Swaziland is an absolute monarchy with constitutional provisions and Swazi law and Custom. [1] [2] The head of state is the king or Ngwenyama (lit. Lion), currently King Mswati III, who ascended to the throne in 1986 after the death of his father King Sobhuza II in 1982 and a period of regency. According to the constitution of Swaziland, the King and Ingwenyama is a symbol of unity and the eternity of the Swazi nation. [3] By tradition, the king reigns along with his mother or a ritual substitute, the Ndlovukati (lit. She-Elephant). The former was viewed as the administrative head of state and the latter as a spiritual and national head of state, with real power counterbalancing that of the king, but during the long reign of Sobhuza II the role of the Ndlovukati became more symbolic. The king appoints the prime minister from the legislature and also appoints a minority of legislators to both chambers of Libandla (parliament), with help from an advisory council. The king is allowed by the constitution to appoint some members to parliament for special interests. These special interests are citizens who might have been left out by the electorate during the course of elections or did not enter as candidates. This is done to balance views in parliament. Special interests could be people of gender, race, disability, business community, civic society, scholars, chiefs and so on. The Senate consists of 30 members, of which some are appointed by the king on recommendation of the advisory council and others elected by the lower house. The House of Assembly has 65 seats, 55 of which are occupied by elected representatives from the 55 constituencies around the country, 10 appointed by the king on recommendation of the advisory council and the attorney general is the ex-officio member. Elections are held every five years.
Absolute monarchy is a form of monarchy in which the monarch holds supreme authority and where that authority is not restricted by any written laws, legislature, or customs. These are often hereditary monarchies. In contrast, in constitutional monarchies, the head of state's authority derives from and is legally bounded or restricted by a constitution or legislature.
A head of state is the public persona who officially represents the national unity and legitimacy of a sovereign state. Depending on the country's form of government and separation of powers, the head of state may be a ceremonial figurehead or concurrently the head of government. In a parliamentary system the head of state is the de jure leader of the nation, and there is a separate de facto leader, often with the title of prime minister. In contrast, a semi-presidential system has both heads of state and government as the leaders de facto of the nation.
Ngwenyama is the title of the male ruler (King) of Eswatini. The Ngwenyama is the counterpart of the Ndlovukati. Ingwenyama means "lion" in siSwati, but in an honorific sense, as opposed to libhubesi, the usual way of referring to actual lions.
According to the Swazi law and custom, the monarch holds supreme executive, legislative, and judicial powers. The Ngwenyama (lion) is a hereditary leader, rules the country, with the assistance of a council of ministers and a national legislature. The Ndlovukati (The mother of the king) is in charge of national rituals, and acts as regent if her counterpart Ngwenyama dies and the heir has not performed royal adulthood rituals or is indisposed. If the king's mother is no longer living, one of the king's wives may act as Ndlovukati. In Sobhuza II's case, his grandmother the Ndlovukati Labotsibeni Mdluli was regent from his choice as infant heir in 1899 following the death of his father Bhunu until his accession to full authority in 1922, when his mother Lomawa Ndwandwe became the ndlovukati. Later in his long reign three other women became senior queen, when an ndlovukati died, another was appointed from among his senior wives.
The executive is the organ exercising authority in and holding responsibility for the governance of a state. The executive executes and enforces law.
Ndlovukati is the Siswati title for the female head of state of Eswatini and is roughly equivalent to a Queen Mother or Senior Queen in other countries. The title is given preferentially to the mother of the reigning King, or to another female royal of high status if the King's mother has died. Indlovukati rules alongside the Ngwenyama, and when there is no King, she rules as a Queen Regent. The current Ndlovukati is Queen Ntombi Tfwala, the mother of Ngwenyama Mswati III and wife of Sobhuza II. She has also been Queen Regent from 1983 until 1986 when Mswati became King. The most notable Queen Regent was Ndlovukati Labotsibeni Mdluli who ruled Swaziland from 1899 until 1921 when she abdicated for Sobhuza II.
