Sylvia Elizabeth Lucas (born 22 April 1964) is the current Deputy Chairperson of the National Council of Provinces in the Republic of South Africa,after having taken office on 23 May 2019. From 2013 to 2019,she served as the 4th Premier of the Northern Cape Province. She was elected and inaugurated as the successor to Hazel Jenkins. Lucas briefly served as acting premier and before her appointment,as the MEC for Environmental Affairs in the Northern Cape Provincial Government. [1] [2] [3] [4] [5]
She was born on 22 April 1964,and grew up in Upington in the Northern Cape. Lucas attended the Carlton Van Heerden High School in Upington where in the early 1980s,she first became involved in political activities. [6]
She later took part in the Rosedale rent boycotts,and was part of the delegation to the Transitional Council,to ensure the provision of prepaid electricity to communities when they could not afford conventional electrical power. [6]
Lucas is a former typist for the National Party who joined the ANC in 1992. Sylvia Lucas joined the African National Congress (ANC) as an ordinary branch member in 1992. [7] [5] From 1995 to 2000,Lucas served as a councillor for the //Khara Hais Local Municipality,in Upington,while serving in regional structures of the ANC in the area. She served as the first female chairperson of the ANC in the Siyanda region from 2001 to 2004. [5]
In 2000,Lucas was elected to serve in the Northern Cape Provincial Legislature. Secretary-General of the ANC,Kgalema Motlanthe,announced in 2003,that Lucas's name was fourth on the ANC candidate list for the Northern Cape Provincial Legislature. [5]
In 2004,she was elected on the provincial executive committee of the ANC in the Northern Cape. She had also meanwhile risen through the ranks of the ANC Women's League,acting as provincial secretary following the resignation of Maykie Dipuo. This position made her an ex officio member of the league's national executive committee. By 2007,as deputy provincial chairwoman of the Women's League. In 2009,she was appointed as the MEC for Environment and Nature Conservation in the Northern Cape. [5]
Lucas participated in ANC international study tours in the United Kingdom,Canada and the United States. [6]
After premier Hazel Jenkins collapsed,suffering a stroke,in 2012, [8] the Executive Council of the Province appointed Grizelda Cjiekella as acting premier for the duration of Premier Jenkins' incapacity leave. [9] When,a year later,Hazel Jenkins stepped down from the post of Premier of the Northern Cape,it was Sylvia Lucas whom the ANC in the province announced,on 19 April 2013,as the premier's successor. [10] [11] On the date set for Lucas's inauguration as premier,however,the motion to recognise Jenkins' stepping down was opposed on procedural grounds. A vote in the Northern Cape legislature on 30 April 2013,in which opposition parties COPE and the Democratic Alliance took part,failed to achieve the required two-thirds support for the motion to be carried. Accordingly,Jenkins technically remained premier and Lucas was sworn in on the same day as Grizelda Cjiekella's successor as acting premier of the province. [2]
When Hazel Jenkins subsequently resigned,with effect from 22 May 2013, [3] the move towards inaugurating her successor was possible. [4] Lucas was officially elected and sworn in as premier of the province on 23 May 2013. [12] She delivered her inaugural speech as premier on 30 May 2013. [12]
Lucas was re-appointed premier on 20 May 2014,by the National Executive Committee of the African National Congress,following South Africa's 7 May 2014 general election. She was the only woman appointed as a premier in the eight ANC-run provinces. [13]
Lucas left the office in May 2019 to become the Deputy Chairperson of the National Council of Provinces. Zamani Saul was designated as her successor. [14] [15]
Premier Lucas came under media scrutiny when it was revealed that she spent R53,000 ($3585.93) on fast food and personal groceries,with her government-issued credit card,in the first ten weeks of her taking up the post. This was calculated to be an average spend of R760 ($51.42),a point that was speedily picked up upon by the official Democratic Alliance opposition. [16]
The Premier defended her high charges by remarking,"How would we have eaten if we didn't use taxpayers' money?" The ANC later weighed in,defending the Premier,and lashed out against the various political and editorial cartoonists that had lampooned her in print media –particularly against notorious cartoonist,Jonathan Shapiro. [17] She became popularly nicknamed the "Fast Food Premier" in media reports and newspaper headlines.
