear Technology, Indonesia is a state polytechnic under auspices of National Research and Innovation Agency. It was originally founded as Indonesian State College of Nuclear Technology of National Nuclear Energy Agency of Indonesia, the primary training facility of BATAN. After BATAN dissolution, the polytechnics inherited by BRIN. It officially renamed as Politeknik Teknologi Nuklir on 30 October 2021. Since its foundation in 1985, the polytechnic had graduated more than its 1,300 graduates, which many of its graduates absorbed into BATAN and BAPETEN (mostly), with few of its graduates went to academia, health institutions, industries, and other private sectors and entrepreneurs.

The National Institute of Health Research and Development was a supporting unit of the Ministry of Health which is responsible for state research, development, and innovation in the field of health and medical sciences. The agency dissolved and liquidated into National Research and Innovation Agency (BRIN) on 31 December 2021 as part of BRIN state research activity integration plan.

The National Archaeology Research Institute was an Indonesian research center coordinated under the Agency of Education Standards, Curricula, and Assessments of the Ministry of Education, Culture, Research, and Technology. It was one of the oldest state research institutions in the country, operating since the early 20th century.

The Forest and Environment Research, Development and Innovation Agency, officially named Research, Development, and Innovation Agency of the Ministry of Environment and Forestry. The agency nationally known as BLI, while internationally known as FORDA-MOF. The agency was a supporting unit of the Ministry of Environment and Forestry. The agency was responsible for performing researches on environmental sciences, climate change and its mitigation, and forestry in Indonesia.

The Research Organization for Archaeology, Language, and Literature is one of Research Organizations under the umbrella of the National Research and Innovation Agency. On 24 January 2022, the formation of the agency is announced and to be formed on 1 February 2022. The agency is resulted from amalgamation of National Archaeology Research Institute, former Agency for Research and Development and Book Affairs of the Ministry of Education and Culture, part of Research, Development, Education, and Training Agency of the Ministry of Religious Affairs, and Bureau for Checking Copies of the Quran of the Ministry of Religious Affairs.

The Research Organization for Energy and Manufacture is one of Research Organizations under the umbrella of the National Research and Innovation Agency. On 24 January 2022, the formation of the agency is announced and to be formed on 1 February 2022. The organization is resulted from restructuration of Assessment and Application of Technology Research Organization-BPPT and Engineering Science Research Organization.

The Agency for Defense Policy and Technology Development is an agency subordinate to the Indonesian Ministry of Defense. The agency tasked to perform research and development in defense and military affairs.
