Potomac Yard is a neighborhood in Northern Virginia that straddles southeastern Arlington County and northeastern Alexandria, Virginia, located principally in the area between U.S. Route 1 and the Washington Metro Blue Line /Yellow Line tracks, or the George Washington Memorial Parkway, depending on the definition used. [1] [2] The area was home to (and takes its name from) what was once one of the busiest rail yards on the Eastern Seaboard of the United States. The "Potomac Yard" name is also used to refer to several developments in the area, especially the Potomac Yard Center power center and a Washington Metro station.
In 2018, Amazon.com, Inc. announced plans to locate part of its "HQ2" second headquarters project in Northern Virginia, specifically in the newly re-branded cross-jurisdictional neighborhood of National Landing, which local and state officials said would include Potomac Yard as well as nearby parts of southern Arlington, including the Crystal City neighborhood that will be the hub of the HQ2 development. [3] [4] Amazon initially planned to split HQ2 between National Landing and Long Island City, New York, but opposition from New York officials led Amazon to cancel that portion of the project, leaving National Landing as the only HQ2 site. [5]
Prior to Amazon's selection of National Landing, Virginia Tech had stated it would establish an "Innovation Campus" in the Alexandria portion of the neighborhood. [4]
English settlers built several plantations on the site in the 18th century. [6] : 103–4 The land, much owned by the Swann and Daingerfield families, became part of Alexandria County, D.C. with the creation of the District of Columbia in 1791, and retroceded to Virginia in 1846.
Its role as a transportation hub began when Congress chartered the Alexandria Canal Company in 1830. The canal, which opened on December 2, 1843, would connect the port of Alexandria with the end of the Chesapeake and Ohio Canal (completed 1850) in Georgetown via the Potomac Aqueduct Bridge. It would operate until abandoned in 1886. [6] : 105–6
Railroad development in the area began in the 1850s, though stymied by political concerns and by the American Civil War. The Alexandria and Washington Railroad began service on a new rail line between Long Bridge and Alexandria in 1857. [6] : 106 Order to the region's mishmash of active and abandoned rail lines and stations did not come until the City Beautiful movement of the late 19th century. The 1901 Plan for Washington, D.C., the report of the McMillan Commission, proposed consolidating the region's rail operations, including a new Washington Union Station, which was approved in 1903 and completed 1908, and a New Long Railroad Bridge (completed 1904). [7]
In accordance with the plan, the Pennsylvania Railroad (PRR), Baltimore and Ohio Railroad, Southern Railway, Chesapeake and Ohio Railway, Atlantic Coast Line Railroad, and Seaboard Air Line Railway formed the Richmond-Washington Company to manage traffic. This holding company controlled the Richmond, Fredericksburg and Potomac Railroad (RF&P), the new Alexandria Union Station, which opened in 1905, and the new switching yard—Potomac Yard—which opened on October 15, 1906. [8]
The booming "Pot Yard" attracted thousands of workers, who largely settled in the areas of Del Ray and St. Elmo. These subdivisions incorporated as the town of Potomac in 1908, but were annexed by the City of Alexandria in 1930.
Potomac Yard in its heyday was one of the busiest railyards in the Eastern United States, processing thousands of cars daily. The PRR extended its railway electrification program to Potomac Yard in 1935, marking its southernmost point. [7] The Penn Central segment of the famous Tropicana Juice Train operated from here. The site reached capacity in 1937.
After the corporate mergers of the former separate railroad companies that used the yard to interchange freight cars, the need for Potomac Yard greatly diminished. It was determined by the RF&P that the land was worth more than the need for yard switching. The PRR's old catenary was dismantled in the 1980s. The facility was identified as a toxic waste site in 1987. The RF&P finally decommissioned it in 1989. Plans for rehabilitation and redevelopment of the land have been a source of intense debate since then.