The Northern Cape is the largest and most sparsely populated province of South Africa. It was created in 1994 when the Cape Province was split up. Its capital is Kimberley. It includes the Kalahari Gemsbok National Park,part of the Kgalagadi Transfrontier Park and an international park shared with Botswana. It also includes the Augrabies Falls and the diamond mining regions in Kimberley and Alexander Bay.
Hazel Gertrude Jenkins is a South African politician and former Premier of the Northern Cape province. She served as Premier from May 2009 until she officially stood down in April 2013,following a stroke. The motion to recognise her stepping down as Premier was defeated in a vote by the legislature on 30 April 2013 so that technically Jenkins remained Premier. Hence Sylvia Lucas was sworn in on 30 April not as Jenkins' successor but as Acting Premier. Jenkins subsequently resigned,as of 22 May 2013,paving the way for Lucas to be sworn in as her successoron 23 May 2013.
Grizelda Boniwe Cjiekella was MEC for Education in the Northern Cape Province,South Africa,and served as Acting Premier of the province from 20 February 2012 until 2 April 2013.
John Fikile Block was the Provincial Chairman of the African National Congress in the Northern Cape Province,South Africa,and was a Member of the Executive Council (MEC) for Finance,Economic Development and Tourism in the Northern Cape Provincial Government. Block was found guilty of fraud,corruption and money laundering by the Northern Cape High Court in 2015. In December 2016 he was sentenced to 15 years' imprisonment.
Zamani Saul is a South African politician who is the 5th and current Premier of the Northern Cape and a Member of the Northern Cape Provincial Legislature. He has also been serving as the Provincial Chairperson of the African National Congress (ANC) since his election on 12 May 2017. He previously served as the Provincial Secretary and as the Deputy Provincial Secretary of the party.
Maruping Matthews Lekwene is a South African politician serving as the Northern Cape MEC for Health since June 2020. He has been a Member of the Northern Cape Provincial Legislature for the African National Congress (ANC) since June 2014. He was the Northern Cape MEC for Finance,Economic Development and Tourism from May 2019 until June 2020. Lekwene is also the provincial chairperson of the South African Communist Party (SACP) and the ANC's deputy provincial secretary.
Bentley Gavin Vass is a South African politician who has been the Northern Cape MEC for Co-operative Governance,Human Settlements and Traditional Affairs since February 2018. He was sworn in as a Member of the Northern Cape Provincial Legislature in October 2017. Vass is a member of the African National Congress and the party's deputy provincial chairperson.
Barbara Martha Bartlett is a South African politician. A member of the African National Congress,she has been serving as a permanent delegate to the National Council of Provinces since June 2020. From May 2014 to June 2020,Bartlett was a Member of the Northern Cape Provincial Legislature and a Member of the Executive Council in the provincial government.
McCollen Ntsikelelo Jack,known as Mac Jack,was a South African educator and politician. A member of the African National Congress,Jack was appointed to the Northern Cape Provincial Legislature in June 2013. He served as the Member of the Executive Council (MEC) for Transport,Safety and Liaison from June 2013 until May 2014,when he was appointed the MEC for Health. Following a cabinet reshuffle in March 2016,he was appointed the MEC for Finance,Economic Development and Tourism. Jack held the position until his appointment as MEC for Education in May 2019,despite him briefly being demoted from the Executive Council in May 2017.