Labotsibeni Mdluli, also known as Gwamile, was the Queen Mother and Queen Regent of Swaziland. She was born at Luhlekweni in northern Swaziland about 1858, the daughter of Matsanjana Mdluli. At the time of her birth, her father was away fighting the people of Tsibeni in what became the Barberton district of the Transvaal—hence her name. Following the death of her father she moved with her uncle Mvelase Mdluli to the royal homestead at Ludzidzini in the Ezulwini Valley, central Swaziland. It was there that she received some training in statecraft from the old queen mother, Thandzile (‘LaZidze’), widow of King Sobhuza I and mother of Mswati II. She became one of the wives of the young Ingwenyama or king of the Swazi, Mbandzeni Dlamini (c.1857–1889), soon after his succession in 1874. They had four surviving children, three sons, Bhunu (c.1875–1899), Malunge (c.1880–1915), and Lomvazi (c.1885–1922), and a daughter, Tongotongo (c.1879–1918).
The king and the queen mother rule together in theory, and did so in practice up until the reign of Sobhuza II. Before colonization the senior queen acted as a check and counterweight to the king's power, both through her direct control of some military forces and her control of rainmaking medicines and rites and of key aspects of the Ncwala national ritual that annually binds the fate of the king and the nation together. British policy and the strength of Sobhuza II's personality shifted power decisively toward the king and away from the senior queen during his long reign.
During a period of intense succession struggles following the death of Sobhuza II, the Ndlovukati was assisted by Prince Sozisa Dlamini, the holder of a novel office, the Authorised Person, in-Libandla, and then was deposed and the mother of the heir, now King Mswati III was made Ndlovukati prior to his full accession. Subsequently, the constitution was revised to provide that where the Regent and the Authorised Person are not in agreement on any matter, the matter shall be referred to Bantfwabenkhosi (princes) and chiefs.
Prince Sozisa Dlamini of Swaziland was Chief of Gundvwini. He became the Authorized Person of Swaziland from 1982 to 1985 after the death of King Sobhuza II, and in 1983 was briefly the acting Regent of the country, after he deposed Queen Dzeliwe. From 1983 he was Authorized Person to the new Queen Regent, Ntombi, with greater powers. Although lacking the title, he was for most purposes the de facto ruler of the country. He fell from power in July 1984, after being accused of planning a coup, and was suspended as Authorized Person until Queen Ntombi terminated his appointment on 1 November 1985.
Mswati III is the King of Eswatini and head of the Swazi Royal Family. He was born in Manzini, Eswatini, to King Sobhuza II and one of his younger wives, Ntfombi Tfwala. He was crowned as Mswati III, Ingwenyama and King of Swaziland, on 25 April 1986 at the age of 18, thus becoming the youngest ruling monarch in the world at that time. Together with his mother, Ntfombi Tfwala, now Queen Mother (Ndlovukati), he rules the country as an absolute monarch. Mswati III is known for his practice of polygamy and currently has 15 wives. His policies and lavish lifestyle have led to local protests and international criticism.
The King, according to the new constitution, is also Commander-in-Chief of the Defence Forces and Commissioner of Police. He and the Queen Mother have legal immunity.
Succession is chosen in relation to the status of the potential king's mother. Ndlovukazi is chosen by the Royal Council after the King's death, she will be from an unrelated family. Within the aristocracy, the first wife is never the main wife — a second wife who has a higher pedigree will take precedence. The Royal family line, the Dlamini's, never intermarry; the King is always a Dlamini, the Queen Mother is never a Dlamini. The king is not followed by blood brothers. He is "Nkosi Dlamini" and is expected to unify his position by choosing wives from all sectors of the community. The balance of power lies between the King and the Queen Mother. The Royal Council plays a key role in the selection of the successor to the throne. Much of this tradition remains secret (or undetermined) — but it is rumoured that the new king must be single, and is usually a minor. His wives are important.

A Swazi king's first two wives are chosen for him by the national councillors. These two have special functions in rituals and their sons can never claim kingship. The first wife must be a member of the Matsebula clan, the second of the Motsa clan. According to tradition, he can only marry his fiancées after they have fallen pregnant, proving they can bear heirs. Until then, they are Liphovela.
King Mswati III is often criticized for living so lavishly in a nation that is afflicted by one of the world's highest HIV infection rates. His fleet of luxury cars, and the millions spent towards refurbishing his numerous wives' luxury mansions, are at odds with the approximately 34 percent of the nation that stand unemployed, nearly 70 percent of which live on less than a dollar a day, and with around 35 percent of adults who suffer from HIV.
