Pengiran Muda Mahkota Pengiran Muda Haji Al-Muhtadee Billah Hospital (PMMPMHAMB Hospital; Malay : Hospital Pengiran Muda Mankota Pengiran Muda Haji Al-Muhtadee Billah) is the district hospital serving Tutong District, Brunei. Located in Bukit Bendera, near the district town of Tutong, the hospital was opened in 1997 and has a capacity of 138 beds. [1] [2] Recognised for its role in medical education, the hospital has been accredited as a teaching hospital by Pengiran Anak Puteri Rashidah Sa'adatul Bolkiah Institute of Health Sciences, the medical school under Universiti Brunei Darussalam. [3]
Medical and healthcare services in the Tutong District began in 1932 with the establishment of a clinic in a government house at Bukit Bendera, Tutong Town. The clinic, which had six beds, a dispensary, a storeroom, and an outpatient section, initially employed only one medical assistant and one attendant. When village visits started in 1934, additional staff, including dressers, were assigned to the clinic. [4]
During the Japanese occupation of Brunei from 1941 to 1945, part of the clinic, including the dispensary, was severely damaged by bombing. After funding was approved, the clinic was demolished and rebuilt with a wooden structure and stone pillars, using a government class F twin-house design. By 1949, village visit services expanded, and ambulance services were introduced along the Brunei–Muara and Tutong roads. In 1953, a medical officer from Brunei Town (now Bandar Seri Begawan) was assigned to the clinic on a rotating basis, visiting once a week. By 1966, Dr. Singh and his wife were assigned full-time for three years, after which medical officer services were provided bi-weekly. [5]
In 1972, the Tutong District's medical services advanced with the completion of a hospital that had 20 patient beds and provided services such as an operating theatre, delivery room, X-ray, dental unit, outpatient clinic, and laboratory. The maternity and child healthcare clinic, along with the outpatient department, began operations on 11 December 1972. By 1973, work on equipping the outpatient department continued, and the hospital had recorded 11,727 outpatient visits. The development of medical staff was also significant, with two medical doctors and one dentist serving in 1978. [6]
By 1992, the number of doctors at the hospital had increased to four, with two dentists, and by 1996, there were five medical officers. The number of permanent staff also grew year on year, from over 150 in 1978 to 213 in 1992, and 270 by 1996. To replace the old facility, the government of Brunei constructed a new hospital in the Tutong District, named Pengiran Muda Mahkota Pengiran Muda Haji Al-Muhtadee Billah Hospital in honour of Prince Al-Muhtadee Billah's proclamation as crown prince. The hospital is located between Jalan Sungai Basong and Jalan Sungai Besar in Bukit Bendera, Tutong Town, adjacent to the old hospital. [7]
The construction of the new hospital was part of the 6th National Development Plan (RKN 6) from 1991 to 1995, with a B$32 million budget. Its aim was to meet the district's medical needs and provide more comfortable, efficient care for both patients and staff. The foundation stone was laid on 23 April 1994 by Johar Noordin, minister of health, and full construction began in September 1994, completing in September 1996. The key handover ceremony took place on 26 June 1997, with the three-storey hospital began operations on 24 July 1997. The site of the old hospital was transformed into a car park. [8]
The hospital was officially opened on 11 August 1998 as part of the celebrations for the crown prince's proclamation ceremony. Prince Al-Muhtadee Billah officiated at the event, with Prince Mohamed Bolkiah, Prince Sufri Bolkiah, Prince Abdul Azim, and Prince Abdul Malik also in attendance. During the ceremony, Prince Al-Muhtadee Billah planted a tree, signed the opening plaque, and later toured the hospital’s various sections after viewing an exhibition showcasing local developments. [9]
Adjacent to the hospital, the National Isolation Centre was officially opened in the town on 3 December 2012. [1] In order to accommodate COVID-19 patients, the hospital in Tutong temporarily moved and reduced some services starting on 12 March 2020. The tuberculosis, women's, men's, and paediatric wards, along with allied health services and some clinics, were moved to RIPAS Hospital in Bandar Seri Begawan and Suri Seri Begawan Hospital in Belait, while blood sample and specimen services were relocated to the Pekan Tutong Health Centre, and emergency, laboratory, radiology, and pharmacy services remained at the hospital. [10] Later on 14 August 2021, the NIC reached full capacity in just one day. [11]
