Peter Michael McKinley (born January 1954) is an American diplomat who was the Senior Advisor to the Secretary of State. He previously served as United States Ambassador to Brazil, Afghanistan, Colombia and Peru.
The secretary of state is a senior official of the federal government of the United States of America, and as head of the United States Department of State, is principally concerned with foreign policy and is considered to be the U.S. government's minister of foreign affairs.
McKinley joined the Foreign Service in 1982. He was based in Bolivia from 1983 until 1985 and had three tours of duty in Washington from 1983 until 1985. He then served in the U.S. Embassy in London from 1990 until 1994 and as Deputy Chief of Mission and Chargé d' Affaires at U.S. Embassies in Mozambique, Uganda, and Belgium from 1994 until 2001. [2]
The United States Foreign Service is the primary personnel system used by the diplomatic service of the United States federal government, under the aegis of the United States Department of State. It consists of over 13,000 professionals carrying out the foreign policy of the United States and aiding U.S. citizens abroad.
Bolivia, officially the Plurinational State of Bolivia, is a landlocked country located in western-central South America. From 2001 until 2004, McKinley served as Deputy Assistant Secretary in the Department of State's Bureau of Population, Refugees, and Migration. [2] He then was Deputy Chief of Mission at the U.S. Mission to the European Union in Brussels from 2004–07.
The European Union (EU) is a political and economic union of 28 member states that are located primarily in Europe. Its members have a combined area of 4,475,757 km2 (1,728,099 sq mi) and an estimated total population of about 513 million. The EU has developed an internal single market through a standardised system of laws that apply in all member states in those matters, and only those matters, where members have agreed to act as one. EU policies aim to ensure the free movement of people, goods, services and capital within the internal market, enact legislation in justice and home affairs and maintain common policies on trade, agriculture, fisheries and regional development. For travel within the Schengen Area, passport controls have been abolished. A monetary union was established in 1999 and came into full force in 2002 and is composed of 19 EU member states which use the euro currency.
Brussels, officially the Brussels-Capital Region, is a region of Belgium comprising 19 municipalities, including the City of Brussels, which is the capital of Belgium. The Brussels-Capital Region is located in the central portion of the country and is a part of both the French Community of Belgium and the Flemish Community, but is separate from the Flemish Region and the Walloon Region. Brussels is the most densely populated and the richest region in Belgium in terms of GDP per capita. It covers 161 km2 (62 sq mi), a relatively small area compared to the two other regions, and has a population of 1.2 million. The metropolitan area of Brussels counts over 2.1 million people, which makes it the largest in Belgium. It is also part of a large conurbation extending towards Ghent, Antwerp, Leuven and Walloon Brabant, home to over 5 million people.
He previously served as the United States Ambassador to Colombia, based in Bogotá, Colombia after the Senate confirmed him to that post on August 5, 2010. McKinley served as the U.S. Ambassador to Peru from 2007 to 2010.
Peru, officially the Republic of Peru, is a country in western South America. It is bordered in the north by Ecuador and Colombia, in the east by Brazil, in the southeast by Bolivia, in the south by Chile, and in the west by the Pacific Ocean. Peru is a megadiverse country with habitats ranging from the arid plains of the Pacific coastal region in the west to the peaks of the Andes mountains vertically extending from the north to the southeast of the country to the tropical Amazon Basin rainforest in the east with the Amazon river.
On December 9, 2014, the United States Senate confirmed McKinley to be the U.S. Ambassador to Afghanistan in a voice vote. On September 8, 2016 the United States Senate confirmed McKinley to be the U.S. Ambassador to Brazil by a vote of 92–0. [3] He formally succeeded Liliana Ayalde on January 11, 2017. McKinley was then appointed Senior Advisor to the Secretary of State and began his new position in November 2018. [4]

Liliana Ayalde is the former United States Ambassador to Brazil and was previously the Deputy Assistant Secretary (DAS) for the United States State Department with responsibility for the Offices of Caribbean Affairs, Central American Affairs and Cuban Affairs. Since January 2017 she has been serving as the Civilian Deputy to the Commander and Foreign Policy Advisor for the United States Southern Command.
On October 10, 2019, the Washington Post reported that McKinley had resigned from the State Department over dissatisfaction with Secretary Pompeo's failure to support department employees. [5]
McKinley was born in Maracaibo, Venezuela, and grew up in Brazil, Mexico, Spain, and the United States. He did his undergraduate and graduate studies in the United Kingdom, and has a doctorate from Linacre College at Oxford University. His history of colonial Venezuela was published by Cambridge University Press as part of its Latin America series, and has also appeared in a Spanish edition. [ citation needed ]
He is married to Fatima Salces Arce; they have three children.

Earl Anthony Wayne is an American diplomat. Formerly Assistant Secretary of State for Economic and Business Affairs, Ambassador to Argentina and Deputy Ambassador to Afghanistan, Wayne served nearly four years as Ambassador to Mexico. He was nominated by President Obama and confirmed by the Senate in August, 2011. He departed Mexico City for Washington July 31, 2015 and retired from the State Department on September 30, 2015.