The human immunodeficiency viruses (HIV) are two species of Lentivirus that causes HIV infection and over time acquired immunodeficiency syndrome (AIDS). AIDS is a condition in humans in which progressive failure of the immune system allows life-threatening opportunistic infections and cancers to thrive. Without treatment, average survival time after infection with HIV is estimated to be 9 to 11 years, depending on the HIV subtype. In most cases, HIV is a sexually transmitted infection and occurs by contact with or transfer of blood, pre-ejaculate, semen, and vaginal fluids. Non-sexual transmission can occur from an infected mother to her infant during pregnancy, during childbirth by exposure to her blood or vaginal fluid, and through breast milk. Within these bodily fluids, HIV is present as both free virus particles and virus within infected immune cells.

In general practice, however, the monarch's power is delegated through a dualistic system: modern and, statutory bodies, like the cabinet, and less formal traditional government structures. At present, parliament consists of an 82-seat House of Assembly (55 members are elected through popular vote; the Attorney General as an ex-officio member; 10 are appointed by the king and four women elected from each one of the administrative regions) and 30-seat Senate (10 members are appointed by the House of Assembly, and 20 are appointed by the king, whom at least the half must be women). The king must approve legislation passed by parliament before it becomes law. The prime minister, who is head of government is appointed by the king from among the members of the House on recommendations of the King's Advisory Council and the cabinet, which is recommended by the prime minister and approved by the king, exercises executive authority.
The head of government is the Prime Minister, who is appointed by the King after the election of a new parliament. The prime minister is a member of parliament and serves a five-year term. The prime minister cannot serve more than two consecutive terms. The current prime minister is Sibusiso Dlamini, who was appointed for a third term, by the king, on 17 September 2013. As a head of government, he chairs the cabinet meetings.
The cabinet of the Swaziland government is appointed by the king on advise from the prime minister. The members of the cabinet must be members of either Houses of parliament. The members of the cabinet are known as ministers, and they head government departments called ministries. They head their respective portfolios until the end of the parliament's term, or unless there is a cabinet reshuffle, dismissal, or death.
The Swazi bicameral Parliament or Libandla consists of the Senate (30 seats; 10 members appointed by the House of Assembly and 20 appointed by the monarch; to serve five-year terms) and the House of Assembly (65 seats; 10 members appointed by the monarch and 55 elected by popular vote; to serve five-year terms). The elections are held every five years after dissolution of parliament by the King. The last elections were held on 20 September 2013. [4] [5] The balloting is done on a non-party basis in all categories. All election procedures are overseen by the elections and boundaries commission. [6]
Nominations take place at the chiefdoms. On the day of nomination, the name of the nominee is raised by a show of hand and the nominee is given an opportunity to indicate whether he or she accepts the nomination. If he or she accepts it, he or she must be supported by at least ten members of that chiefdom. The nominations are for the position of Member of Parliament, Constituency Headman (Indvuna) and the Constituency Executive Committee (Bucopho). The minimum number of nominees is four and the maximum is ten. Primary elections also take place at the chiefdom level. It is by secret ballot. During the Primary Elections, the voters are given an opportunity to elect the member of the executive committee (Bucopho) for that particular chiefdom. Aspiring Members of Parliament and the constituency Headman are also elected from each chiefdom. The secondary and final elections takes place at the various constituencies called Tinkhundla. [7] Candidates who won primary elections in the chiefdoms are considered nominees for the secondary elections at inkhundla or constituency level. The nominees with majority votes become the winners and they become members of parliament or constituency headman. [8] [9]
Political parties were banned by the constitution promulgated on 13 October 1978. [10] The new constitution does not take into consideration party activity whereas freedom of association is protected.

The 2005 constitution is currently in force. [11] The constitution of 6 September 1968 was suspended 12 April 1973 by a State of Emergency decree imposed by King Sobhuza II, the father of the current King Mswati III. The decree gave absolute power to the monarchy and banned organised political opposition to royal rule.
A new constitution was promulgated 13 October 1978, but was not formally presented to the people.
In 2001 King Mswati III appointed a committee to draft a new constitution. [12] The draft was released for comment in May 2003, and was strongly criticised by civil society organizations in Swaziland, as well as by Amnesty International and the International Bar Association, among others.
Amnesty international listed the following criticisms of the draft constitution of 2003:
A new draft was placed before the largely advisory parliament on November 4, 2004. [13] The draft reportedly is substantially the same as the version issued in 2003.