To celebrate its silver jubilee, the hospital hosted a beach run on 19 November 2023 at Seri Kenangan Beach, with 250 participants across various categories, alongside a family camping event for hospital staff. [12] On 10 August 2024, the Ministry of Health marked the 26th anniversary of the hospital's establishment in Tutong District at the hospital's Surau As-Salam. [13]
The hospital has 139 patient beds, distributed across various wards including paediatric, women's medical, men's medical, surgical, maternity, gynaecology, and observation in the accident and emergency department. Additional services include an outpatient clinic, x-ray department, pharmacy, medical laboratory, dental clinic, specialist clinics (such as eye clinic), delivery room, operating theatre, rehabilitation department, medical records department, and occupational therapy department. The administration division manages the coordination of all hospital services and is also responsible for staff matters and hospital correspondence. [14]
In addition to being equipped with the latest modern technology, the hospital has over 16 doctors, including one medical specialist and four senior medical officers, along with skilled staff to ensure high-quality and effective care. These doctors are assigned full-time duties in outpatient services, accident and emergency, internal medicine, obstetrics and gynaecology, pediatrics, and dentistry. [15]
Bandar Seri Begawan (BSB) is the capital and largest city of Brunei. It is officially a municipal area with an area of 100.36 square kilometres (38.75 sq mi) and an estimated population of 100,700 as of 2007. It is part of Brunei–Muara District, the smallest yet most populous district which is home to over 70 per cent of the country's population. It is the country's largest urban centre and nominally the country's only city. The capital is home to Brunei's seat of government, as well as a commercial and cultural centre. It was formerly known as Brunei Town until it was renamed in 1970 in honour of Omar Ali Saifuddien III, the 28th Sultan of Brunei and the father of Sultan Hassanal Bolkiah.
Tutong District or simply known as Tutong, is the third largest and populated district in Brunei. It has an area of 1,166 square kilometres (450 sq mi) and the population of 47,210 as of 2021. The district is also home to its administrative centre is Tutong Town, as well as the Tutong River and Tasek Merimbun, the country's second longest river and the only ASEAN Heritage Parks in Brunei respectively.
Al-Muhtadee Billah ibni Hassanal Bolkiah is the eldest son of Sultan Hassanal Bolkiah and his wife Queen Saleha. He is the Crown Prince of Brunei Darussalam, and is first in the line of succession to the Bruneian throne. He is expected to eventually lead the state and government, and is regarded as the second most significant figure in the political hierarchy.
Sarah binti Salleh Ab. Rahaman is the wife of the Crown Prince of Brunei, Al-Muhtadee Billah and born as the daughter of a distant member of the royal family. While attending a pre-university course at 17, she married the Crown Prince. The couple have four children.
Tutong Town or simply known as Tutong, is a municipality town in Mukim Pekan Tutong Tutong District, Brunei. It is located about 40 kilometres (25 mi) from the country's capital Bandar Seri Begawan. It is the administrative centre of Tutong District.
The Brunei Darussalam Scouts Association is the national Scouting and oldest non-governmental organisation in the country, established in 1933. It became a member of the World Organization of the Scout Movement (WOSM) in 1981. The association celebrate its founding on 1 July each year.
Pengiran Anak Saleha is a member of the royal family as the wife of Sultan Hassanal Bolkiah. She is the daughter of Pengiran Anak Mohamed Alam and Pengiran Anak Besar. After her husband was crowned as the Sultan and Yang Di-Pertuan of Brunei, she succeeded her mother-in-law, Pengiran Anak Damit, as Raja Isteri. She is the mother of Crown Prince Al-Muhtadee Billah.
Abdul Muntaqim ibni Al-Muhtadee Billah is the oldest child and elder son of Al-Muhtadee Billah, heir-apparent to the Sultan of Brunei, and his wife, Sarah, Crown Princess of Brunei. The Prince is second-in-line to become Sultan of Brunei after his father, who is heir-apparent to Abdul Muntaqim's grandfather Sultan Haji Hassanal Bolkiah of Brunei.
Pengiran Anak Mohamed Alam was a nobleman, magistrate, and politician who served as the fourth Speaker of the Legislative Council from 1971 to 1974, and as the Chief of Adat Istiadat Negara from 1954 to 1981. A member of the Bruneian royal family, he was the father of Pengiran Anak Saleha, the queen consort of Sultan Hassanal Bolkiah. He was also the maternal grandfather of Al-Muhtadee Billah, the Crown Prince of Brunei.
