Neo Samuel Maneng is a South African politician from the Northern Cape. He is the former chief whip of the African National Congress (ANC) caucus in the Northern Cape Provincial Legislature. He was elected to the legislature in May 2019. He is also the former provincial secretary of the African National Congress Youth League (ANCYL). Maneng is seen as someone who is aligned to former premier Sylvia Lucas. [1] [2] [3]

He was the Provincial Leader of the Democratic Alliance in the Northern Cape from 2009 to 2020. He was previously a Member of the National Assembly of South Africa where he served as the Shadow Minister of Labour. Louw was the Democratic Alliance's Northern Cape Premier candidate for the 2014 and 2019 elections.
