Railcoop is a French rail cooperative society, headquartered in Cambes, Lot. It is one of the first private passenger service companies to be created in the aftermath of the liberalisation of rail transportation in France and the end of the monopoly on passenger transit for the national railway operator SNCF. [2] As the rail network remains state-owned by the public agency SNCF Réseau, Railcoop operates as an independent rail operator by purchasing slots for operating its services; its schedules are regularly communicated to the national transport regulation authority.
Railcoop was formally established during November 2019, at which point it set about recruiting members and raising funds with which to establish train operations; by February 2021, it had raised €1.3 million and had 5,500 shareholders, which included multiple local authorities. In September 2021, it was announced that Railcoop had received its rail operator license, and obtained confirmation of the necessary train paths for its initial operations. Two months later, the organisation launched its first train service, hauling freight three times per week between Figeac and Toulouse; this was increased to a daily service in January 2022.
From its founding, Railcoop's stated primary project is the reopening of a direct passenger service between Bordeaux and Lyon, a service which SNCF had opted to discontinue in 2014. [3] It has obtained its own rolling stock and petitioned for suitable train paths to be allocated. At one point, the passenger service was set to commence in June 2022, however, it had to be postponed until December 2022. [4] Railcoop had ambitions to launch several other passenger services in the future.
During 2009, liberalisation reforms were implemented in France, resulting in the opening of the rail transport market for international services. Shortly thereafter, the Italian private company Thello announced plans to operate its own service between the cities of Paris and Venice. [2] During 2020, the national flag carrier Air France was ordered by the French government to reduce its domestic flights that competed with rail travel in an effort to promote a shift in the travelling public towards the latter medium. [5] French authorities were reportedly keen to welcome competition to its rail market, additional moves in this direction were implemented during the early 2020s. [6] [7] Despite this, there has been criticism voiced that the French rail sector is unwelcoming to new entrants. [8]
Operating in the context of a very weak use of the railways within France's low-populated areas and the dominance of high speed trains on major trunk routes, [9] Railcoop aims to re-develop medium-size rail connections. During the early 2010s, Railcoop was initially structured as a not-for-profit or voluntary association; it became a "cooperative society aiming at a collective interest" (SCIC), the first such entity, in November 2019. [6] By this point, the organisation had gained the backing of a wide range of investors, including €500,000 from the regional government of Grand Est, to support its ambitions. [10] Reportedly, Railcoop was required to have a minimum share capital of €1.5 million as well as recruit 3,000 members in order to obtaining a railway operating license. [6] By February 2021, the organisation had reportedly raised €1.3 million and had 5,500 shareholders, including multiple local authorities. [11]
On 9 June 2020, Railcoop confirmed its intentions with France's Regulatory Transport Authority (ART), which investigated whether the planned service conflicted with any existing public service. [6] The same year, the recruitment of 100 staff members commenced. [11] In September 2021, it was announced that Railcoop had received its rail operator license, a necessary step towards operating its own train services. [4] That same month, French authorities confirmed the necessary train paths for such services to be run; [6] furthermore, the organisation was closing in on obtaining its safety certificate, which would enable services to commence shortly thereafter. [4] In October 2023 it was placed in receivership. [12]
On 15 November 2021, Railcoop launched a freight haulage service between Figeac and Toulouse, traversing the 180 km (110 mi) freight line from Decazeville, via Capdenac to Saint-Jory. [4] Hauling mainly agricultural and industrial products, the rolling stock comprised a pair of locomotives provided by DB Cargo while 24 wagons were leased from Ermewa. [13] Initially being operated three times per week, the frequency was increased to daily in January 2022. [14] This service is operated on an on-demand basis. [11] The company has reportedly held talks with as many as 30 different companies to discuss options for fulfilling their freight needs by its rail services. [6]
The main project of the company is the Bordeaux-Lyon direct link, which was withdrawn by SNCF in 2014. [15] The service is intended to run three times per day, one of which would be an overnight train. [11] These are to call at destinations such as Périgueux, Limoges, Guéret, Montluçon, and Roanne, has a projected journey time of six hours and 47 minutes, as well as a forecast demand of 690,000 passengers that would use the service each year. [6] The launch date was at one point expected to occur in June 2022, [16] but has been postponed to December amid allegations that SNCF was unable to allocate suitable train paths for the service to be run. Initially efforts by the organisation to acquire its own rolling stock were centred around locomotive-hauled rakes of coaches with which it intended to operate the service. [11] Instead, by mid 2022, Railcoop had purchased nine SNCF Class X 72500s and commenced an internal refurbishment of each unit. [19] [20] In the long term, the organisation had stated its preference for obtaining Coradia Liner bi-mode multiple units, the same class used by SNCF on non-electrified intercity routes. [11] Passengers are to be provisioned with various onboard services and comfort enhancement features; the trains have been configured with catering facilities, large luggage storage areas (suitable for skis and surfboards), and a dedicated children's play area. [6] Furthermore, their engines and transmissions were overhauled with the aim of improving their reliability. [18]
Railcoop has ambitions to operate additional routes within France. The company has publicly stated its expectation to reinvest over half of any profits generated into the business' development. [11] During 2023, the company hopes to operate services between Toulouse and Rennes, [21] as well as Lyon and Thionville. [22]
The Société nationale des chemins de fer français is France's national state-owned railway company. Founded in 1938, it operates the country's national rail traffic along with that of Monaco, including the TGV, on France's high-speed rail network. Its functions include operation of railway services for passengers and freight, as well as maintenance and signalling of rail infrastructure. The railway network consists of about 35,000 km (22,000 mi) of route, of which 2,600 km (1,600 mi) are high-speed lines and 14,500 km (9,000 mi) electrified. About 14,000 trains are operated daily.
