Since the early 2000s, a number of proposals have been made by politicians and interest groups in Cork City, Ireland to introduce a light rail system in the city. As of early 2019 it was in a period of public consultation. The proposal, which has "no definitive timeline", [1] has been compared to the Luas light rail system in Dublin. [2]
From the 1880s to 1934, a light rail system existed in Cork, the Cork and Muskerry Light Railway. It closed in 1934, having sustained damage during the Irish Civil War, which hindered usage. Another tramway operated three lines around the city center and surrounding suburbs, operated by the Cork Electric Tramways and Lighting Company. It closed in 1931. [3]
A light rail system was proposed as part of the Green Party manifesto in 2007. [4] When the Green Party entered into a coalition with Fianna Fáil, following the 2007 general election, these proposals were briefly discussed in the Dáil. [5] In 2007 it was announced that a bus-based rapid transit system was to be examined in Cork City. [6]
The 2008 update to the Cork Area Strategic Plan included an east-west "rapid-transit corridor" from Ballincollig to Mahon via the Docklands and City Centre, as well as a north-south corridor from Ballyvolane to Cork Airport. The plan suggested that these would be serviced by buses, at least in the initial stages, but acknowledged that light rail or bus rapid transit might be justified depending on development and desired service provision. [7] The CASP was a strategic plan for the Cork City region jointly developed by Cork City and County Council.
This update to the CASP was reflected in the 2009 Cork County Development Plan, where the possibility of the identified rapid transit corridors being developed as light rail or bus rapid transit. [8] The 2015 City Development Plan only proposed developing the east-west corridor as a Bus Rapid Transit route. [9]
A similar proposal was mentioned in the government's Ireland 2040 framework, which was published in 2018. [10] As of 2019, a formal transportation plan for Cork, known as the Cork Metropolitan Area Transport Strategy (CMATS), [11] was prepared by the local authority. Publication was scheduled for February 2018, with a "draft plan" proposed to be available for "public consultation early in 2019". [12] The draft CMATS plan was published in May 2019, and included draft proposals for the construction of a light-rail system sometime after 2031. [13] The proposed light-rail system received support from the president of University College Cork, the Cork Chamber of Commerce, Tánaiste Simon Coveney, [14] and former Lord Mayor Mary Shields. [15]
In 2020, the Cork Transport and Mobility Forum proposed a combined tram-train system for Cork based on the Karlsruhe model to the Cork City Council. [16]
Plans proposed in 2017, under the Ireland 2040 development framework, had suggested an 'east-west' light-rail corridor from Ballincollig in the west of Cork City, through the city centre, to Mahon in the east. A 'north-south' corridor was also contained in these plans, linking Cork Airport. [17]
During 2018, the People Before Profit (PBP) political party proposed a variant of these routes. A two-line proposal suggested one line running from Ballincollig to Mahon, and another from Cork Airport to Cork city center. [18] Another PBP proposal, from later in 2018, was based on three lines. [19]
In May 2019, the Cork Metropolitan Area Transport Strategy was published by the National Transport Authority (NTA), and contained proposals for a one-line system running from Ballincollig to Mahon, with stops at points in the city centre. The design was unveiled alongside a number of other suggested transport investments, including an expansion of the Cork Suburban Rail network. The 2019 proposal was costed at €1 billion, projected to include 25 possible stops along 17 km of track. Determination of a possible light rail transit (LRT) route was due to start in early 2020, with construction not expected to commence "until 2031 at earliest". [20] [21] These 2019 proposals speculated that the line would make use of the old Cork, Blackrock and Passage Railway line greenway when running through Blackrock. [20] [21]
In July 2020, updated CMATS plans were released. [22] [23] While, in August 2020, it was reported that a preferred route for the proposed LRT system could be "identified within two years", [24] as of October 2023, its publication had been "delayed". [25] In November 2023, it was reported that the proposed route could be "published in the new year [2024]". [1]
Most of the transport system in Ireland is in public hands, either side of the Irish border. The Irish road network has evolved separately in the two jurisdictions into which Ireland is divided, while the Irish rail network was mostly created prior to the partition of Ireland.
Grand River Transit (GRT) is the public transport operator for the Regional Municipality of Waterloo, Ontario, Canada. It operates daily bus services in the region, primarily in the cities of Kitchener, Waterloo, and Cambridge, alongside the ION rapid transit light rail system which began service on June 21, 2019.
Luas is a tram system in Dublin, Ireland. There are two main lines: the Green Line, which began operating on 30 June 2004, and the Red Line which opened on 26 September 2004. Since then, the red line has been extended and split into different branches further out of the city and the green line has been extended north and south as a single line. Since the northern extension of the green line in 2017, the two lines intersect in the city centre. The system now has 67 stops and 42.5 kilometres (26.4 mi) of revenue track, which in 2023 carried 48.2 million passengers, an increase of 24% compared to 2022.