Swaziland's two largest political organisations, the People's United Democratic Movement (PUDEMO) and the Ngwane National Liberatory Congress (NNLC), together with labour unions, challenged the 2004 draft constitution in the Swaziland's High Court. However, in March 2005 the court upheld a ban on opposition political parties, citing the 1973 State of Emergency decree of King Sobhuza II. "It remains the duty and function of the court to uphold and apply the laws of the land, and especially so when constitutional issues are decided", the court ruled. The applicants indicated that they intended to pursue their case in the Court of Appeal. [14]
Trade unions in the country have organized repeated strikes to protest against the lack of labour and political rights and the draft constitution. This included a general strike on 25 and 26 January 2005, although reportedly not widely heeded. [15]
For local administration Swaziland is divided into four regions (Hhohho, Lubombo, Manzini, Shiselweni), each with an administrator appointed by the king. Parallel to the government structure is the traditional system consisting of the king and his advisers, traditional courts, and 55 tinkhundla (subregional districts in which traditional chiefs are grouped).
Swaziland is a member of the Southern African Customs Union (SACU) which the U.S. began negotiating a Free Trade Agreement with in May 2003. The other members of SACU are Botswana, Namibia, Lesotho and South Africa.

Eswatini, officially the Kingdom of Eswatini and also known as Swaziland, is a landlocked country in Southern Africa. It is bordered by Mozambique to its northeast and South Africa to its north, west and south. At no more than 200 kilometres (120 mi) north to south and 130 kilometres (81 mi) east to west, Eswatini is one of the smallest countries in Africa; despite this, its climate and topography are diverse, ranging from a cool and mountainous highveld to a hot and dry lowveld.
Artifacts indicating human activity dating back to the early Stone Age have been found in the Kingdom of Eswatini. Prehistoric rock art paintings date from c. 25,000 B.C. and continuing up to the 19th century can be found in various places around the country.
Swazi culture is the way of life and customs of the Swazi people through various historical stages. The culture of Swazi people involves music, food, religion, architecture, and kinship, among many other things. The Swazi people are composed of various Nguni clans who speak the Nguni language SiSwati. These people mostly reside in Eswatini and South Africa. Presently, Swazi people may also include citizens of Eswatini. In Eswatini, one of the most visible features of cultural identity is the traditional political structure of the nation and the home. In the national level, the Ngwenyama is considered the head of the nation alongside the Ndlovukati who is the spiritual leader of the nation. National cultural events often involve the Ngwenyama or Ndlovukati. At home, the patriarch of the family is the head and in the past, often practiced polygamy. This headman, usually referred to as umnumzane is central to all activities of the home. A group of homes forming a community and the land they reside on forms a chiefdom or umphakatsi. Several chiefdoms form an inkhundla which then belongs of a regional division of the country. This connects the older traditional leadership structures to more modern forms of government.
The Swazi or Swati are a Bantu ethnic group of Southern Africa, predominantly inhabiting modern Eswatini and South Africa's Mpumalanga province. The Swati are part of the Nguni family that can be archaeologically traced in East Africa where the same tradition, beliefs and cultural practices are found. The Swati share a unique experience, culture and Royal lineage. This lineage is exclusive to the inhabitants of Eswatini, even though there have been more Swazi people that have moved to South Africa and the United Kingdom in the 20th century. The original inhabitants of Eswatini no longer reside in Eswatini as a majority population while some remain in the land. The Swazi people and the Kingdom of Eswatini today are named after Mswati II, who became king in 1839 after the death of his father King Sobhuza who strategically defeated the British who occupied Swaziland. The Kingdom of Swaziland was a region occupied by the San people of Southern Africa and the current Swazis came in from North Eastern regions through to Mozambique and eventually Swaziland in the 15th century. Mixtures with the San people and other Nguni tribes occurred. Their royal lineage can be traced to a chief named Dlamini I; this is still the royal clan name. About three-quarters of the clan groups are Nguni; the remainder are Sotho, Tsonga, others North East African and San descendants. These groups have intermarried freely. There are slight differences among Swazis as a nation with varying features and skin tones yet Swazi identity extends to all those with allegiance to the twin monarchs Ingwenyama "the Lion" and Indlovukati "the She-Elephant". The dominant Swati language and culture are factors that unify Swazis as a nation since there is no other language spoken except for English.