Trenitalia SpA is the primary train operator of Italy. A subsidiary of Ferrovie dello Stato Italiane, itself partly owned by the Italian government, the company is owned publicly and partly private from a private investors group. It was established in 2000 following a European Union directive on the deregulation of rail transport.
Keolis is a French transportation company that operates public transport systems all over the world. It manages bus, rapid transit, tram, coach networks, rental bikes, car parks, water taxi, cable car, trolleybus, and funicular services. Based in Paris, France, the company is 70% owned by SNCF and 30% owned by the Caisse de dépôt et placement du Québec.
DB Cargo France is a French rail freight operator. It is presently a subsidiary of the German state-owned logistics company DB Cargo.
The Gare de la Part-Dieu or Lyon-Part-Dieu is the primary railway station of Lyon, France, located in its La Part-Dieu business district. It is on the historical Paris–Marseille railway. Train services are mainly operated by the SNCF with frequent TGV high-speed and TER regional services as well as Intercités, Frecciarossa, AVE and Lyria services. Lyon's second railway station, Perrache station, is located in the south of the historical centre.
The Perpignan–Barcelona high-speed line is an international high-speed rail line between Perpignan in Roussillon, France and Barcelona, Spain. The line consists of a 175.5-kilometre (109.1 mi) railway, of which 24.6 km (15.3 mi) are in France and 150.8 km (93.7 mi) are in Spain. The line is sometimes referenced as an extension of the Madrid–Barcelona high-speed rail line. The Perpignan–Barcelona line is a part of the Mediterranean Corridor.
Rail transport in France is marked by a clear predominance of passenger traffic, driven in particular by high-speed rail. The SNCF, the national state-owned railway company, operates most of the passenger and freight services on the national network managed by its subsidiary SNCF Réseau. With a total of 29,901 kilometres (18,580 mi) of railway, France operated the second-largest European railway network in 2007. As of 2021, it was among the ten longest railway networks in the world.
The Single European Railway Directive 2012 is an EU Directive that regulates railway networks in European Union law. This recast the First Railway Directive" and consolidates legislation from each of the first to the fourth "Package" from 1991 to 2016, and allows open access operations on railway lines by companies other than those that own the rail infrastructure. The legislation was extended by further directives to include cross border transit of freight.
France has a large network of high-speed rail lines. As of June 2021, the French high-speed rail network comprises 2,800 km (1,740 mi) of tracks, making it one of the largest in Europe and the world. As of early 2023, new lines are being constructed or planned. The first French high-speed railway, the LGV Sud-Est, linking the suburbs of Paris and Lyon, opened in 1981 and was at that time the only high-speed rail line in Europe.

ADIF is charged with the management of most of Spain's railway infrastructure, that is the track, signaling and stations. Captrain France, formerly VFLI, is a French freight rail company. It is a subsidiary of SNCF's Rail Logistics Europe. The company was formed in 1998 as a low cost short line and industrial railway operator.
Lineas is Europe's largest private rail freight operator. Headquartered in Belgium, it also operates from various sites across France, Germany and the Netherlands. The company, that was established as the successor to the freight division of the Belgian National Railway Company and privatized in the context of the liberalization of the rail freight market, has rapidly expanded its operations across Europe. Shareholders are the Federal Holding and Investment Company and private equity group Argos Wityu.
Trenitalia France is an open-access train operator running international services between France and Italy. It was originally established under the Thello brand in October 2011.
Ouigo is a low-cost service range of both conventional and high-speed trains run by SNCF in France, and also to Belgium in cooperation with NMBS/SNCB. The literal translation of Ouigo from French to English is "yes go"; the name is also a play on words with the English homonym "we go." It is composed of two different services: Ouigo Grande Vitesse, which is a brand of SNCF operating high-speed trains; and Ouigo Vitesse Classique, a brand under which Oslo, a subsidiary of SNCF, operates conventional speed trains.
The SNCF Class CC 72000 was a class of C′C′ diesel-electric locomotives designed and built by French manufacturing conglomerate Alsthom. They are regarded as being the most powerful class of diesel locomotives to be built in France.
The Avelia Horizon, called TGV M by its main customer SNCF, is a high-speed passenger train designed and produced by Alstom. It has a broadly similar design to the TGV Duplex sets, with bi-level carriages and a push–pull configuration with a power car on either end. However, it is more energy efficient and provides lower operating costs.
Ouigo España is an open-access operator of high-speed railway services in Spain. It is a subsidiary of SNCF Voyageurs, the French national railway company, and uses its trademark Ouigo.
Iryo is the brand of Intermodalidad de Levante S.A. (ILSA), a private high-speed rail operator in Spain. The company is jointly owned by the Italian state-owned railway company Trenitalia (51%), the Spanish regional airline Air Nostrum (25%), and the Spanish infrastructure investment fund Globalvia (24%).
Le Train is a French private railway company; it is the first private high-speed operator in France to hold an operating licence.