Ballincollig is a suburban town within the administrative area of Cork city in Ireland. It is located on the western side of Cork city, beside the River Lee on the R608 regional road. In 2016 it was the largest town in County Cork, at which time the Ballincollig Electoral Division had a population of 18,621 people. It is located beyond the green belt from the suburbs of Bishopstown and Wilton. Historically home to the Ballincollig Royal Gunpowder Mills which is now a Regional Park, the town has seen much growth in recent years as a satellite of Cork City. Ballincollig is within the Cork North-West Dáil constituency.

Transport 21 was an Irish infrastructure plan, announced in November 2005. Its aims were to greatly expand Ireland's transport network. A cost estimate of €34 billion was attached to the plan at the time.
Van Nuys station is a station on the G Line of the Los Angeles Metro Busway system. Ion, stylized as ION, is an integrated public transportation network in the Regional Municipality of Waterloo in Ontario, Canada. It is operated by Keolis and is part of the Grand River Transit (GRT) system, partially replacing GRT's Route 200 iXpress bus service. The section of the bus route serving Cambridge has been renamed "Ion Bus", and renumbered as 302. The first phase commenced operations on June 21, 2019, between the north end of Waterloo and the south end of Kitchener. A future extension of light rail to the downtown Galt area of Cambridge is planned but construction may not begin on that line until 2028. In 2023, Ion LRT had an annual ridership of 4.3 million, and a daily ridership of 11,780.
The Avondale–Southdown Line is a proposed railway line between Avondale and Southdown in Auckland, New Zealand. One of its main functions would be to remove north–south freight trains from parts of the Auckland rail system that have significant passenger traffic.
Public transport in Ireland exists in many of the Ireland's urban areas and rural areas, and takes a number of forms. Bus transport is the main form of public transport and is common in all cities. The cities, Dublin, Belfast, Cork, Limerick and Galway all have their own suburban rail networks, although Dublin is the only to have its own tram line, in the form of the Luas. Ireland has a population of 5 million people.
The West London Orbital is a proposed extension to the London Overground railway system. The extension would make use of a combination of existing freight and passenger lines including the Dudding Hill Line, North London Line and Hounslow Loop. The route would run for approximately 11 miles (17 km) from West Hampstead and Hendon at the northern end to Hounslow at the western end via Brent Cross West, Neasden, Harlesden, Old Oak Common, South Acton and Brentford.
Bristol Supertram was a proposed light rail system for the Bristol and South Gloucestershire regions of England. In 2001, the project was given backing from the government to build a line that would link the city centre with the North Bristol region, but the project was cancelled in 2004.
The N40 road is a national primary road in Cork City, Ireland. It is partial ring road skirting the southern suburbs of the city, from the N22 west of Ballincollig, via the Jack Lynch Tunnel under the River Lee, to the Dunkettle Interchange where it meets the N25 and N8/M8. The present N40 designation was created on 23 February 2012 via statutory instrument by renaming parts of the N22 and N25. The N40 serves as both a commuter route and a bypass of the city centre for traffic between parts southwest and east. The National Transport Strategy envisages building a "Cork North Ring Road" to complete the circuit in the 2030s.
Bus rapid transit (BRT) in New Jersey comprises limited-stop bus service, exclusive bus lanes (XBL) and bus bypass shoulders (BBS). Under the banner Next Generation Bus NJ Transit (NJT), the New Jersey Department of Transportation (NJDOT), and the metropolitan planning organizations of New Jersey (MPO) which recommend and authorize transportation projects are undertaking the creation of several additional BRT systems in the state.
The city of Bristol in the United Kingdom has included a light rail transport system in its plans from the 1980s onwards. There has been no light rail in the city since the closure of Bristol Tramways in 1941.
County Cork has a number of rail-trails and greenways and, as of 2022, there are plans and proposals at various stages of preparation to create a network of walking trails for the county. The term "Cork Greenway" has been used in press coverage, but is not used officially.
BusConnects is an ongoing public transport infrastructure programme, managed by the National Transport Authority (NTA), focused on the bus networks in several cities in Ireland. Described by the NTA as intended to "improve bus services across the country", as of mid-2022 the programme was in "implementation" phase in Dublin, "consultation" phase in Cork, with the Minister for Transport projecting similar initiatives in Galway, Limerick and Waterford. Aspects of the plans proved controversial with local politicians, residents, and unions in both Dublin and Cork.
Water-rock is a townland in the historical barony of Barrymore in County Cork, Ireland. Located in East Cork, near Midleton, the townland has an area of approximately 1.2 square kilometres (0.5 sq mi). While, at the time of the 2011 census, Water-rock had a population of 128 people, in 2015 Cork County Council published a plan for "significant" residential development in the area. The "Cork Metropolitan Area Transport Strategy 2040" (CMATS), a public consultation document published in 2019 by the National Transport Authority, listed Water-rock as one of several potential locations for a future Cork Suburban Rail station. As of late 2022, Cork Corporation had reportedly commenced some road and water infrastructure works in the area. Waterrock golf course closed in 2020.