At decommissioning, decades of industrial use had left the site contaminated with heavy metals and hydrocarbons, including diesel fuel. It was immediately declared a Superfund site. In 1995 the Environmental Protection Agency (EPA) approved RF&P's study and cleanup plan, and cleanup was declared completed by 1998. [9]
Various commercial and community interest groups came into conflict over the future of the brownfield land. The City of Alexandria rejected the original mixed-use plan in 1992. Jack Kent Cooke, owner of the then Washington Redskins, unsuccessfully pushed for the construction of a new football stadium on the site. Seventy of the 400 acres (1.6 km2) of the site were approved for retail use in 1995; the Potomac Yard Center, a 589,856-square-foot (54,799.4 m2) strip mall anchored by big box stores, was completed in 1997. Other sections of Potomac Yard have since been slated for development as residential units, office space, parkland, and retail use. The Potomac Yard Complex by Crescent Resources is already under construction. One and Two Potomac Center was completed in November 2005 and houses several EPA offices. The southernmost portion of the Alexandria section is under construction as of August 2006. It includes two plans, one for Arlington and one for Alexandria. The Alexandria portion of the site is highlighted by a new Town Center. The plan also includes 1,900,000 square feet (180,000 m2) of office space; a 625-room hotel; 135,000 square feet (12,500 m2) of neighborhood retail space; and approximately 1,900 residential units. The plan for the Arlington site includes 2,800,000 square feet (260,000 m2) of office space; a 625-room hotel; 100,000 square feet (9,300 m2) of neighborhood retail space; and approximately 1000 residential units. The plan also calls for a 25-acre (100,000 m2) park, which will be owned by Arlington County. A mixed-use development apartment community called Station 650 was completed in 2015 in the Potomac Yard redevelopment of Alexandria, Virginia. The project by Wood Partners includes 183 residential units in a five-story building with street-level retail. [10] In December 2023 it was announced that the Washington Capitals and Washington Wizards would move to a new arena to be built at Potomac Yard. The site would include training facilities, team offices, and a performing arts venue. [11]
Construction for Potomac Yard Park began in 2009, and it opened on December 14, 2013. The park contains a water fountain, playgrounds, and sports fields within 24 acres. Located south of the main shopping district, it borders train tracks carrying freight and Virginia Railway Express commuter rail. [12]

Bus rapid transit from Crystal City to Potomac Yard opened in August 2014. Branded as Metroway, it travels in dedicated lanes along U.S. Route 1. A Washington Metro infill station opened on May 19, 2023, [21] after a previously scheduled opening date of April 2022 was pushed back due to a safety issue with the automatic train control systems. [22] [23]
A streetcar system in Northern Virginia was proposed to open in 2020, with trains traveling between Potomac Yard, Crystal City, Pentagon City, and Bailey's Crossroads. [24] In late November 2014 the Arlington County Board cancelled the streetcar plan. [25]
The Blue Line is a rapid transit line of the Washington Metro system, consisting of 28 stations in Fairfax County, Alexandria and Arlington, Virginia; Washington, D.C.; and Prince George's County, Maryland, United States. The Blue Line runs from Franconia–Springfield to Downtown Largo. The line shares track with the Orange Line for 13 stations, the Silver Line for 18, and the Yellow Line for 7. Only 3 stations are exclusive to the Blue Line.
The Yellow Line is a rapid transit line of the Washington Metro system that runs between Huntington in Virginia and Mount Vernon Square in Washington, D.C. It consists of 13 stations in Fairfax County, the city of Alexandria, and Arlington County in Virginia, and Washington, D.C. It is the shortest line in the system, and since its truncation to Mount Vernon Square, it is the only line that does not enter Maryland.
Crystal City is an urban neighborhood in the southeastern corner of Arlington County, Virginia, approximately 5 miles south of Downtown Washington, D.C. Due to its extensive integration of office buildings and residential high-rise buildings using underground corridors, travel between stores, offices, and residences, it is possible to travel much of the neighborhood without going above ground, making at least part of Crystal City an underground city.
Franconia–Springfield station is a Washington Metro rapid transit station and Virginia Railway Express commuter rail station located in Springfield, Virginia, United States. The station is the southwestern terminus of the Metro Blue Line and an intermediate station on the VRE Fredericksburg Line. It is also a major bus terminal for Fairfax Connector buses, plus other local and intercity bus routes. The station has one island-platform serving the two Metro tracks, plus two side platforms serving the RF&P Subdivision on which the Fredericksburg Line runs.
Shirlington is an unincorporated urban area, officially called an "urban village", in the southern part of Arlington County, Virginia, United States, adjacent to the Fairlington area. The word "Shirlington" is a combination of "Shirley" and "Arlington".