Solomon Patrick Mabilo is a South African politician from the Northern Cape who served as the Executive Mayor of the Sol Plaatje Local Municipality from 2018 to 2021. A member of the African National Congress (ANC),he served as a Member of the National Assembly from 2014 to 2017. He was a Member of Northern Cape Provincial Legislature from 2009 to 2014 and again in 2018. Within the Northern Cape provincial government,he served as the MEC for Transport,Safety and Liaison from 2009 to 2013,and was the MEC for Environment and Nature Conservation between 2013 and 2014.
Gift van Staden is a South African politician who serves as a Member of the Northern Cape Provincial Legislature for the African National Congress (ANC). He was the provincial MEC for Social Development from 2016 to 2019. Prior to serving in the legislature,he was the Executive Mayor of both the ZF Mgcawu District Municipality and the Khara Hais Local Municipality. He is a former business associate of John Block.
Alvin Botes is a South African African National Congress (ANC) politician from the Northern Cape who has been serving as the Deputy Minister of International Relations and Cooperation since May 2019. He became a Member of the National Assembly of South Africa in February 2018. He was the Member of the Executive Council (MEC) for Social Development from 2009 to 2013 and the MEC for Co-operative Governance,Human Settlements and Traditional Affairs from 2013 to 2018. Botes served as a Member of the Northern Cape Provincial Legislature from 2009 to 2018.
Mxolisa Simon Sokatsha was a South African accountant,educator and politician. A member of the African National Congress,he was a Member of the Executive Council in the Northern Cape from 2009 to 2019 and a Member of the Northern Cape Provincial Legislature from 2003 to 2019. In 2019 he was elected to the South African National Assembly.
Cukelwa Magdeline Chotelo,known as Tiny Chotelo,is a South African politician. A member of the African National Congress,she was elected to the Northern Cape Provincial Legislature in 2009. In 2013 she was appointed Member of the Executive Council (MEC) for Social Development. She was appointed MEC for Nature Conservation and Environmental Affairs in 2014. Chotelo was demoted from the Executive Council in 2018 and left the legislature in 2019.
Bongiwe Mbinqo-Gigaba is a South African politician. She is the current chairperson of the Portfolio Committee on Basic Education in the National Assembly of South Africa and a Member of Parliament representing the African National Congress. Prior to serving in parliament,she was a Member of the Executive Council (MEC) in the Northern Cape provincial government.
Fufe Bohutsana Providence Makatong is a South African politician and the Northern Cape MEC for Roads and Public Works. She was appointed to the position on 26 June 2020. She has served as a member of the Northern Cape Provincial Legislature since 12 June 2020,and previously from 2014 to 2019. Between 2018 and 2019,she was the MEC for Health. Makatong is the treasurer of the provincial African National Congress structure.
Pauline Jeanette Williams is a retired South African politician. A member of the African National Congress,she was elected to the Northern Cape Provincial Legislature in 2004. In 2009,she was appointed as the Member of the Executive Council (MEC) for Sport,Arts and Culture. She left the legislature in 2014,only for her to return in 2015. She was then made MEC for Transport,Liaison and Safety in 2016. Williams was briefly out of the post in May 2017. In February 2018,she was made the MEC for Environmental Affairs. Williams left the legislature again in 2019.
The 2019 Northern Cape provincial election was held on 8 May 2019 to allocate the 30 seats of the Northern Cape Provincial Legislature. Like all the South African provincial elections,it was held on the same day as the South African general election. 21 political parties participated in the election,of which only the African National Congress,Democratic Alliance,Economic Freedom Fighters,and Freedom Front Plus won seats. The ANC lost two seats,but maintained a majority.

Dawid Rooi is a South African politician and former trade unionist who represented the African National Congress (ANC) in the Northern Cape Provincial Legislature from 1999 to 2017. During that time,he served continuously in the Northern Cape Executive Council from 2009 to 2016:he was the Northern Cape's Member of the Executive Council (MEC) for Roads and Public Works from 2009 to 2014 and MEC for Infrastructure and Public Works from 2014 to 2016. A former mineworker,Rooi rose to political prominence through the National Union of Mineworkers.