Sobhuza II, KBE was the Paramount Chief and later King of Swaziland for 82 years and 254 days, the longest verifiable reign of any monarch in recorded history. Sobhuza was born on 22 July 1899 at Zombodze Royal Residence, the son of Inkhosikati Lomawa Ndwandwe and King Ngwane V. When he was only four months old, his father died suddenly while dancing incwala. Sobhuza was chosen king soon after that and his grandmother Labotsibeni and his uncle Prince Malunge led the Swazi nation until his maturity in 1921. Sobhuza led Swaziland through independence until his death in 1982. He was succeeded by Mswati III, his young son with Inkhosikati Ntfombi Tfwala, who was crowned in 1986.
Queen Mother Ntfombi, Ndlovukati of Eswatini is the current Ndlovukati and joint head of state of Eswatini, serving since 1986. She was also regent of Eswatini from 1983 to 1986. She is the mother of King Mswati III.
Sobhuza I was king of Swaziland, from 1815 to 1836. Born around 1780, his father was Ndvungunye, and his mother was Somnjalose Simelane. He was called Somhlolo, "the Wonder," upon his birth because his father Ndvungunye died as a result of being struck by lightning. When Sobhuza was king, Lojiba Simelane instead of his mother Somnjalose was Queen Mother because Somnjalose was an inhlanti or support bride to Lojiba. Somhlolo is a greatly revered king of Swaziland. He had his first royal capital or kraal at Zombodze in the Shiselweni region, but moved it north to new Zombodze in central Swaziland. Swazis celebrate Somhlolo Day every September 6 as their Independence Day and the national stadium is named Somhlolo stadium. Sobhuza was succeeded by his son Mswati II and his wife Tsandzile Ndwandwe as Queen Mother after a short regency by Queen Lojiba Simelane. Sobhuza by the time of his death a conquered a country claimed to be reaching modern day Barberton in the north, Carolina in the west, Pongola River in the south and Lubombo Mountains in the east.
Lobamba is the traditional, spiritual, and legislative capital city of Eswatini, seat of the Parliament, and residence of the Ntombi, the Queen Mother. Mswati III lives about 10 kilometres (6.2 mi) away at the Lozitha Palace. The King and Queen Mother participate in annual December and January Incwala ceremonies and August and September Reed Dancees at the Royal Kraal.
Dr. Moses Mathendele Dlamini is a Swazi political figure. He was a Senator and is acting chief of Mbelebeleni in the Shiselweni District. He was also Swaziland's Minister of Foreign Affairs and Trade from 2006 to 2008. Since October 2008 he has been serving in king Mswati III's advisory council or Swaziland national council standing committee(Liqoqo supreme council).
The House of Dlamini is the royal house of the Kingdom of Eswatini. Mswati III, as king and Ngwenyama of Swaziland, is the current head of the house of Dlamini. Swazi kings up to the present day are referred to as Ingwenyama and they rule together with the Queen Mother who is called Indlovukati. The Swazi kings, like other Nguni nations, practice polygamy and thus have many wives and children.

Ndvungunye was King of Swaziland from 1780 until his death in 1815 after succeeding his father, King Ngwane III following a very brief regency of Indlovukati LaYaka Ndvwandvwe. Very little has been recorded of the quality of leadership under his reign. Ndvungunye built his residence or Sigodlo near Mhlosheni on feet of the eMhlosheni hills in NShiselweni, the south east of modern Swaziland near Zombodze, where his father Ngwane had settled during his reign. His rule thus indicated a period of limited expansion and consolidation which is overshadowed by that of his son King Sobhuza I. The NShiselweni settlements established under his reign which he placed under the guardianship of his chief Sukumbili Mbokane would not however provide a solid foundation for the future Swazi state as indicated by attacks after his death on Sobhuza by Ndvwandvwe chiefs. Ndvungunye died around 1815 after being struck by lightning. Ndvungunye was married to Lojiba Simelane and Somnjalose Simelane. It was with the latter that he had his son Sobhuza I. Lojiba however became Queen mother as she was a senior sister to Somnjalose. Sobhuza I became the king in 1815 after the regency of Queen Lomvula Mndzebele.
Tsandzile Dlamini is a princess of Swaziland who currently serves as Minister of Home Affairs.