The Richmond, Fredericksburg, and Potomac Railroad was a railroad connecting Richmond, Virginia, to Washington, D.C. The track is now the RF&P Subdivision of the CSX Transportation system; the original corporation is no longer a railroad company.
Alexandria Union Station is a historic railroad station in Alexandria, Virginia, south of Washington, D.C. To avoid confusion with nearby Washington Union Station, the station is often referred to as simply Alexandria. Its Amtrak code is ALX.
The Washington and Old Dominion Railroad was an intrastate short-line railroad located in Northern Virginia, United States. The railroad was a successor to the bankrupt Washington and Old Dominion Railway and to several earlier railroads, the first of which began operating in 1859. The railroad closed in 1968.
Streetcars in Washington, D.C. transported people across the city and region from 1862 until 1962.
The Northern Virginia trolleys were the network of electric streetcars that moved people around the Northern Virginia suburbs of Washington, D.C., from 1892 to 1941. They consisted of six lines operated by as many as three separate companies connecting Rosslyn, Great Falls, Bluemont, Mount Vernon, Fairfax, Camp Humphries, and Nauck across the Potomac River to Washington, D.C.
The Alexandria Canal was a canal in the United States that connected the city of Alexandria to Georgetown in the District of Columbia.
Metroway is a bus rapid transit (BRT) line operated by the Washington Metropolitan Area Transit Authority (WMATA) as part of their Metrobus system. It consists of a single line operating in Arlington and Alexandria, Virginia. It opened on August 24, 2014. It was the first bus rapid transit line to open in Virginia and in the Washington metropolitan area.
The Alexandria Extension is a short rail line in Washington, D.C. and Prince George's County, Maryland. Its northern portion connects the Capital Subdivision to the RF&P Subdivision, allowing freight trains to avoid Downtown Washington. Its southern portion, the Shepherd Industrial Spur, extends south to Shepherds Landing, directly across the Potomac River from Alexandria, Virginia; service on this portion ended in 2001.
Potomac Yard station is a Washington Metro station in Alexandria, Virginia, United States. It is operated by the Washington Metropolitan Area Transit Authority (WMATA), serving both the Blue and Yellow Lines, and opened on May 19, 2023. It is located at Alexandria's 7.5-million-square-foot (700,000 m2) Potomac Yard mixed-use development bounded by Richmond Highway and the George Washington Memorial Parkway. It is the second infill station to be added to the Washington Metro system, after NoMa–Gallaudet U in 2004. It was constructed on the site of Potomac Yard, a former railroad freight yard.
Long Bridge is the common name used for three successive bridges connecting Washington, D.C., to Arlington, Virginia, over the Potomac River. The first was built in 1808 for foot, horse and stagecoach traffic, and bridges in the vicinity were repaired and replaced several times in the 19th century. The current bridge was built in 1904 and substantially modified in 1942. It has only been used for railroad traffic and is owned by CSX Transportation.
The Northern Virginia region is served by numerous mediums of transit. Transportation in the region is overseen by the Northern Virginia Transportation Commission and the Northern Virginia Transportation Authority.
Alexandria, Virginia is an independent city in the Commonwealth of Virginia, located along the western bank of the Potomac River. The city of approximately 151,000 is about six miles south of downtown Washington, D.C.
Amazon HQ2 is Amazon's corporate headquarters in National Landing in Crystal City, Virginia and an expansion of the company's headquarters in Seattle, Washington. Phase I, which has capacity for 14,000 employees, opened in June 2023. Construction on Phase II is delayed and there is no timeline for development.
National Landing is an area in Northern Virginia encompassing parts of the Crystal City and Pentagon City neighborhoods of Arlington County and the Potomac Yard neighborhood in the city of Alexandria. It is the location of the Amazon HQ2 headquarters.
The Columbia Pike–National Landing Line, designated as Route 16M, is a daily bus route operated by the Washington Metropolitan Area Transit Authority between Skyline City and Crystal City station of the Yellow and Blue lines of the Washington Metro. This line is part of the Pike Ride service, which runs through Columbia Pike. This line provides service through the neighborhoods of Fairfax County and Arlington County to Crystal City. Unlike the Columbia Pike Line, the Columbia Pike–National Landing Line does not serve Columbia Pike past the Arlington County line.