The Duli Pengiran Muda Al-Muhtadee Billah College, colloquially known as Maktab Duli (MD), is a government sixth form college located at Jalan Pasar Gadong in Bandar Seri Begawan, Brunei. Established in 1974, it is the first sixth form centre in the country, and has since provided sixth form education leading up to GCE A Level qualification.
Muda Hashim Secondary School, Tutong is a government boys' secondary school in Bukit Bendera, a village subdivision under Pekan Tutong in Tutong District in Brunei. The school provides five years of general secondary education leading up to O Level qualification. It has 636 students. The current principal is Mohamad Saiful Bahrin bin Sabri.
The Royal Family Order of the Crown of Brunei is an order of Brunei. It was established on 15 August 1982 by Sultan Hassanal Bolkiah. The order carries the post-nominal letters "DKMB".
Kampong Kuala Tutong, also simply known as Kuala Tutong, is a village in Tutong District, Brunei, within the mukim of Pekan Tutong. The postcode for Kampong Kuala Tutong is TA3341. Kampong Kuala Tutong covers 1.3 square kilometres (0.50 sq mi) from the mosque to the river's mouth. Before World War II, a ferry jetty was constructed at the end of Jalan Kuala Tutong, approximately 5 kilometres (3.1 mi) from Kampong Penabai. Since no bridges connected the Tutong and Belait districts at that time, the Brunei government introduced a ferry service in 1930, which operated from Kuala Sungai Tutong. This ferry became a crucial transportation link for vehicles traveling between Brunei Town, Tutong, Seria, and Kuala Belait. However, the service ceased in 1958 following the completion of bridges in Serambangun and Telamba, which made the ferry redundant.
Kampong Penabai is a coastal village located in the Tutong District of Brunei, within the mukim of Pekan Tutong. The village's postcode is TA3541. Located approximately 4–5 kilometres (2.5–3.1 mi) from the district town of Tutong, the village had a population of 749 in 2021. It originated in the early 20th century as a Brunei Malay settlement, previously known as Kampong Kuala Tutong, which spanned from Seri Kenangan Beach to the mouth of the Tutong River. Kampong Penabai covers 1.5 square kilometres (0.58 sq mi) from Seri Kenangan Beach to Kampong Penabai Mosque.
Pengiran Anak Damit was the Queen of Brunei as the wife of the 28th Sultan of Brunei, Omar Ali Saifuddien III.
Mohammad Abbas Al-Sufri bin Haji Ibrahim was an aristocrat, civil servant and courtier from Brunei who previously served as the acting personal secretary to Sultan Omar Ali Saifuddien III. He had a career in the government service of Brunei, in which he held a number of important positions such as being a member of the Privy Council of Brunei from 1972 to 2014.
Pengiran Muda Hashim was a Bruneian nobleman and politician who held several significant positions, including membership in the Privy Council, Legislative Council, and the Brunei Islamic Religious Council. As a member of the Bruneian royal family, he was the husband to Pengiran Anak Puteri (Princess) Besar, the daughter of Sultan Muhammad Jamalul Alam II. He was named Wazir in 1952 and served on the executive committee for the coronation ceremony of Sultan Hassanal Bolkiah, acting as Sultan during the late Sultan's foreign tours.
Basir bin Taha was a Bruneian teacher, school inspector, and welfare officer who made significant contributions to education, welfare, and religion in Brunei. He played a key role in shaping the nation's educational system, founding the Brunei Malay Teachers Association (PGGMB) and helping restructure religious education. Basir also revitalised the Scout movement, founded the Kampong Birau Mosque, and contributed to welfare initiatives. As a member of the Kesatuan Melayu Brunei and advisor to then-Prince Omar Ali Saifuddien.
Muhammad Yusof bin Muhammad Husain (1906–1975) was an aristocrat and civil servant from Brunei. Between 1953 and 1954, he served as a member of the Tujuh Serangkai committee, tasked with gathering feedback from both urban and rural communities on the proposed Bruneian constitution. During the drafting process, the committee provided Sultan Omar Ali Saifuddien III with invaluable advice and produced a comprehensive report.
